There have been several Provincial meetings recently held in addition to those of which reports are published in our columns . Prominent among these are the Prov . Grand Lodges of Leicestershire and Rutland and Hertfordshire . The former was held at the Freemasons' Hall , Leicester , on the 6 th inst ., and attention is
called m one of our articles to the most important portion of thc business dealt with , namely , the consideration of the Rules and Regulations which the Committee appointed at Market Harborough in November of last year had framed for the government of
the " Kelly Memorial Fund . " The meeting of the Prov . G . Lodge of Hertfordshire was held in the Town Hall , St . Albans , on Wednesday , the 13 th inst . Reports of the proceedings in both cases we trust we shall be able to find space for next week .
# * * Next week also there will be held , as we have already announced , the annual meeting of the Prov . Grand Lodge of Cambridge . The meeting is fixed for Monday next , the iSth instant , at the Masonic Hall , Cambridge , and the banquet which customarily

follows will take place at the Lion Hotel . We may add that the Great Eastern Company have kindly consented to issue return tickets at a single fare and a quarter , available for return only on the day of issue , to brethren attending Prov . Grand Lodge , who travel in parties of not less than six lirst and 10 third class . * * *
The post of Grand Superintendent of Oxfordshire , which some time since was rendered vacant by the resignation of Comp . the Rev . H . A . Pickard , and to which his Royal Highness the Grand Z . appointed Comp . Viscount Valentia , has been filled up , his lordship having been installed in office during the present
week . Comp . Lord Valentia has had a very distinguished career in Masonry . He is a Past Prov . Grand Warden of the Craft Prov . Grand Lodge of Oxfordshire , was Prov . G . H . in the Prov . Grand Chapter at the time of Comp . Pickard ' s vacation of his office , and
is Prov . Grand Master of the Mark Prov . Grand Lodge of Berks and Oxon . We congratulate the Royal Arch Masons of Oxfordshire on having so able and zealous a companion to preside over them . * » *
It will be seen from our report of the proceeding at the Quarterly Communication of the Grand Lodge of Scotland on the 7 th instant that M . W . Bro . Sir Charles Dalrymple , Bart ., was unanimously nominated — which is tantamount to unanimously re-elected—Grand Master Mason of Scotland for the ensuing 12 months . We consider the Grand Lodge has acted
wisely in this matter . Sir Charles has taken a very great interest in the affairs of Masonry during his tenure of the office , and has been very active in the discharge of his duties , and there is no doubt that Freemasonry in North Britain has prospered greatly under his auspices . We trust the same success may attend his efforts during the ensuing year .
» * * We learn , from a review of the Report of the Proceedings of the Grand Lodge of Maine at its annual communication in June last , which will be found in the current number of the Voice of Masonry , that sundry claims advanced by certain lodges for reimbursement
of moneys they had expended for sick and funeral expenses in behalf of members of other lodges , were considered , but not approved , the Committee of Grand Lodge , to which the matter was referred , expressing its opinion that " it would be most unwise to say that one lodge can act as the agent of another to expend its
funds without its knowledge and consent . " 1 hey found that these moneys had been expended without , or before notice , and recommended that the question should be referred to Grand Lodge Committee on Masonic Jurisprudence . Accordingly it was so referred , and the point remains over for decision till next year .
» But what kind of Masonic Charitv can it be which helps a necessitous brother in sickness and provides him with decent burial , and then demands reimbursement ot the amount so expended . This is not Charity , which consists in helping those who need help
without looking to be reimbursed . A brother binds himself to relieve the necessities of a fellow Mason , so far as that can be done without detriment to himself or his connections , but to call that Charity which claims reimbursement of thc moneys spent in relief is a monstrous absurdity . * * *
In its review of the proceedings of the Grand Lodge of Prince Edward Island at its 20 th annual communication in June last , the Voice of Masonry mentions that " the assumed Grand Lodge of New Zealand was recognised" by the said Grand Lodgeof Prince Edward Island . It adds , however , that " It ( the Grand Lodge
of New Zealand ) is not a sovereign body . Its authority is disputed by a number of regular lodges , and until they yield allegiance to it , recognition should be withheld . " It would be well , and save a great deal of heart-burning , if others would bear this in mind , and act
upon the advice of our respected contemporary . There are not far short of 60 lodges in New Zealand , which refuse to have anything to do with its so-called Grand Lodge . This should be borne in mind by those Grand Lodges which are always in a hurry to recognise everything . # #
