into tbe inland districts , and in course of time may develop into a nation al pest Our island has for centuries enjoyed an immunity from these terrible pests . Some persons cannot , and even will not believe the fact , that they are in our land , and even I would hardly have belivcd it had I not seen and caught them for myself nearly every morning during the last month . I have generally caught them under the bed-room blind , while others 1 have caught under the drawing-room and sittingroom blinds in the early morning , where they usually resort in their endeavour lo get back again into the open air . Many persons on the East Anglian heights have

get up in the morning and found painful blisters on their faces and hands , and have wondered what have caused them—the sore places lasting about a weekwhen it has bcen the work of these blood-thirsty gnats during the night . One means of keeping the pest down would be for every person to carefully examine his bed-room window in the morning and kill them , as by so doing they would be prevented laying their eggs and so breeding others . Now is the time to act to prevent them spreading . They may easily be known by their resemblance to gnats , but having a long trunk or proboscis and by making a humming noise when approaching the face or hands of a person . BENJAMIN HOYLAND .

ROYAL MASONIC INSTITUTION FOR BOYS .

The Monthly Council Meeting of Life Governors was held on Friday , the 26 th ult ., at Freemasons' Hall , Bro . George Everett , P . G . Treas ., Vice-Patron , being in the chair . Amongst others present were Bros . Burgess , Stephens , Le Feuvre , Cummings , Pulman , Fitzgerald , Dr . "Mickley , Attenborough , Margrett , Rev . H . A . Hebb , and J . M . McLeod , Secretary .

It was reported that a further sum of £ 4000 had been invested , free of brokerage charges , by Bro . Thomas Fenn , to whom a hearty vote of thanks was accorded . The Board of Management reported its intention to issue very shortly to the subscribers a statement of the reasons which had led to its decision—confirmed by the last Quarterly Court—that it was desirable to move the School from Wood Green .

The SECRETARY having reported the result of the 98 th Anniversary Festival , at which 512 Stewards had handed in lists amounting to £ 18 , 777 I 0 S -i a hearty vote of thanks was accorded lo the Chairman , the Duke of Devonshire , and the Stewards for so eminently satisfactory a result . The PETITIONS COMMITTEE reported on the case of Kinloch Griffiths that they could not alter their previous decision " not to recommend the case . " After consideiable discussion and division it was resolved to accept the case , and the name was added to the list .

The list of candidates for the October election was closed , there being 44 . The BOAKD OE MANAGEMENT reported that in the ordinary course there would only be 10 vacancies in January ncxt , and recommended 14 boys to be elected—the extra places being found by reducing from 16 lo 12 the boys retained for higher education .

A vote of condolence with Lady Harris on the death of Bro . Sir Augustus Harris , a former member of the Provisional Management Committee , was passed , and the proceedings terminated with a vote of thanks to the Chairman .

The ledge was opened and the minutes read . The Secretary informed the lodge that Ihe P . G . Secietaiy had written sending a dispensation for lhat evening , but the resolution altering date of meeting could not be received , as it was not in accordance with the byelaws . It was proposed by Bio . K . T . Mackrill that notice be put on the agenda for next ledge , and , it' necessary , another dispensation must be applied for—this was carried , liro . J . Reader , S . W ., was then installed into the chair , the work bcin-f ably performed by the W . M ., assisted by Bros . Maitin , P . M ., and Mackrill . The P . G . Master was

saluted , and the lodge closed . A banquet followed in the lower hall , at which the usual toasts were given . Great satisfaction and pleasure was expressed at the surprise visit of thc P . G . Master to the lodge .

