To the Editor of the "Freemason . " Dear Sir and Brother , At the Masonic celebration of thc Royal Jubilee in June last every Province in England received at least one honour—that is , either the D . P . G . M . or the Prcv . G . Sec . received past rank ; and , deducting certain brethren

of prominent social position , very few honours fell upon the rank and file of the Craft in London , taking into consideration the number of lodges and members . May I , therefore , most respectfully suggest that a few honours for London brethren would be a gracious act on the part of our beloved Grand Master , and a suitable commemoration of his Silver Wedding . —Yours , & c .. " Dear Sir and Brother , It is with great surprise , and some dismay , that I observe that Grand Lodge seems without protest to have adopted the Grand Registrar ' s reasons for dismissing this appeal , and with still greater surprise do I note that as yet no protest has been made in your columns .

As 1 understand the report , the Grand Registrar lays down that for no amount of immorality or crime , however flagrant , can a Masonic authority inflict Masonic punishment . If this bj so—How can Masonry be a " system of morality ? " 1 hope I have mistaken the effect of the ruling ; but I am glad to hear the matter will probably be brought before the next meeting of Grand Lodge , for the report of which I shall anxiously look . —Yours fraternally , B .

FREEMASONS' CALENDAR AND DIRECTORY FOR THE PROVINCE OF OXFORDSHIRE , & c ., 1 S 8 S-9 . With or without the support the Editor deserves , our friend and brother W . R . Bowden continues the good work , and year by year publishes his excellent Masonic Guide for Oxfordshire . The one now before us has increased

slightly in bulk , notwithstanding it was even too large before , for the nominal subscription , and the arrangement of its 10 S pages is all that could be desired . We like thc feature of a brief sketch of the progress of the Craft during the past year , as it enables the brethren , locally , to preserve an abridged report of the doings of their own particular Province as the years roll onward . The Editor

refers to a deceased " worthy , " as follows : "Thc announcement of the death of Bro . Thomas Randall , J . P ., who had been for more than a quarter of a century Prov . G . Treasurer of Oxfordshire , and who had done so much for the Craft in general , was received with every sympathy , and a vote of condolence was agreed upon to his widow and immediate relatives . " We note that Bro . W . G .

Embcrlin , P . M . 340 , was elected as his successor . Anew chapter ( No . sgg , Banbury ) , was consecrated October 10 th , 18 S 7 . The "Jubilee" Masonic Meeting at the Albert Hall , on 13 th June , is alluded to in a most appreciative manner , the address is duly reproduced , and various interesting matters referred to which more immediately concern the Oxford Crattsmen . The retirement of a Masonic

Veteran is feelingly noted by Bro . Bowden . We refer to Bro . H . Houghton , P . M . 340 ( so far back as 1 S 57 ) , and Prov . Asst . G . Sec . from 1 SS 1 . He has been one of the most efficient workers in the Province for many years , and we are glad to see that it is intended to raise a testimonial to mark the esteem in which he is held by the brethren , with whom , and for whom , he has so long

laboured . The calendar portion appears to be carefully compiled , and the information respecting the lodges , chapters , & c , is so varied and extensive that we cannot understand any member of the Province being without a copy of such an accurate and exhaustive compilation . There are now 10 lodges in Oxfordshire , with 562 members , but though not a large Province , the donations to

the Charities are on a most generous scale , £ 3686 19 s . 6 d . having been presented to the Institutions from 1 S 75 to 1887 . Bro . Bowden not only furnishes a number of particulars respecting the Central Masonic Charities , but prominently notices the Mark Benevolent Fund as well ,

so that he has proved a good friend to all these noble Societies . Bro . W . R . Bowden is also the publisher of the capital History of Freemasonry in Oxfordshire , by Bro . E . L . Hawkins , P . Prov . S . G . W ., & c , which should be circulated far beyond the Province , the facts noted therein being of permanent interest to the English Craft .

I should like to direct the special attention of brethren interested in the Histories of very old lodges to the volume in preparation relating to the famous "Canongate Kilwining Lodge , " Edinburgh , dating from the year 16 77 . Particulars may be read in the advertisement which has appeared in the Freemason for the last few weeks , and subscriptions

may be sent to Bro . A . Mackenzie , P . M ., 17 , St Andrew ' s Square , Edinburgh . The List will beclosed on April 10 th unless at a considerable advance in the price . " A word to the wise is enough ! " In my friend Lyon ' s History of the Lodge of Edinburgh , from 1599 , is a facsimile of the original minute ot the "Mother Kilwinning Lodge" of the 20 th December , 1677 , authorising certain operative

Masons from the Canongate " to enter , receave , and pass any qualified persons" in the " name and behalf of the Ludge " : thus began the old lodge whose eventful History is now being written , and which has been at work for a period extending over two hundred years . The Lodge of Burns , Hogg , and other Masonic Poets-Laureate cannot fail to interest a wide circle of brethren .

W . J . HUGHAN . 767 ] GRAND LODGE SEALS . Bro . Hughan ' s short article on these seals interests mc , and I would like to know if my esteemed friend is quite certain about " Institutions " in the legend round the seal No . 63 of 1757 . As is probably widely knownthe

phrase-, ology of the Athol certificate and its seal differ—the former ( above the English and Latin wording of the certificate itself ) giving " Constitutions , " and the latter , so far as my experience goes , not "Institutions , " but "Institution . " Although I have seen many Athol Grand Lodge Seals , 1 have never yet met with one ( 1775-1813 ) that gave the word "Institutions" in the legend : and as a seal

collector I am naturally very anxious to see , and if possible to possess , that variety . 1 have noticed , as a peculiarity of "Ancients" certificates , " according to the old Constitutions , " and " according to the old Institution , " are the phraseology employed when either are printed or engraved . I have found the plural expressed in -written documents on which , re this point , no reliance could be placed ; but never on an original seal , of which I possess several . J . RAMSDEN RILEY .
