MASONIC AND GENERAL TIDINGS

Bro . G . W . Speth , Secretary of Lodge Quatuor Coronati , No . 2076 , has removed from Streatham House to 7 , Lancaster-place , Margate . The Provincial Grand Mark Lodge of Cheshire will be held on the Sth October , at the Buckley Arms , Stockport , Lord Egerton will preside . Bro . J . D . Langton , solicitor , has , in consequence of the proposed rebuilding of Clement ' s Inn , removed his offices

to 12 , New Inn , Strand . The Provincial Grand Chapter of Cheshire will be held on October 15 th , at the Masonic Chambers , Birkenhead , when Comp . C . W . Spencer Stanhope , Grand Superintendent , will preside . The Provincial Grand Lodge of Mark Masons of Lancashire will be held at Barrow-in-Furness on October 15 th . The Earl of Lathom will preside .

We are requested to announce that the Royal Arthur Lodge of Instruction , No . 1360 , will in future meet at the Prince of Wales Hotel , Wimbledon , every Monday , at 7 . 30 , instead of Thursday , as heretofore . The banqueting hall of the Whitehall suite of rooms at the Hotel Metropole has been in the hands of the decorators for the last three weeks , and on Tuesday was re-opened to

the public , when the decorations were found to be in the best possible taste . The auxiliary Australian squadron has arrived at Melbourne , where great preparations were being made to give officers and men a hearty welcome . It has been arranged that fetes in honour of the seamen shall be given by the Chamber of Commerce to-morrow ( Saturday ) .

The Queen has been pleased to approve of the appointment of the Right Hon . James Patrick B . Robertson , Q . C , M . P ., Lord Advocate for Scotland , to be Lord President of the High Court of Justice in Scotland , in succession to the late Right Hon . John Inglis , Lord Glencorse .

Princess Maud of Wales arrived at Fredensborg on the 17 th inst ., and was met at the station by the Princess of Wales , the King and Queen of Denmark , the Emperor and Empress of Russia , and the other princely guests staying at the Castle .

The Prince of Wales visited Bro . Sir Algernon Borthwick , M . P ., at Invercauld on the 17 th inst ., and with the Duke of Connaught from Abergeldie , and Prince Henry of Battenberg from Balmoral , took part in a grouse-drive over the adjoining moors . His Royal Highness has since been on a visit to Bro . the Duke of Fife at Mar Lodge .

The 2 nd Battalion Grenadier Guards left Dover on the iSth instant for London , when they will be quartered at the Tower . The regiment embarked on board the troopship Assistance , under considerable difficulties , owing to the boisterous state of the weacher . Crowds of spectators , however , turned out to see them off and cheered them heartily .

According to the latest advices , the condition of the Queen of Roumania , who has been very seriously ill for some time past , has sensibly improved . Pain is felt at rarer intervals and is less severe , her strength is gradually returning and she has been passing better nights . It is to be hoped that the improvement will be maintained .

The Duchess of Albany and her children returned on the Royal yacht Victoria and Albert , to Portsmouth , on the evening of the 17 th instant , after a cruise in the Channel of nearly three weeks' duration . Her Royal Highness has greatly benefited in health , and visited the Scilly and Channel Islands as well as the principal ports on the South Coast of England . The Duchess and her children have since arrived at Claremont .

The Royal yacht Osborne having during its recent passage from Copenhagen to Aberdeen , with the Duchess of Fife and Prince George of Wales on board , been found very defective in respect of its boilers , is being stripped preparatory to being docked and thoroughly repaired . In consequence she will not be dispatched to Copenhagen to embark the Princess of Wales for England as had been originally arranged .

The Earl of Carnarvon has left his town house in Berkeley-square for Bretby Park , near Burton-on-Trent , where his lordship has since been entertaining a large party of guests , including Prince Victor Duleep Singh , Bro . Baron Ferdinand de Rothschild , Bro . Herbert Gardner , M . P ., and Lady Winifred Gardner , Lady Margaret Herbert , and others .

Owing to the serious illness of the Grand Duchess Paul of Russia ( Princess Alexandra of Greece ) , the King and Queen of the Hellenes left Fredensborg on Saturday morning last for Moscow , where their daughter is residing , being accompanied to the Copenhagen Railway terminus by the King and Queen of Denmark , the Emperor and Empress of Russia , the Princess of Wales and her daughters , and the Greek and Danish Princes and Princesses .

