The sole object of these regulations—at least such is my own interpretation of them—was to affix the stigma of " Irregularity " ( or illegality ) upon the proceedings of any body of Freemasons who formed themselves into a lodge without the consent and approval of the Grand Master and his officers . The

Deputation , or , as we should now express it , thewni 7 ?« authority , to constitute existing No . 39 appears from Bro . Hughan ' s " English Rite " to have remained until the present day as its warrant for assembling . This is somewhat singular , since it shows that a proxy "

constitution" of A . D . 2 has outlived all the "certificates of constitution " granted at first hand , either before or after , in the sense of still serving as the charter or warrant by virtue of which the meetings of Lodge St . Farringdon Without Lodge ( No . 1745 ) . — This prosperous lodge met at the Viaduct Hotel , Holborn , on the 31 st ult . Among those present were Bros . Schultz , W . M . ; Phillips , acting S . The report of the Audit Committee was received and adopted . The lodge was then closed , and the brethren adjourned to the banquet . The usual toasts followed .

Podger was raised to the Sublime Degree of a M . M . Bro Hosegood , W . M . elect , was presented by Bro . J . K . R . Cama , and duly installed in the chair of K . S . by the W . M . in an impressive manner . The VV . M . then

Goodchild , with a handsome Past Master ' s jewel for his excellent services during the previous year , which was suitably acknowledged . Nothing more remaining for the good of Freemasonry , the lodge was closed . The brethren then sat down to a sumptuous repast , catered by Bro . Holden , the landlord of the hotel . After the Constitutional toasts were duly given and

honoured , the toast of " The Grand Officers " was proposed and suitably replied to by Bro . D . P . Cama in a bright and instructive speech . The toasts of "The W . M . " and "The I . P . M . " followed , and were suitably responded to . _ "The Visitors" were next toasted , to which Bros .

Hemming and Shand made humorous replies . "The Past Masters" and "The Officers" were proposed and acknowledged in due course , and the Tyler ' s toast brought a pleasant evening to a happy termination . In the intervals humorous songs were sung by some of the members of the lodge .

St . Pancras Lodge ( No . 2271 ) . —The election meeting of this lodge was held on the 5 th inst . at the Mid-WAT Grand - , " otel > St ' Pancras > Br ° - Or . John Powdrell , VV . M ., presiding . The three junior members of the lodge , Bros . Madgett , Parker , and Miers , were elected on the Audit Committee ; but before the lodge was closed reference was made to the following testimonial , which was presented to- Bro . VV . A .

Scurrah at the last meeting . The testimonial was elegantly engrossed and illuminated , and enclosed in a massive gilt frame , and was in the following complimentary terms : — "St . Pancras Lodge , No . 2271 , of Ancient Free and Accepted Masons . This testimonial was presented by the members of the above lodge to Bro . VV . A . Scurrah , P . M ., P . P . G . S . of W . Middx ., Secretary to the lodge , voted by the

brethren in open lodge assembled as a mark and testimony of the appreciation they have for the services he has rendered the lodge in its foundation and during its lirstyear of existence , the high appreciation they have of all the duties he has undertaken and carried out with such exemplary , courteous , zealous , and perfect manner . This testimonial the members of the lodge are desirous of placing on record , as a recognition

of the great talent he has displayed in all business appertaining to his office , the duties he has performed as acting P . M . during the past year , also of his genial urbanity of manner , gentlemanly bearing , kindness of heart , and the intense zeal he has shown in promoting every good work which conduced to the general happiness of the brethren with whom he was associated , and their hope is that he may

long be spared to be an honoured member of the lodge to which he has rendered such efficient service . —Signed on behalf of the lodge , John Powdrell , VV . M . ; Robt . N . Fowler , I . P . Scurrah said that in the course of the evening he should have to say

something on the subject of that testimonal . Lodge was then closed , and the brethren adjourned to a pretty banquet , and afterwards honoured the usual toasts . After " The Queen and the Craft , " " The M . W . G . M ., " and the other complimentary toasts had been disposed of , Bro . VV . A . Scurrah , P . M ., in proposing the toast of "The W . M ., " said that ever since Bro . Dr . Powdrell was

initiated in Freemasonry to the present time he had taken great interest in all that appertained to Freemasonry . All who had witnessed his work in the lodge must say he had fulfilled his duties as Master with credit to himself and satisfaction to the brethren . In his performance of those arduous ceremonies that afternoon he was almost letterperfect . Not only did he perform the ceremonies in a

perfect manner , but he was a thorough Mason in every shape and form , and he carried out his Masonic obligations most thoroughly . Having taken the obligations to perform his duties he had performed them to the utmost of his ability , and the brethren were highly honoured in having such a brother to preside over them for the past year . The Worshipful Master , in reply , said the compliments

passed by Bro . Scurrah he would not say were undeserved , but what he had done was painted in rather high colours . It was , however , with none the less appreciation he took the compliment if he had given the brethren satisfaction during his year . He was to be relegated to the position of a P . M . Every one should desire to become a VV . M ., and then he became a quiet old fashioned Freemason . Bro .