Florence Nightingale Lodge , No . 706 . Bio . Surgeon-Col . C . VV . Moore-Keys , M . D ., a veteran Mason , and one held in the highest estimation in the Masonic and military world , especially in the Woolwich district , was installed VV . M . of the above excellent lodge on Wednesday , the 24 th ult ., at the Royal Moitar Hotel , New-read ,.. Woolwich , in the presence of the elite of the Craft there , and to the gratification cf every one who had the honour of his acquaintance , either in his official or private capacity . The lodge was opened by Bro . Alan Burnett ,

W . M ., who finished his leign by passing Bro . Baker . Bro . W . Livesay , P . M ., then , by special rcqu est , assumed the chair as Installing Officer , and in due course installed Bro . Foster , Stewards . Bro . Livesay then delivered the charges in a most impressive and eloquent manner , and so ended a perfectly rendered ceremony . Ine LP . M . was presented with a handsome Past Master ' s jewel for valuable services rendered the lodge during his year of oflice , and as a mark of the esteem of the bretliren , and Bro . Livesay was tendered a cordial vote ot thanks , the same to be inscribed on the minutes of the lodge , and after "hearty good wishes" had been given by the representatives of Ihe several lodges presentthe lodge was closed .

, 'Ihe banquet was partaken of in the fine Assembly Room of the establishment , it was perfectly served , and comprising , as it did , the choice of the markets , both viands and wines were much enjoyed . Bro . Burnett , I . P . M ., then proposed iW toast of "The W . M . " He said it was his great piivilege and honour to have to pio ; ese the toast , and more especially in that instance , not only en acci unt of the pleas me it afforded him to have an opportunity of welcoming their esteemed VV . M . back to the- I . dge , after many years of foreign service , but because he felt sure that under the rule of Bro . Moore-Keys , even fiom the little they had seen of his working , they might safely look forward to a very successful year of oflice . Their W . M . had been connected with Masonry for many years , and had

taken high honouis , and they promised him every support possible , so that his year of office might be a piosperous and pleasant one . The W . M ., who was received with cheers , said -he thanked them for the generous manner in which they had received the toast , and could assure them that he was sensible of the high honour they had conferred upon him in electing him Master of so important a lodge . He felt that he had a difficult task set him , especially in that lodge , on account

of the many excellent Masters who had preceded him . The difficu'ty lay in following them in the excellence of their woiking , for it was not an easy task , and he felt the responsibility of the position . However , he intended to try with all his heart and strength to emulate their excellence , and if he succeeded in keeping up the prestige of the ledge to the same level he found it , he felt sure they would acknowledge that he had done his duty .

The W . M . then proposed the toast of " The Installing Officer . " He said that Bro . Livesay was an old Mason , who had , nine years ago , installed Bro . Nichols , their Sec , as W . M . of thelodge , and had done good service to the lodge in other ways . He asked them to do honour to the toast . Bro . Livesay thanked the W . M . " for giving him an early opportunity of responding

to the toast , as he was anxious to catch his train . So far as the installation of Bro . Nichols was concerned , in installing that brother he had had the honour of installing one of the best Masters the lodge had ever had , and now that he had installed Bro . Dr . Moore-Keys , he felt sure that he had installed a Master who would do his duty and be an honour to the lodge .

The W . M ., in proposing the toast of "The Past Masters , " said that a lodge would be nowhere without its Past Master . , who were its pillars . He coupled the toast with the names of Bros . Burnett and Bernays . Bro . Burnett said he was the oldest member of the lodge present , and at one time never expected to have the honour of responding to the toast of the Past Masters . He

thanked the brethren for their universal kindness to him during his year of ollice , and tendered his best thanks to Bro . Horton for his valuable assistance as LP . M . He congratulated the lodge on having such a good Mason as their W . M . to preside over them , one who , he was certain , would keep it up to its present high pitch . Bro . Dr . Bernays also responded .

Bros . Anson , Nichols , Hully , Ccok , and Symthe responded for "The Visitors , " and Bro . Jolly for " The Press . " " The Officers" was responded to by Bro . Thomas , and the harmony was ably sustained by Bros . Mason , Jolly , Kent and Nichols .