On Saturday last the Duke of Cambridge inspected the Royal Dragoons , stationed at York , and the 14 th Hussars from Leeds , on the Knavesmire , York , in beautiful weather and in the presence of a large concourse of spectators . In the afternoon he left York for Edinburgh , and on Sunday afternoon visited the Piershill Barracks , and lunched with the officers of the Gth Dragoon Guards . On Monday his Royal Highness reviewed the troops in the Scotch capital and expressed his satisfaction at their appearance and drill .

On Sunday last a Masonic service in connection with the Harmony and Industry Lodge , No . 3 S 1 , was held in St . Cuthbert's Church , Darwen , when a sermon was preached by Bio . the Rev . T . B . Chap . West Lancashire . There was a large attendance , and an offertory was taken on behalf of the funds of the East Lancashire Systematic Benevolent Institution . Bro . Tattersall , P . P . G . O . The Duke of Clarence returned to Clarence House from Coburg on Monday , and has since resumed his official duties as Naval Commander-in-Chief at Devonport . The Duke of Genoa , who is travelling incognito on a visit to this country , visited Portsmouth on the 18 th inst ., and was conducted over the dockyard by Admiral Superintendent Fisher .

The Queen has presented a handsome silver tea-service , in the Queen Anne style , to Mr . T . Jones , who has just retired , after 20 years' service , from the post of headgardener at Windsor Castle . Owing to the heavy rain , the contemplated review of the troops engaged in the autumn manoeuvres in Hampshire had to be abandoned , the downs on which it was to have taken place having been converted into a swamp .

The Corporation of Cardiff have resolved to invite her Majesty the Queen to open the new water works of the borough next year , and to ask the Marquis of Bute to accept the Mayoralty for another year . The British Mediterranean Squadron , under the command of Admiral Sir George Tryon , sailed from Gibraltar on

Monday afternoon for Port Mahon , whence it was to proceed to the island of Magdalena and Naples . Bro . Thomas Clarke . ex-Sheriff of London and Middlesex , was gazetted on Tuesday last Honorary Colonel of the 4 th V . B . Essex Regiment , which battalion is commanded by Bro . Col . T . Davies Sewell , P . M ., P . G . S .

Bro . Baron Ferdinand de Rothschild ' s park at Waddesdon was lent on the 17 th inst . for the annual show of the Central Bucks Agricultural Association , which attracted a large company , including Lord Rothschild , Lord and Lady Chesham , Bro . Sir W . and Lady Ffolkes , and others .

On Sunday last the Queen , accompanied by the Princess Beatrice and the Princess of Leiningen , drove over in the afternoon from Balmoral to Birkhall , for the purpose of visiting the Empress Eugenie , and was there joined by the Prince of Wales , the Duke and Duchess of Connaught , and Prince George of Wales .

Lord Halsbury ( Lord Chancellor ) and Lad y Halsbury have been evincing great interest in the pursuits of the people living at Dingwall in the North , his lordship having , among other things , taken the chair at a very successful conceit and dramatic entertainment in aid of the Ladies ' Asscciation for Befriending the Poor .

The Provincial Grand Lodge of Cheshire will hold its next meeting at Runcorn , on the 30 th inst ., when special trains will be run by the L . and N . W . Railway Company from Manchester and intervening stations at single fare the double journey . This oujht to induce a great many to attend from the Manchester district .

Prince Christian Victor of Schleswig-Holstein , whose leave home has expired ,, left the Victoria Station of the London Chatham and Dover Railway on Friday afternoon , theiSth instant , by the Brindisi Express on his return to India . The Prince goes out in the Peshawur to Bombay en route for Rawal Pindi , where his regiment ( the ist Battalion King ' s Royal Rifles ) is stationed .

Spiers and Pond ( Limited ) notify that the share transfer bocks will be closed from the 22 nd to the 30 th instant , both inclusive , forthe purpose of preparing dividend warrantsfor the first instalment of 4- ; . per share , less income-tax , on account of the dividend for the year ending 31 st March , 1892 , which will be posted to the shareholders on the lit October next .

