BELTON seconded , the following recommendation of the General Board .-That the cordial thanks of Grand Lodge be given to the honorary architects , Bros . Robert Berridge , P . G . M . O ., G . D . C , and Charles H . Driver , P . G . M . O ., and also to the Building and Premises Committee , Bros , the Earl of Euston , P . G . W ., President General Board ; Frank Richardson , G . Reg . ; James Moon , P . G . Treas . ; and C F . Matier , P . G . W ., G . Sec , and that the same be recorded on the minutes .

Grand Mark Lodge.

The motion was carried . The Earl of EUSTON then moved the second recommendation—That Grand Lodge should hold Quarterly Communications instead of Half-yearly Meetings , and that the Book of Constitutions be altered accordingly as follows : Article 6 " Two " shall read " Four . " That instead of "June and December " shall be inserted " MarchluneSeptemberand December . "

, , , Article 31 , to alter the word "June " to the word " March , " and to inseit at the end " and installed in June . " Article 45 , to insert after " elected " the words "in March . " Article 166 , the words "in June and December" shall read " at each Quarterly Communication . " Article 167 , the word "Half-yearly" shall read "Quarterly . "

His lordship said that the General Board had thoroughly gone into the subject , and they thought that it would be for the good of the Mark Degree in general now that it had a hall of its own that instead of meeting twice yearly , as had been the custom hitherto , it should follow the example of Grand Craft Lodge , and have a Quarterly Communication of Grand Mark Lodge . The adoption of that system would bring Mark brethren more and more together , and by that means they would

get to know each other better . It would really be for the good and advantage of the Order . Another reason the Board had for making the recommendation was that it would be no hardship on the brethren in the provinces because whereas they now came up on a certain day for United Grand Lodge meetings they would only have to come up a day earlier . It was , of course , for the brethren to decide for themselves whether it would be for the advantage of the Order , but the

General Board having carefully thought it out recommended it as likely to be an advantage to the Degree . Bro . FRANK RICHARDSON , in seconding the motion , said he cordially endorsed ev ery word that had fallen from Lord Euston . It had been all very well when the Grand Lodge met in a small place like their hall in Red Lion-square to meet only twice a year ; but now that the Degree had expanded so much it would be well

that they should meet oftener and learn what was doing in the Order . With Lord Euston he thought it would be for the advantag-3 of the Degree . Bro . J . S . CUMBERLAND wished to point out some difficulties which mi ght arise , The brethren coming from distant provinces to attend these meetings considered it a very great honour indeed , but if they did not attend they were according to the laws liable to be fined . In calling on them to meet four times a year instead

of twice , they would be liable to double the fine . That law was not proposed to be altered . He thought they ought not to be compelled to attend under penalty of half-a-guinea . He was not going to move an amendment . It was rather hard when brethren had a long way to come to make it four times a year instead of ' twice , and if they did not come to fine them .

Bro . FRANK RICHARDSON pointed out that the rule which inflicted the fine provided " unless a valid excuse in writing be made to the Grand Secretary previous to the meeting of Grand Lodge . " Although the rule v » as in the Book of Constitutions , it had never been acted on . No brother had ever been fined . Bro . C UMBERLAND said he was fined once .

Bro . R ICHARDSON said that must have been under the old constitution , and not under the present law . Bro . BEACH said he had no doubt that the article in the Book of Constitutions would be acted upon , and any valid excuse would be accepted . At the same time it was for the Grand Lodge to decide whether they thought this alteration was a

good one or not . No doubt it was a great advantage in some respects . The motion was then put , and unanimously adopted . Bro . the Earl of E USTON next moved— " That an appeal be made to lodges and brethren for funds to erect the " Portal Memorial Organ . " He said that on the last occasion of the meeting of Grand Lodge several remarks were made as to

a memorial to Canon Portal , and a grant was asked for it in consequence of the great services of Canon Portal to the Order . The General Board were asked to take into consideration the subject of raising a substantial memorial , and the shape it should take , before the present meeting . They had consulted , and as there was a want in their new hall in which they were assembled of an organ , they recommended that an appeal be made to the lodges and brethren for small

subscriptions to purchase a Portal memorial organ . The exact cost it was impossible to lay before the brethren at present , but it was put at a sum of . £ 500 , and with the number of lodges under the banner of G . Mark Lodge that meant a very small sum for each . The Board did not think it would be asking too much of the brethren in their respective provinces to subscribe a small sum for the erection of an organ in the organ loft , with an inscription that it was a memorial of Canon Portal and of his great

services to the Degree . He need not say anything of the long services the late Canon Portal had rendered to the Order both as Grand Master and as President of the General Board . He was a man who was thoroughly unselfish , and was actuated by a sincere desire for the good of Mark Masonry . Bro . FRANK RICHARDSON had much pleasure in seconding the motion . Having served several years under Canon Portal , he could confirm everything the Earl of

Euston had said . There was no brother in Mark Masonry deserved more at the hands of the brethren than the late Canon Portal , and he felt certain that all brethren in Mark Masonry would like to join in the memorial . No place would be more appropriate for it than in that hall , which unfortunately he had not seen finished , but which he took part in obtaining for the Mark Degree .

Bro . BEACH wished it to be understood that the General Board would be happy to receive contributions from individual Mark Masons , as well as from lodges . The motion was carried . The grants recommended by the General Board were then carried , on the motion of the Earl of EUSTON , seconded by Bro . FRANK RICHARDSON . Bro . Richardson pointed out that if no other instance was required of the wisdom of

adopting the resolution to meet four times a year instead of twice , these cases furnished it . These grants were recommended immediately after the last meeting of Grand Lodge , and the persons seeking relief had had to wait six months for the grants instead of three . Therefore , the brethren would see they had done

wisely in making the alteration . On the motion of Bro . C . BELTON , seconded by Bro . J AMES STEVENS , the report was adopted . Bro . BEACH next said he had to declare that his Royal Higness the Prince of Wales was elected Most Worshipful Grand Mark Master Mason of England and Wales and the Colonies and Dependencies of the British Crown for the ensuing year .