Concord Lodge , No , 1135 . At a meeting , on the 24 th ult ., at the Masonic Hall , llfracombe , the Festival ol St . John was duly celebrated . The installation ceremony was performed by Bro . S . Jones , P . M ., P . P . J . G . W ., who placed in the chair of K . S . for the ensuing 12 months Bro . Major \ V . Tattam . The newly-installed W . M . appointed and invested as his officers Bros . 1135 , in recognition of his valuable services during his year of office . 24 th June , 1 S 96 . " Another interesting incident was the presentation of a beautiful marble time-piece , with bronze equestrian group on top , and a pair of bronze figures , on marble bases to nntch , to Bro . J . Blackford , for his long services to the lodge as Tyler—a post he has with dignity held for close on a quarter of a century . A suitable inscription on a brass plate was affixed to the clock .

The banquet took place at the llfracombe Hotel , at which a large number of Past and Present Prov . Grand Officers attended , supported by all the oflicers of the lodge and a number of visiting brethren from various provinces . The usual loyal and Masonic toasts were given and responded to , and the musical arrangements were admirably carried out by Bro . J . T . Gardner , P . M ., P . G . O . * 1 he catering reflected great credit on Bro . Grover , P . M ., P . J . G . D ., the worthy and esteemed manager of the llfracombe Hotel Company , whose high capabilities as caterer and manager are well known .

Isle of Axholme Lodge , No . 1482 . The monthly meeting of this lodge was held on Tuesday , the 23 rd ultimo , in the Masonic Rooms , Crowle . Present : Bros . H . L . Burtonshaw , W . M . ; W . M . next took place , when Bro . Hemingboro , P . M ., was unanimously elected , Bro . Wade Pickering , S . VV ., having declined to " go up . " Bro . Hemingboro thanked the brethren for the honour conferred . Bro . Staniforth was elected Treasurer in the place of Bro . J . F . Watson , who had resigned from failing health . Bro . G . Naylor was unanimously re-elected Tyler . After " Hearty good wishes , " the lodge was closed .

The ledge was opened and the minutes read . The Secretary informed the lodge that Ihe P . G . Secietaiy had written sending a dispensation for lhat evening , but the resolution altering date of meeting could not be received , as it was not in accordance with the byelaws . It was proposed by Bio . K . T . Mackrill that notice be put on the agenda for next ledge , and , it' necessary , another dispensation must be applied for—this was carried , liro . J . Reader , S . W ., was then installed into the chair , the work bcin-f ably performed by the W . M ., assisted by Bros . Maitin , P . M ., and Mackrill . The P . G . Master was

saluted , and the lodge closed . A banquet followed in the lower hall , at which the usual toasts were given . Great satisfaction and pleasure was expressed at the surprise visit of thc P . G . Master to the lodge .

Florence Nightingale Lodge , No . 706 . Bio . Surgeon-Col . C . VV . Moore-Keys , M . D ., a veteran Mason , and one held in the highest estimation in the Masonic and military world , especially in the Woolwich district , was installed VV . M . of the above excellent lodge on Wednesday , the 24 th ult ., at the Royal Moitar Hotel , New-read ,.. Woolwich , in the presence of the elite of the Craft there , and to the gratification cf every one who had the honour of his acquaintance , either in his official or private capacity . W . M ., who finished his leign by passing Bro . Baker . Bro . W . Livesay , P . M ., then , by special rcqu est , assumed the chair as Installing Officer , and in due course installed Bro . Foster , Stewards . Bro . Livesay then delivered the charges in a most impressive and eloquent manner , and so ended a perfectly rendered ceremony . Ine LP . M . was presented with a handsome Past Master ' s jewel for valuable services rendered the lodge during his year of oflice , and as a mark of the esteem of the bretliren , and Bro . Livesay was tendered a cordial vote ot thanks , the same to be inscribed on the minutes of the lodge , and after "hearty good wishes" had been given by the representatives of Ihe several lodges presentthe lodge was closed .

, 'Ihe banquet was partaken of in the fine Assembly Room of the establishment , it was perfectly served , and comprising , as it did , the choice of the markets , both viands and wines were much enjoyed . Craft Masonry.

