CONSECRATION OF THE C ? SAREAN LODGE OF ROYAL ARK MARINERS .

The consecration of the above lodge took place with great eclat on the 29 th ult ., the Grand Secretary , Bro . C . F . Matier , accompanied by Bros . R . Berridge , Dr . J . B . Cockburn , and H . J . Rolls , having arrived in the island of Jersey for this purpose .

The lodge having been formed , with Bros . Matier as N . ; Dr . Cockburn , as J . j and Rolls , as S ., the following founders were elevated : Bros . Dr . T . J . Aubin , W . T . Pugsley , P . Bois , F . J . Godfray , C . Marett , P . G , Hamilton , E . Bree , J . Goldsmith , J . Barrette , Dr . M . Le Cronier , C . Wilson , J . N . de la Perrelle , J . Boyson , and A . Stevenson .

The consecration of the lodge was then proceeded with , being conducted by Bro . C . F . Matier in a most impressive manner , assisted by Bros . Dr . Cockburn , R . Berridge , and H . J . Rolls . To those only who have seen the Grand Secretary perform this function can any idea be formed of the solemnity of the occasion . Bro . Berridge petformed the duties of D . of C .

The installation of Bro . Dr . T . J . Aubin as VV . C . N . then took place , after which the following officers were invested , Bro . Dr . Cockburn kindl y taking P . C . N .: Bros . E . Bree , J . ; P . Bois , S . ; W . T . Pugsley , Treas . ; J . W . Hamling , Scribe ; F . J . Godfray , S . D . ; C . Marett , J . D . ; P . G . Hamilton , D . of C ; C . Wilson , Org . ; J . Goldsmith , Guardian ; J . C . Barrette , Steward ; and W . H . Hambly , Warder . A vote of thanks was passed to Bro . Matier and the brethren who accompanied him , and was ably responded to .

The brethren then adjourned to the Royal Hotel , where a recherche dinner had been provided by Bro . E . Bree . The usual loyal and Masonic toasts having been given and responded to , a most enjoyable evening was brought to a close .

Laying The Foundation-Stone Of The Binning Memorial Schools.

LAYING THE FOUNDATION-STONE OF THE BINNING MEMORIAL SCHOOLS .

The chief corner-stone of the Binning Memorial Class Rooms , Christ Church Schools , Lancaster-street , Carlisle , was laid on the 30 th ult ., with Masonic ceremonies by Bro . Col . F . R . Sewell , Deputy Provincial Grand Master , in the presence of the brethren of the Province of Cumberland and Westmorland , and

also from Dumfries , Annan , Langholme , and other parts of Scotland , the Mayor and Corporation of Carlisle , the Carlisle Volunteer Artillery , the Carlisle Companies of the ist Volunteer Battalion Border Regiment , the Carlisle Fire Brigade , a contingent of the Boys' Brigade , the local clergy , and a number of the general pvAMc .

An interesting feature of the proceedings was a procession formed by the brethren , the Mayor and Corporation , the Volunteers , and other bodies taking part . The Provincial Grand Lodge was opened in the County Hall previous to the procession , Bro . Col . Sewell acting as Provincial Grand Master . The order of procession of the brethren was arranged by Bro . R . A . Clarke , Prov . Grand Director of Ceremonies , in strict accordance with Masonic usage . There was a large number present .

While the brethren were being arranged in their order of procession at the County Hal ) , the Mayor and Corporation , Volunteers , and other bodies assembled in Court-squaro , where a large crowd had gathered to witness the spectacle . A start was made from the Court-square shortly before two o ' clock in the following order : Police , under the Chief Constable ; the halberdiers and sergeants-at-mace ; the Mayor and members of the Corporation ; Volunteer Artillery Band ; Colonel

Hilton and Military and Volunteer Olhcers ; the Volunteer Artillery ; the Rule Volunteers and their band ; Fire Brigade under Captain Bell j the contingent of the Boys' Brigade ; and the local clergy . The two bands played alternately . At the Botchergate entrance to the County Hall the brethren joined the procession , walking behind the clergy . The Town Clerk and City Treasurer were with the Mayor , and the members of the Corporation in the procession were Mr . Ferguson , Mr . R . Forster , Mr . Shield , Mr . Hough , Mr . Stewart , Mr . Ritson , Mr . F . Harrison