The Duke of Westminster has accepted the office of President of the London Ratepayers Defence League , and the Earl of VVemyss is chairman of the Central Executive Committee . Bro . the Lord Mayor , Lord Rothschild , Mr . H . Hucks Gibbs , M . P ., and Bro . Sheriff-elect H . S . Foster , and others , have also expressed themselves as being favourable to the movement .

The Duke of Cambridge , accompanied by his staff , arrived at Glasgow on Tuesday morning , and proceeded to Maryhill , where he inspected the ist Battalion Royal Scots Fusilieis , under the command of Col . Browne . His Royal Highness , after lunching with the officers , inspected the cavalry , and then left for Lochinch Castle and dined with Bro . the Earl and Countess of Stair . On Wednesday the Duke left for Ireland .

From the annual return juft made of the British forces it appears that the total effective strength of the regular army is 210 , 860 , of which nearly 19 , 000 are cavalry , " over 35 , 000 artillery , over 7000 engineers , and nearly 138 , 000 infantry , the remainder comprising Colonial corps , Army Service corps , & c . The auxiliary and reserve forces muster over * 405 , 000 , the Army Reserve being over 60 , 000 , the Militia 113 , 000 , the Yeomanry near 11 , 000 , and the Volunteers 221 , 000 .

English Masons appear to get through their work much more rapidly than ourselves . We observe from an advertisement in the Freemason that the Provincial Grand Chapter of Surrey was to meet at two o ' clock on a certain day , the Provincial Grand Lodge at four , and that a banquet was to

be held at six . This only allows two hours for each function , and not only was the usual business to be done , including the investiture of Provincial Grand Officers , but a new Prr > y incial Grand Master and Grand Superintendent vvas to be installed by no less a personage than the Earl of Lathom . — South African Freemason .

Bro . Sir James Fergusson , Bart ., M . P ., Under-Secretary of State for Foreign Affairs , has been appointed Postmaster-General , in succession to the late Bro . ' H . C . Raikes . The appointment will oblige him to vacate his seat for North-East Manchester , to which he was elected in 1 SS 5 and 1 SS 6 . The new Postmaster-General , who is in his 60 th year , has seen a great deal of service in various capacities . He served

with the Grenadier Guards in the Crimea , and was wounded in the wrist at the Battle of Inkerman . He was Under-Secretary for India in 1 S 66 , and the year following was transferred to the Home Office . He has also been successively Governor of South Australia , New Zealand , and Bombay , and for the last five years Under-Secretary at the Foreign Office .

The Moore and Burgess Minstrels entered on their 27 th season at St . James ' s HaU on Monday , a special and very interesting programme having been drawn up for the occasion . The question whether the World's Fair at Chicago should be opened on Sundays which was submitted to popular vote on the 17 th inst . has been settled by a heavy majorit y in favour of the opening-.

General Lord Wolseley reviewed the troops stationed in Cork and Ballincollig , near Blarney , on Monday , and the same afternoon was present at a meeting held in Cork in support of Soldiers' Homes , the administration of which he commended very highly .

Bro . H . C . Richards , after a heavy week at the Old Bailey as prosecuting counsel for the Post Office , has gone to Russia , partly for pleasure and partly on business , as one of the directors of the Sir Robert Loder Company , Limited . A requisition very numerously signed by Heads of House and University authorities has been forwarded to Bro . Sir John E . Gorst , Q . C , inviting him to permit himself to be put in nomination for the seat for the University of Cambridge rendered vacant by the death of the late Bro . H . C . Raikes , Postmaster-General .

The Emperor of Germany , through his Ambassador Count Hatzfeldt , has presented Mr . W . H . Williamson , who was Chairman of the Committee for the reception of their German Majesties at Guildhall , with a superb gold snuffbox , bearing the Emperor's monogram in brilliants . The box was accompanied by a very complimentary letter .

Bro . Alfred Bishop , the well-known character-actor , will be installed into the chair of King Solomon on Monday , ist November , in the Asaph Lodge , for which purpose Bro . Henry Irving has kindly consented to allow him to leave the company on tour for that day , in order that the lodge may not be put to any inconvenience .