Bro . Burnett , I . P . M ., then proposed iW toast of "The W . M . " He said it was his great piivilege and honour to have to pio ; ese the toast , and more especially in that instance , not only en acci unt of the pleas me it afforded him to have an opportunity of welcoming their esteemed VV . M . back to the- I . dge , after many years of foreign service , but because he felt sure that under the rule of Bro . Moore-Keys , even fiom the little they had seen of his working , they might safely look forward to a very successful year of oflice . Their W . M . had been connected with Masonry for many years , and had

taken high honouis , and they promised him every support possible , so that his year of office might be a piosperous and pleasant one . The W . M ., who was received with cheers , said -he thanked them for the generous manner in which they had received the toast , and could assure them that he was sensible of the high honour they had conferred upon him in electing him Master of so important a lodge . He felt that he had a difficult task set him , especially in that lodge , on account

of the many excellent Masters who had preceded him . The difficu'ty lay in following them in the excellence of their woiking , for it was not an easy task , and he felt the responsibility of the position . However , he intended to try with all his heart and strength to emulate their excellence , and if he succeeded in keeping up the prestige of the ledge to the same level he found it , he felt sure they would acknowledge that he had done his duty .

The W . M . then proposed the toast of " The Installing Officer . " He said that Bro . Livesay was an old Mason , who had , nine years ago , installed Bro . Nichols , their Sec , as W . M . of thelodge , and had done good service to the lodge in other ways . He asked them to do honour to the toast . Bro . Livesay thanked the W . M . " for giving him an early opportunity of responding

to the toast , as he was anxious to catch his train . So far as the installation of Bro . Nichols was concerned , in installing that brother he had had the honour of installing one of the best Masters the lodge had ever had , and now that he had installed Bro . Dr . Moore-Keys , he felt sure that he had installed a Master who would do his duty and be an honour to the lodge .

The W . M ., in proposing the toast of "The Past Masters , " said that a lodge would be nowhere without its Past Master . , who were its pillars . He coupled the toast with the names of Bros . Burnett and Bernays . Bro . Burnett said he was the oldest member of the lodge present , and at one time never expected to have the honour of responding to the toast of the Past Masters . He

thanked the brethren for their universal kindness to him during his year of ollice , and tendered his best thanks to Bro . Horton for his valuable assistance as LP . M . He congratulated the lodge on having such a good Mason as their W . M . to preside over them , one who , he was certain , would keep it up to its present high pitch . Bro . Dr . Bernays also responded .

Bros . Anson , Nichols , Hully , Ccok , and Symthe responded for "The Visitors , " and Bro . Jolly for " The Press . " " The Officers" was responded to by Bro . Thomas , and the harmony was ably sustained by Bros . Mason , Jolly , Kent and Nichols .

Concord Lodge , No , 1135 . At a meeting , on the 24 th ult ., at the Masonic Hall , llfracombe , the Festival ol St . John was duly celebrated . The installation ceremony was performed by Bro . S . " Another interesting incident was the presentation of a beautiful marble time-piece , with bronze equestrian group on top , and a pair of bronze figures , on marble bases to nntch , to Bro . J . Blackford , for his long services to the lodge as Tyler—a post he has with dignity held for close on a quarter of a century . A suitable inscription on a brass plate was affixed to the clock .

The banquet took place at the llfracombe Hotel , at which a large number of Past and Present Prov . Grand Officers attended , supported by all the oflicers of the lodge and a number of visiting brethren from various provinces . The usual loyal and Masonic toasts were given and responded to , and the musical arrangements were admirably carried out by Bro . J . T . Gardner , P . M ., P . G . O . * 1 he catering reflected great credit on Bro . Grover , P . M ., P . J . G . D ., the worthy and esteemed manager of the llfracombe Hotel Company , whose high capabilities as caterer and manager are well known .

After the minutes had been confirmed , a long discussion took place respecting a candidate for thc ballot , which was ultimately postponed until the 7 th instant . The election ot W . Hemingboro thanked the brethren for the honour conferred . Bro . Staniforth was elected Treasurer in the place of Bro . J . F . Watson , who had resigned from failing health . Bro . G . Naylor was unanimously re-elected Tyler . After " Hearty good wishes , " the lodge was closed .
