After the formal opening of Grand Lodge , Grand Secretary read the minutes of Grand Lodge of December 3 , 188 9 .

Bro . BEACH , before he put the minutes for confirmation , said he ought to explain to the brethren why he was in the chair . Communications had been received from the M . W . G . M ., the Prince of Wales , and from the D . G . M ., the Marquess of Hertford , to the effect that they were both unwell and not able to be

present . He was sure all the brethren would regret their absence very much . The minutes were then put and confirmed . The following report of the General Board was , on the motion of the Earl of EUSTON , seconded by Bro . FRANK RICHARDSON , taken as read , received , and ordered to be entered on the minutes .

During the six months ending 31 st March last there have been issued : Mark certificates , 6 99 ; total number registered , 2 * 5 , 687 . Warrants for new lodges , six , viz : No . 406 , Scots , London . ,, 407 , Bisley , Middlesex and Surrey . „ 40 S , Hertford Military , Warwickshire . „ 409 , Royal Connaught , Sussex . „ 410 , Eclectic , London . „ 411 , Ubique , Middlesex and Surrey .

The following Provincial Grand Masters have been appointed : Bro . the Hon . Sir H . Stafford Northcote , Bart ., C . B ., M . P ., in the place of the late Bro . Lieut .-Col . J . Tanner Davy , J . P ., Devonshire ; and H . R . H . the Duke of Connaught , K . G ., P . G . Warden , in succession to Bro . Gerard Ford deceased , Sussex . The following Provincial and District Grand Masters have been re-appointed for a further term of three years : Bro . Jack Sutcliffe , Lincolnshire ; Bro . Major George

Montgomerie John Moore , Madras ; Bro . Col . Sir Francis Burdett , Bart ., Middlesex and Surrey ; and Bro . Lieut .-Col . Charles Hunter , North Wales . In accordance with the resolution of Grand Lodge , 3 rd December , 1 S 89 , recognising the Grand Lodge of Mark Master Masons of New South Wales , the Board have to report that representatives have been exchanged , Bro . Frank Richardson , Grand Reg * .,

having accepted that office near this Grand Lodge , and Bro . Harman J . Tarrant , P . G . W ., having been appointed our representative near the Grand Lodge of Mark Master Masons of New South Wales . It is sincerely hoped that our new sister Grand Lodge may have an uninterrupted career of success , and that the present amicable relationship and fraternal intercourse may long continue .

It is with the greatest satisfaction the Board have to announce the completion of the alterations of Mark Masons' Hall , in which Grand Lodge will meet for the first time on 3 rd June , 1 S 90 , and where the Mark Degree will possess a permanent home worth y of itself and of those brethren by whose zeal and energy the prosperity and success of our Order have been secured .

In addition to the Great Hall , or Throne Room , there are five lodge rooms , with accommodation for Masonic bodies of every Degree numbering from 20 to 120 , and it is hoped that many lodges , chapters , conclaves , and councils will avail themselves of a place of meeting at once so central and convenient . The Board propose for the present to make the small charge of one guinea for the nightly use of each lodge room .

The cordial thank- , of Grand Lodge are due to the honorary architects , Bros . Robert Berridge , P . G . M . O ., G . D . C , and Charles H . Driver , P . G . M O ., and also to the Building and Premises Committee , Bros , the Earl of Euston , P . G . W ., President General Board ; Frank Richardson , Grand Registrar ; James Moon , P . G . Treas . ; andC . F . Matier P . G . W ., Grand Secretary , and the Board recommend that the same be recorded on the

minutes . The Board are of opinion that the time has now arrived when the best interests of the Mark Degree would be materially promoted by a more frequent assemblage of Grand Lodge , and therefore recommend that instead of Half-yearly Meetings , Quarterly Communications should be held on the Tuesday next before the first Wednesday in the months of March , June , September , and December . And that the Book of Constitutions be altered accordingly as follows : —

Article 6 , "I wo" shall read "tour . " lhat instead of " June and December " shall be inserted " March , June , September , and December . " Article 31 , to alter the word "June" to the word "March , " and to insert at the end " and installed in June . " Article 45 , to insert after "elected" the words "in March . " Article 166 , the words "in June and December , " shall read " at each Quarterly Communication . " * " *'

Article 167 , the word " Half-Yearly " shall read "Quarterly . " The Board have most carefully considered the question as to a proposed memorial to the late Bro . Rev . Canon Portal , which was referred to them by last Grand Lodge . They are of opinion that the most suitable form such memorial should take , would be an organ to be erected in the Great Hall , and called " The Portal Memorial Orean . " Thev

would therefore ask the authority of Grand Lodge to appeal to lodges and individual donors for the funds for this most desirable object . They are informed that an organ , possessing every requirement , could be procured for the sum of £ 500 , and they feel no doubt that by the liberality of the brethren of the Mark Degree , this sum will be speedily raised as a tribute to the memory of pur lamented brother , who was connected with this Grand Lodge from its establishment in 18 5 6 , until the very day of his death .

The Board acknowledge with thanks , reports of the proceedings of the Grand Chapters of Alabama , Illinois , Indiana , and Michigan .

FUND OF BENEVOLENCE . The Board have great pleasure in announcing that the 22 nd Annual Festival will be held on the 23 rd July at the Freemasons' Tavern . Bro . the Right Hon . the Earl of Euston , Past Grand Warden , President of the General Board , has most kindly consented to resideand it is ferventl that with the

p , y hoped support of a numerous Board of Stewards , including for the first time in the history of Masonic Charitable Festivals a Board of Lady Stewards , the sum realised will be sufficient for the requirements of this useful and deserving Charity , from which no worthy applicant has been ever turned away without relief .

Feeling assured of the generous support of the Order , the Board have elected , without a poll , the whole of the candidates for the Educational and Annuity Funds as follows : Educational Fund—Wm . S . Cottrill , Albert Williamson , Edward Williamson , and Jeremiah Saville , making a total of iS boys and 13 girls now being educated-Annuity Fund—Bros . William White and Richard James , and Mrs .

The Board acknowledge with thanks , reports of the proceedings of the Grand Chapters of Alabama , Illinois , Indiana , and Michigan .

p , y hoped support of a numerous Board of Stewards , including for the first time in the history of Masonic Charitable Festivals a Board of Lady Stewards , the sum realised will be sufficient for the requirements of this useful and deserving Charity , from which no worthy applicant has been ever turned away without relief .