Scurrah had spoken of the manner in which he ( the VV . M . ) had done his work . Well , he had done it to the best of his ability , and he could assure the brethren he would continue to do it in the future as in the past . The Worshipful Master , in proposing "The VV . M . Elect , " said Bro . Graham would be a distinguished Master . He was a little quiet worker at present , but when he occupied

the chair he would do so with credit to himself and satisfaction to the brethren . He was a Mason at heart and a good fellow . He ( the VV . M . ) had known him a great many years , and in every position he had found him always kind and hearty , and during next year they would all have a jolly and happy year . Bro . Graham , in response , said when he looked back to

such striking examples as the present VV . M . and Bro . Scurrah , who acted as deputy W . M . during Bro . Sir Robert Fowler ' s year of office , he felt it was only by the kind votes of the brethren he could aspire to occupy the chair . But he could not ^ occupy it with pleasure but for the agreeable fellow feeling which animated the brethren of the lodge . The lodge began small in numbers , but it was developing , and

the brethren might look to it being one of the principal lodges in the Craft . But it was due to Bro . Scurrah , who had been the backbone of the lodge , and had handed down the ritual to the present W . M . He could only hope to come at all up to the high standard of excellence , and he knew that all the brethren would give him the kind assistance they had given their other Masters .

J . he Worshipful Master , in proposing "The I . P . M ., " said the lodge owed a great deal to Sir Robert Fowler for getting the warrant , but a great deal more to Bro . Scurrah . Their first VV . M ., through his many engagements , had not been with them much , but Bro . Scurrah had not missed a single meeting . In virtue of that regularity they thought it right some time ago to make him a presentation of a

record of their estimation of his worth in the shape of an illuminated address on vellum . That was done to perpetuate his work for the St . Pancras Lodge . Bro . Scurrah was one of those Freemasons who would not be beaten ; if he once got his nose in he kept it there—whether in the Craft , the Royal Arch , the Mark , or any other Degree he took it to heart . One night he would be working the Craft , then the Arch , then the Mark , and then perhaps the Rose Croix , and

he thought they might say they had in Bro . Scurrah a brother whom they ought to appreciate . Bro . Scurrah , replying , said he knew Sir R . Fowler took great interest in the St . Pancras Lodge , and it was onl y his many duties which kept him away . With regard to himself ( Bro . Scurrah ) he thanked the VV . M . for the kind remarks he had made about him . He certainly did take great interest in the formation of the lodge , and he had said

to the present W . M . and other brethren that it would be his endeavour at all times to get good men and true into it , and at the same time to keep off all those who he felt would not be an honour to it . Up to the present time he thought they would say he had kept his word , because , although they had not had a very large number of initiates , they had brought in men they were proud to have among them , brethren they

delighted to honour , and whom they would always be pleased to meet . The St . Pancras Lodge was a good lodge , to which any brother might consider it an honour and privilege to belong-, and which any gentleman might consider it an honour to be initiated in . He had many things to thank the brethren for . Among others , for their attending in Grand Lodge the night before in such large numbers and voting

for him on the Board of General Purposes . With a great deal of pride and pleasure he said that he was elected on that honourable Board third on the list of Past Masters , and when it was remembered that there were 14 to be elected , it was glorious to be in such a foremost place . He had to thank the brethren for the very handsome testimonial they had presented to him , and for the compliments which they had been pleased to pay him for carrying

on the lodge for the first year of its existence . All Past Masters who had any cognizance of the formation of new lodges knew there was a great deal to be done in the lirst year . Bro . Sir Robert Fowler told him he would be very pleased to take the first Worshipful Mastership , but , said " Bro . Scurrah , if I do so , you must do the work for me . " He ( Bro . Scurrah ) said "Sir Robert , if you will honour us by being the first VV . M . 1 will do everything you wish me to do . " He had done so and he thanked the