Prince and Princess Christian of Schleswig-Holstein returned from Darmstadt by the Flushing and Queensborough route early on Tuesday , and to-day ( Friday ) her Royal Highness , with her daughter , the Princess Victoria , will leave Buckingham Palace , where she has been staying , for Balmoral , on a visit to the Queen .

The Duchess of Albany will distribute prizes to the City of London Young Men ' s Christian Associition on Monday next . On Wednesday , the 30 th inst ., she will give away the prizes at the Richmond High School for Girls , while on Saturday , the 3 rd prox ., she will lay the foundation-stone of the new buildings of Carshalton Church .

Bro . F . S . J ackson , Registrar of the Lord Mayor's Court , will be installed as Master of the Alliance Lodge in November . He is an initiate of the lodge , and now its S . W . Bro . Jackson is one of the most popular members of this well known and distinguished lodge , and under his charge the Alliance Lodge may be expected to maintain its prestige in the Craft and civic circles . A numerous gathering of Grand and Past Grand Officers is expected on the installation .

The Committee of Management of the School of Modern Oriental Studies which , under the presidency of the Prince of Wales , has been formed by the Imperial Institute in connection with University and King's Colleges , London , announce that a competition will take place at an early date for three scholarships of the value of X ' 50 a year each for

three years . These scholarships have been founded by the Misses Ouseley in memory of their father , the late Colonel J . W . J . Ouseley , who for upwards of 60 years was connected in sundry capacities with the teaching of Oriental languages , especially Arabic and Persian . The examination for the first of the three scholarships will probably take place before the end of the current year .

On Saturday last the Duke of Cambridge inspected the Royal Dragoons , stationed at York , and the 14 th Hussars from Leeds , on the Knavesmire , York , in beautiful weather and in the presence of a large concourse of spectators . In the afternoon he left York for Edinburgh , and on Sunday afternoon visited the Piershill Barracks , and lunched with the officers of the Gth Dragoon Guards . On Monday his Royal Highness reviewed the troops in the Scotch capital and expressed his satisfaction at their appearance and drill .

On Sunday last a Masonic service in connection with the Harmony and Industry Lodge , No . 3 S 1 , was held in St . Cuthbert's Church , Darwen , when a sermon was preached by Bio . the Rev . T . B . Spencer , M . A ., Vicar of St . James ' s Church , Preston , P . G . Chap . England , and " P . P . G .

Chap . West Lancashire . There was a large attendance , and an offertory was taken on behalf of the funds of the East Lancashire Systematic Benevolent Institution . Bro . Tattersall , P . P . G . O . The Duke of Clarence returned to Clarence House from Coburg on Monday , and has since resumed his official duties as Naval Commander-in-Chief at Devonport . The Duke of Genoa , who is travelling incognito on a visit to this country , visited Portsmouth on the 18 th inst ., and was conducted over the dockyard by Admiral Superintendent Fisher .

The Queen has presented a handsome silver tea-service , in the Queen Anne style , to Mr . T . Jones , who has just retired , after 20 years' service , from the post of headgardener at Windsor Castle . Owing to the heavy rain , the contemplated review of the troops engaged in the autumn manoeuvres in Hampshire had to be abandoned , the downs on which it was to have taken place having been converted into a swamp .

The Corporation of Cardiff have resolved to invite her Majesty the Queen to open the new water works of the borough next year , and to ask the Marquis of Bute to accept the Mayoralty for another year . The British Mediterranean Squadron , under the command of Admiral Sir George Tryon , sailed from Gibraltar on

Monday afternoon for Port Mahon , whence it was to proceed to the island of Magdalena and Naples . Bro . Thomas Clarke . ex-Sheriff of London and Middlesex , was gazetted on Tuesday last Honorary Colonel of the 4 th V . B . Essex Regiment , which battalion is commanded by Bro . Col . T . Davies Sewell , P . M ., P . G . S .

Bro . Baron Ferdinand de Rothschild ' s park at Waddesdon was lent on the 17 th inst . for the annual show of the Central Bucks Agricultural Association , which attracted a large company , including Lord Rothschild , Lord and Lady Chesham , Bro . Sir W . and Lady Ffolkes , and others .