Mr . A . Thompson , and Mr . Wigham . Lieut . Pollard walked with Colonel Hilton . The local clergy included the Rev . T . Baines , the Rev . A . R . Hall , the Rev . H . Lonsdale , the Rev . W . E . Strickland , the Rev . J . Baker , the Rev . R . Bower , the Rev . H . W . Farrar , the Rev . W . Blake , the Rev . J . R . Wood , the Rev . W . M . Shepherd , the Rev . J . Howard , the Rev . F . Ogden , the Rev . W . G . Bird , the Rev . E . Walker , the Rev . H . E . Wood , and the Rev . j . A . Whish . The Volunteer Artillery , including the band , comprised about 60 of all ranks . The officers were

Captain Robinson , Lieutenant Wheatley , Quartermaster Martindale , and Chaplain Millard . The Rifle Volunteers were represented by Brigade Surgeon Lieutenant-Colonel Hall , and by five oliicers , 10 sergeants , and 64 rank and file of the Carlisle Companies of the ist Volunteer Battalion Border Regiment , the band included , the officers being Captain Donald , Captain Howard Smith , Lieutenant Allison , Surgeon Lieutenant Macdonald , and Chaplain Richmond . The Fire Brigade were represented by 14 men . Mr . CROWDER , Chairman of the Building Committee , addressing Colonel

Sewell , in requesting him to lay the chief corner-stone , expressed the pleasure it gave the Committee to see such a large attendance of various bodies , and said that he need hardly speak of the good work done by the Christ Church schools in Carlisle in the presence of so many who knew the subject . He would only say that speaking from some experience of the educational system in Carlisle , both from his position on the School Board and as Secretary and Treasurer of one of our largest voluntary schools , the Christ Church schools had long held their own ,

and kept in the front rank of our local schools . I hey had last autumn 731 children in average attendance . Speaking of the schools , he was at once reminded of the worthy and lamented citizen with whose name they would in future , as they had been for many years in the past . be intimately connected , and he felt that the late Colonel Binning would have desired no better tribute to his memory than that the addition to these schools , in which he took so great an interest , should be known as the Binning Memorial Class Rooms . Colonel Binning was a

man to whom the city owed much . He had devoted much of his time to public work , his hand was ever open to any appeal for a good cause . He was for many years the life and soul of the Volunteer movement , with which the name of Colonel Binning was so intimately connected in the minds of all of them . As Mayor for two years he upheld the credit and honour of Carlisle , more especially on the occasion of the great infirmary bazaar , the success of which was in no small degree due to his energy and liberality . However , as he had before said , he believed he would have desired his work in connection with these schools to be

remembered quite as much as any other object to which he gave his time and labour , and he was very pleased to say that the scheme bade fair to be an assured success ; and hence they felt justified in making a fair start with this valuable addition to the schools , and trusted the work begun that day might be successfully carried through to a conclusion , and that many future generations of children of that parish might look back with pleasure and gratitude to the education they had received , and the still more important moral and religious training they had had in the Binning Memorial Schools .

The Deputy Provincial Grand Master , responding to Mr . Crowder s invitation , proceeded with due solemnity , and in accordance with the Masonic ritual , to lay the stone , using a silver trowel presented to him for the purpose by Mr . Crowder . He was assisted by various officers present , and the brethren made the responses in the form laid down . The prayers were read by the Rev . j . W .

Hartley , Provincial Grand Chaplain . The stone bore the following inscription : — " Binning Memorial Class Rooms . This stone was laid with Masonic ceremonial by the Worshipful Brother Colonel Frederic Robertson Sewell , J . P ., D . P . G . M . Cumberland and Westmoreland , 30 th May , 1895 . " In a cavity of the stone was placed a bottle containing coins , newspapers , programmes of the proceedings , and of the ba / . aar to be held subsequently .

On the motion of Mr . CROWDER , seconded by the Rev . R . BURN ( vicar of Christ Church ) , a vote of thanks to Bro . Colonel Sewell was passed ; and in responding the DEPUTY PROVINCIAL GRAND MASTER said he had until that day believed that this would have been the first time in Carlisle that a chief corner-stone had been laid with Masonic ceremonial ; but he had just learned that about 30 years ago

Sir James Graham performed the ceremony in Devonshire-street . He was sure that the brethren would be very glad to give their services in laying the memorial stones of public buildings ; but before their services were required he would like to see the Mayor and Corporation take the Masonic obligations and form a lodge . He saw no reason why there should not be a lodge municipal supported cordially by the members of the Corporation .