brethren most heartily for their support , and most cordially for the very handsome testimonial they had presented him with . He should look upon it with a very great deal of pride and pleasure , and should hand it down to his nephew , Arthur , to show what the brethren thought of him in so honourable and highly esteemed a lodge as the St . Pancras . Bro . Scurrah concluded by proposing that there should be

a Royal Arch Chapter attached to the lodge , and that steps should be taken with that object immediately . Bro . Miers replied to the toast of "The Initiate , " and at the conclusion of his speech said he should recall with universal satisfaction , with unfeigned pleasure , and with

unlimited pride this memorable event , the reminiscences of which would for ever remain impressed on his mind . Bros . VV . R . Palmer , Paul , and Shirley responded to the toast of " The Visitors , " and the remaining toasts were brought to an end with Bro . Richard Whiting giving the Tyler's toast , which was , as usual , drunk with enthusiasm .

BAR NET . Gladsmuir Lodge ( No . 1385 ) . —An emergency meeting of this lodge was held at the Red Lion Hotel , on Friday , the 6 th inst . The VV . M ., Bro . J . H . Baxter , and the S . VV ., Bro . J . E . Cussans , P . M . 403 , P . P . S . G . W ., were prevented by unavoidable circumstances from being in their places , and the chair was taken by Bro . T . H .

Martin , I . P . M ., while Bro . J . Brittain , P . M ., P . P . J . G . W ., acted as S . VV ., the other officers and members present beimr Bros . S . Tryon , J . VV . ; VV . K . Hopkin , P . M ., Treas . ; R . Fisher Young , P . M ., Sec . ; W . Lewis , P . M . ; G . B . Abbott , S . D . ; F . Thompson , J . D . ; Collingwood . I . G . ; Charles Gray , P . M ., D . was a visitor . The summons for the meeting having been read , Bros . Marshall , Tibbatts , and Curnow were successively raised to the Sublime Degree of M . M ., the ceremony being performed in the case of the two former by the acting W . M ., while in the case of Bro . Curnow , Bro . Lewis , P . M ., who

had introduced him into the lodge , discharged the duty . The lodge having - been closed , the brethren sat clown to an excellent cold collation under the presidency of Bro . Martin , and between the good fare and the excellent singing of Bros . Gray , Lewis , Oldfield , Collingwood , Tibbatts , and others , a most pleasant evening was passed .

DARLINGTON . Marquess of Ripon Lodge ( No . 1379 ) . — At the last meeting of this lodge , held on May-day , Bro . Dr . Hill-Drury in the chair , Bro . Smeddle was raised to the Third Degree . The ceremony was again fully choral . VVe append a list of the music in the order in which it was rendered . The various points in the ceremonial where each piece came in will be readily understood by the

" enlightened" : — March— " Die Zanberllote . " —Mozart . " Hail Eternal ! by whose aid . " "Angel Voices . "—Pott . " All Glory to the Most Hi g h ! " —Boyties . "Brief Life is here our portion . " —Passion Chorale . " Dead March " in Saul . —Handel . " Glory to God most High ! "—Baker .

" Blessed be the Name of the Lord . " —Baker . " Give Alms of thy Goods . " —Irons . " Now the Evening Shadows Closing ' . " March— " Mceste . "—Gluck . The meeting was a thoroughly successful one , and at the banquet held subsequently the W . M . was most heartily congratulated on the result of his endeavours to incorporate music with our beautiful ceremonies .

DOVER . Peace and Harmony Lodge ( No . 199 ) —A meeting- of this lodge was held on Monday afternoon , the 2 nd inst ., at the Freemasons' Hall , and there were some 50 of the brethren , members , and visitors , present . The lodge was opened , the VV . M ., Bro . G . Church , presiding . The other officers in attendance were Bros . I . Falconer

Goodchild , with a handsome Past Master ' s jewel for his excellent services during the previous year , which was suitably acknowledged . Nothing more remaining for the good of Freemasonry , the lodge was closed . The brethren then sat down to a sumptuous repast , catered by Bro . Holden , the landlord of the hotel . After the Constitutional toasts were duly given and

honoured , the toast of " The Grand Officers " was proposed and suitably replied to by Bro . D . P . Cama in a bright and instructive speech . The toasts of "The W . M . " and "The I . P . M . " followed , and were suitably responded to . _ "The Visitors" were next toasted , to which Bros .