On Sunday last the Queen , accompanied by the Princess Beatrice and the Princess of Leiningen , drove over in the afternoon from Balmoral to Birkhall , for the purpose of visiting the Empress Eugenie , and was there joined by the Prince of Wales , the Duke and Duchess of Connaught , and Prince George of Wales .

The Prince goes out in the Peshawur to Bombay en route for Rawal Pindi , where his regiment ( the ist Battalion King ' s Royal Rifles ) is stationed .

Spiers and Pond ( Limited ) notify that the share transfer bocks will be closed from the 22 nd to the 30 th instant , both inclusive , forthe purpose of preparing dividend warrantsfor the first instalment of 4- ; . per share , less income-tax , on account of the dividend for the year ending 31 st March , 1892 , which will be posted to the shareholders on the lit October next .

Browne . His Royal Highness , after lunching with the officers , inspected the cavalry , and then left for Lochinch Castle and dined with Bro . the Earl and Countess of Stair . On Wednesday the Duke left for Ireland .

From the annual return juft made of the British forces it appears that the total effective strength of the regular army is 210 , 860 , of which nearly 19 , 000 are cavalry , " over 35 , 000 artillery , over 7000 engineers , and nearly 138 , 000 infantry , the remainder comprising Colonial corps , Army Service corps , & c . Bro . Sir James Fergusson , Bart ., M . P ., Under-Secretary of State for Foreign Affairs , has been appointed Postmaster-General , in succession to the late Bro . ' H . C . Raikes . The appointment will oblige him to vacate his seat for North-East Manchester , to which he was elected in 1 SS 5 and 1 SS 6 . The new Postmaster-General , who is in his 60 th year , has seen a great deal of service in various capacities . He served

with the Grenadier Guards in the Crimea , and was wounded in the wrist at the Battle of Inkerman . He was Under-Secretary for India in 1 S 66 , and the year following was transferred to the Home Office . He has also been successively Governor of South Australia , New Zealand , and Bombay , and for the last five years Under-Secretary at the Foreign Office .

C , inviting him to permit himself to be put in nomination for the seat for the University of Cambridge rendered vacant by the death of the late Bro . H . C . Raikes , Postmaster-General .

The Emperor of Germany , through his Ambassador Count Hatzfeldt , has presented Mr . W . H . Williamson , who was Chairman of the Committee for the reception of their German Majesties at Guildhall , with a superb gold snuffbox , bearing the Emperor's monogram in brilliants . The box was accompanied by a very complimentary letter .

Bro . Alfred Bishop , the well-known character-actor , will be installed into the chair of King Solomon on Monday , ist November , in the Asaph Lodge , for which purpose Bro . Henry Irving has kindly consented to allow him to leave the company on tour for that day , in order that the lodge may not be put to any inconvenience .

Prince and Princess Christian of Schleswig-Holstein returned from Darmstadt by the Flushing and Queensborough route early on Tuesday , and to-day ( Friday ) her Royal Highness , with her daughter , the Princess Victoria , will leave Buckingham Palace , where she has been staying , for Balmoral , on a visit to the Queen .

The Duchess of Albany will distribute prizes to the City of London Young Men ' s Christian Associition on Monday next . On Wednesday , the 30 th inst ., she will give away the prizes at the Richmond High School for Girls , while on Saturday , the 3 rd prox ., she will lay the foundation-stone of the new buildings of Carshalton Church .

Bro . F . S . J ackson , Registrar of the Lord Mayor's Court , will be installed as Master of the Alliance Lodge in November . He is an initiate of the lodge , and now its S . W . Bro . Jackson is one of the most popular members of this well known and distinguished lodge , and under his charge the Alliance Lodge may be expected to maintain its prestige in the Craft and civic circles . A numerous gathering of Grand and Past Grand Officers is expected on the installation .

The Committee of Management of the School of Modern Oriental Studies which , under the presidency of the Prince of Wales , has been formed by the Imperial Institute in connection with University and King's Colleges , London , announce that a competition will take place at an early date for three scholarships of the value of X ' 50 a year each for

three years . These scholarships have been founded by the Misses Ouseley in memory of their father , the late Colonel J . W . J . Ouseley , who for upwards of 60 years was connected in sundry capacities with the teaching of Oriental languages , especially Arabic and Persian . The examination for the first of the three scholarships will probably take place before the end of the current year .