The National Anthem having been performed and sung , the proceedings terminated . The Provincial Grand Lodge having been closed at the County Hall , many of the brethren , with their friends and others , sat down to luncheon in the Lower County Hall . The Mayor of Carlisle presided , supported right and left by Colonel Hilton , Bro . Colonel Sewell , Chaplain Richmond , Mr . Wheatley , Mr . S . P . Foster , Mr . Crowder , and others . A toast list was afterwards gone through .

PRESENTATION TO BRO . SIR JAMES SAWYER .

The members of the Ladywood Working Men ' s Conservative Club met in fair numbers on tha evening ot the 30 th ult , at the new premises in the Crescent , Birmingham , to witness the presentation to Bro . Sir James Sawyer of an illuminated address expressive of their hearty appreciation of his services as President

for eight years . The chair was taken by Dr . J . C . Grinling ( Chairman of the club ) , and there were also present Messrs . R . J . Richardson ( Vice-Chairman ) , J . W . Comley ( Treasurer ) , A . Trow , W . E . Dench , A . Chapman , F . W . Osborne , W . H . Evans , J . Barnes , G . Platnauer , Frank Freeman ( Hon . Sec ) , and others . Apologies were announced from Mr . J . Satchell Hopkins , Councillor Wilders ,

and Mr . J . Rooker . The CHAIRMAN , after referring to Bro . Sir J . Sawyer's political services , presented the address , which was beautifully illuminated and bore Sir James ' s coatof-arms , and was couched in the following terms : " Sir James Sawyer , Kt ., F . R . C . P ., M . D . London , F . R . S . Edinburgh , J . P . — We , the members of the Ladywood Working Men ' s Conservative Club , desire to

place on record our grateful appreciation of the valuable services you have rendered us during the past eight years as our President . You have always discharged the onerous duties of your position in a genial and happy manner , have presided ably over our more important meetings , and when we have come to you for advice you have always received us cordially , and given us sound and wise counsel . The club has grown and prospered under your leadership , has acquired

new and more commodious premises , many new members have been already added ; and we trust in the future this prosperity will continue . We thank you heartily for the generous hospitality you have more than once extended to us , by inviting us to spend the day at your country home , and to assure you I 10 W thoroughly we have enjoyed and appreciated the same . We also wish to convey to Lady Sawyer our sincere gratitude for her constant interest in the club ; we

Laying The Foundation-Stone Of The Binning Memorial Schools.

Strickland , the Rev . J . Baker , the Rev . R . Bower , the Rev . H . W . Farrar , the Rev . W . Blake , the Rev . J . R . Wood , the Rev . W . M . Shepherd , the Rev . J . Howard , the Rev . F . Ogden , the Rev . W . G . Bird , the Rev . E . Walker , the Rev . H . E . Wood , and the Rev . j . A . Whish . The Volunteer Artillery , including the band , comprised about 60 of all ranks . The officers were

Captain Robinson , Lieutenant Wheatley , Quartermaster Martindale , and Chaplain Millard . The Rifle Volunteers were represented by Brigade Surgeon Lieutenant-Colonel Hall , and by five oliicers , 10 sergeants , and 64 rank and file of the Carlisle Companies of the ist Volunteer Battalion Border Regiment , the band included , the officers being Captain Donald , Captain Howard Smith , Lieutenant Allison , Surgeon Lieutenant Macdonald , and Chaplain Richmond . The Fire Brigade were represented by 14 men . Mr . CROWDER , Chairman of the Building Committee , addressing Colonel

Sewell , in requesting him to lay the chief corner-stone , expressed the pleasure it gave the Committee to see such a large attendance of various bodies , and said that he need hardly speak of the good work done by the Christ Church schools in Carlisle in the presence of so many who knew the subject . He would only say that speaking from some experience of the educational system in Carlisle , both from his position on the School Board and as Secretary and Treasurer of one of our largest voluntary schools , the Christ Church schools had long held their own ,

and kept in the front rank of our local schools . I hey had last autumn 731 children in average attendance . Speaking of the schools , he was at once reminded of the worthy and lamented citizen with whose name they would in future , as they had been for many years in the past . be intimately connected , and he felt that the late Colonel Binning would have desired no better tribute to his memory than that the addition to these schools , in which he took so great an interest , should be known as the Binning Memorial Class Rooms . Colonel Binning was a

man to whom the city owed much . He had devoted much of his time to public work , his hand was ever open to any appeal for a good cause . He was for many years the life and soul of the Volunteer movement , with which the name of Colonel Binning was so intimately connected in the minds of all of them . As Mayor for two years he upheld the credit and honour of Carlisle , more especially on the occasion of the great infirmary bazaar , the success of which was in no small degree due to his energy and liberality . However , as he had before said , he believed he would have desired his work in connection with these schools to be

remembered quite as much as any other object to which he gave his time and labour , and he was very pleased to say that the scheme bade fair to be an assured success ; and hence they felt justified in making a fair start with this valuable addition to the schools , and trusted the work begun that day might be successfully carried through to a conclusion , and that many future generations of children of that parish might look back with pleasure and gratitude to the education they had received , and the still more important moral and religious training they had had in the Binning Memorial Schools .