Hemming and Shand made humorous replies . "The Past Masters" and "The Officers" were proposed and acknowledged in due course , and the Tyler ' s toast brought a pleasant evening to a happy termination . In the intervals humorous songs were sung by some of the members of the lodge .

Scurrah at the last meeting . The testimonial was elegantly engrossed and illuminated , and enclosed in a massive gilt frame , and was in the following complimentary terms : — "St . Pancras Lodge , No . 2271 , of Ancient Free and Accepted Masons . This testimonial was presented by the members of the above lodge to Bro . VV . A . Scurrah , P . M ., P . P . G . S . of W . Middx ., Secretary to the lodge , voted by the

brethren in open lodge assembled as a mark and testimony of the appreciation they have for the services he has rendered the lodge in its foundation and during its lirstyear of existence , the high appreciation they have of all the duties he has undertaken and carried out with such exemplary , courteous , zealous , and perfect manner . This testimonial the members of the lodge are desirous of placing on record , as a recognition

of the great talent he has displayed in all business appertaining to his office , the duties he has performed as acting P . M . during the past year , also of his genial urbanity of manner , gentlemanly bearing , kindness of heart , and the intense zeal he has shown in promoting every good work which conduced to the general happiness of the brethren with whom he was associated , and their hope is that he may

Scurrah said that in the course of the evening he should have to say

something on the subject of that testimonal . Lodge was then closed , and the brethren adjourned to a pretty banquet , and afterwards honoured the usual toasts . After " The Queen and the Craft , " " The M . W . G . M ., " and the other complimentary toasts had been disposed of , Bro . VV . A . Scurrah , P . M ., in proposing the toast of "The W . M ., " said that ever since Bro . Dr . Powdrell was

initiated in Freemasonry to the present time he had taken great interest in all that appertained to Freemasonry . All who had witnessed his work in the lodge must say he had fulfilled his duties as Master with credit to himself and satisfaction to the brethren . In his performance of those arduous ceremonies that afternoon he was almost letterperfect . Not only did he perform the ceremonies in a

perfect manner , but he was a thorough Mason in every shape and form , and he carried out his Masonic obligations most thoroughly . Having taken the obligations to perform his duties he had performed them to the utmost of his ability , and the brethren were highly honoured in having such a brother to preside over them for the past year . The Worshipful Master , in reply , said the compliments

passed by Bro . Scurrah he would not say were undeserved , but what he had done was painted in rather high colours . It was , however , with none the less appreciation he took the compliment if he had given the brethren satisfaction during his year . He was to be relegated to the position of a P . M . Every one should desire to become a VV . M ., and then he became a quiet old fashioned Freemason . Bro .

Scurrah had spoken of the manner in which he ( the VV . M . ) had done his work . Well , he had done it to the best of his ability , and he could assure the brethren he would continue to do it in the future as in the past . The Worshipful Master , in proposing "The VV . M . Elect , " said Bro . Graham would be a distinguished Master . He was a little quiet worker at present , but when he occupied

the chair he would do so with credit to himself and satisfaction to the brethren . He was a Mason at heart and a good fellow . He ( the VV . M . ) had known him a great many years , and in every position he had found him always kind and hearty , and during next year they would all have a jolly and happy year . Bro . Graham , in response , said when he looked back to

such striking examples as the present VV . M . and Bro . Scurrah , who acted as deputy W . M . during Bro . Sir Robert Fowler ' s year of office , he felt it was only by the kind votes of the brethren he could aspire to occupy the chair . But he could not ^ occupy it with pleasure but for the agreeable fellow feeling which animated the brethren of the lodge . The lodge began small in numbers , but it was developing , and

the brethren might look to it being one of the principal lodges in the Craft . But it was due to Bro . Scurrah , who had been the backbone of the lodge , and had handed down the ritual to the present W . M . He could only hope to come at all up to the high standard of excellence , and he knew that all the brethren would give him the kind assistance they had given their other Masters .

J . he Worshipful Master , in proposing "The I . P . M ., " said the lodge owed a great deal to Sir Robert Fowler for getting the warrant , but a great deal more to Bro . Scurrah . Their first VV . M ., through his many engagements , had not been with them much , but Bro . Scurrah had not missed a single meeting . In virtue of that regularity they thought it right some time ago to make him a presentation of a

record of their estimation of his worth in the shape of an illuminated address on vellum . That was done to perpetuate his work for the St . Pancras Lodge . Bro . Scurrah was one of those Freemasons who would not be beaten ; if he once got his nose in he kept it there—whether in the Craft , the Royal Arch , the Mark , or any other Degree he took it to heart . One night he would be working the Craft , then the Arch , then the Mark , and then perhaps the Rose Croix , and

he thought they might say they had in Bro . Scurrah a brother whom they ought to appreciate . Bro . Scurrah , replying , said he knew Sir R . Fowler took great interest in the St . Pancras Lodge , and it was onl y his many duties which kept him away . With regard to himself ( Bro . Scurrah ) he thanked the VV . M . for the kind remarks he had made about him . He certainly did take great interest in the formation of the lodge , and he had said

to the present W . M . and other brethren that it would be his endeavour at all times to get good men and true into it , and at the same time to keep off all those who he felt would not be an honour to it . Up to the present time he thought they would say he had kept his word , because , although they had not had a very large number of initiates , they had brought in men they were proud to have among them , brethren they

delighted to honour , and whom they would always be pleased to meet . The St . Pancras Lodge was a good lodge , to which any brother might consider it an honour and privilege to belong-, and which any gentleman might consider it an honour to be initiated in . He had many things to thank the brethren for . Among others , for their attending in Grand Lodge the night before in such large numbers and voting

for him on the Board of General Purposes . With a great deal of pride and pleasure he said that he was elected on that honourable Board third on the list of Past Masters , and when it was remembered that there were 14 to be elected , it was glorious to be in such a foremost place . He had to thank the brethren for the very handsome testimonial they had presented to him , and for the compliments which they had been pleased to pay him for carrying

on the lodge for the first year of its existence . All Past Masters who had any cognizance of the formation of new lodges knew there was a great deal to be done in the lirst year . Bro . Sir Robert Fowler told him he would be very pleased to take the first Worshipful Mastership , but , said " Bro . Scurrah , if I do so , you must do the work for me . " He ( Bro . Scurrah ) said "Sir Robert , if you will honour us by being the first VV . M . 1 will do everything you wish me to do . " He had done so and he thanked the

brethren most heartily for their support , and most cordially for the very handsome testimonial they had presented him with . He should look upon it with a very great deal of pride and pleasure , and should hand it down to his nephew , Arthur , to show what the brethren thought of him in so honourable and highly esteemed a lodge as the St . Pancras . Bro . Scurrah concluded by proposing that there should be

a Royal Arch Chapter attached to the lodge , and that steps should be taken with that object immediately . Bro . Miers replied to the toast of "The Initiate , " and at the conclusion of his speech said he should recall with universal satisfaction , with unfeigned pleasure , and with

unlimited pride this memorable event , the reminiscences of which would for ever remain impressed on his mind . Bros . VV . R . Palmer , Paul , and Shirley responded to the toast of " The Visitors , " and the remaining toasts were brought to an end with Bro . Richard Whiting giving the Tyler's toast , which was , as usual , drunk with enthusiasm .

BAR NET . Gladsmuir Lodge ( No . 1385 ) . —An emergency meeting of this lodge was held at the Red Lion Hotel , on Friday , the 6 th inst . The VV . M ., Bro . J . H . Baxter , and the S . VV ., Bro . J . E . Cussans , P . M . 403 , P . P . S . G . W ., were prevented by unavoidable circumstances from being in their places , and the chair was taken by Bro . T . H .

had introduced him into the lodge , discharged the duty . The lodge having - been closed , the brethren sat clown to an excellent cold collation under the presidency of Bro . Martin , and between the good fare and the excellent singing of Bros . Gray , Lewis , Oldfield , Collingwood , Tibbatts , and others , a most pleasant evening was passed .

DARLINGTON . Marquess of Ripon Lodge ( No . 1379 ) . — At the last meeting of this lodge , held on May-day , Bro . Dr . Hill-Drury in the chair , Bro . Smeddle was raised to the Third Degree . The ceremony was again fully choral . VVe append a list of the music in the order in which it was rendered . The various points in the ceremonial where each piece came in will be readily understood by the

The meeting was a thoroughly successful one , and at the banquet held subsequently the W . M . was most heartily congratulated on the result of his endeavours to incorporate music with our beautiful ceremonies .

DOVER . Peace and Harmony Lodge ( No . 199 ) —A meeting- of this lodge was held on Monday afternoon , the 2 nd inst ., at the Freemasons' Hall , and there were some 50 of the brethren , members , and visitors , present .