The Deputy Provincial Grand Master , responding to Mr . Crowder s invitation , proceeded with due solemnity , and in accordance with the Masonic ritual , to lay the stone , using a silver trowel presented to him for the purpose by Mr . Crowder . He was assisted by various officers present , and the brethren made the responses in the form laid down . The prayers were read by the Rev . j . W .

Hartley , Provincial Grand Chaplain . The stone bore the following inscription : — " Binning Memorial Class Rooms . This stone was laid with Masonic ceremonial by the Worshipful Brother Colonel Frederic Robertson Sewell , J . P ., D . P . G . M . Cumberland and Westmoreland , 30 th May , 1895 . " In a cavity of the stone was placed a bottle containing coins , newspapers , programmes of the proceedings , and of the ba / . aar to be held subsequently .

On the motion of Mr . CROWDER , seconded by the Rev . R . BURN ( vicar of Christ Church ) , a vote of thanks to Bro . Colonel Sewell was passed ; and in responding the DEPUTY PROVINCIAL GRAND MASTER said he had until that day believed that this would have been the first time in Carlisle that a chief corner-stone had been laid with Masonic ceremonial ; but he had just learned that about 30 years ago

Sir James Graham performed the ceremony in Devonshire-street . He was sure that the brethren would be very glad to give their services in laying the memorial stones of public buildings ; but before their services were required he would like to see the Mayor and Corporation take the Masonic obligations and form a lodge . He saw no reason why there should not be a lodge municipal supported cordially by the members of the Corporation .

The National Anthem having been performed and sung , the proceedings terminated . The Provincial Grand Lodge having been closed at the County Hall , many of the brethren , with their friends and others , sat down to luncheon in the Lower County Hall . The Mayor of Carlisle presided , supported right and left by Colonel Hilton , Bro . Colonel Sewell , Chaplain Richmond , Mr . Wheatley , Mr . S . P . Foster , Mr . Crowder , and others . A toast list was afterwards gone through .

The members of the Ladywood Working Men ' s Conservative Club met in fair numbers on tha evening ot the 30 th ult , at the new premises in the Crescent , Birmingham , to witness the presentation to Bro . Sir James Sawyer of an illuminated address expressive of their hearty appreciation of his services as President

for eight years . The chair was taken by Dr . J . C . Grinling ( Chairman of the club ) , and there were also present Messrs . R . J . Richardson ( Vice-Chairman ) , J . W . Comley ( Treasurer ) , A . Trow , W . E . Dench , A . Chapman , F . W . Osborne , W . H . Evans , J . Barnes , G . Platnauer , Frank Freeman ( Hon . Sec ) , and others . Apologies were announced from Mr . J . Satchell Hopkins , Councillor Wilders ,

and Mr . J . Rooker . The CHAIRMAN , after referring to Bro . Sir J . Sawyer's political services , presented the address , which was beautifully illuminated and bore Sir James ' s coatof-arms , and was couched in the following terms : " Sir James Sawyer , Kt ., F . R . C . P ., M . D . London , F . R . S . Edinburgh , J . P . — We , the members of the Ladywood Working Men ' s Conservative Club , desire to

place on record our grateful appreciation of the valuable services you have rendered us during the past eight years as our President . You have always discharged the onerous duties of your position in a genial and happy manner , have presided ably over our more important meetings , and when we have come to you for advice you have always received us cordially , and given us sound and wise counsel . The club has grown and prospered under your leadership , has acquired

new and more commodious premises , many new members have been already added ; and we trust in the future this prosperity will continue . We thank you heartily for the generous hospitality you have more than once extended to us , by inviting us to spend the day at your country home , and to assure you I 10 W thoroughly we have enjoyed and appreciated the same . We also wish to convey to Lady Sawyer our sincere gratitude for her constant interest in the club ; we
