THE KELLY MEMORIAL FUND .
There are few brethren who have deserved so well of the Craft as the late Bro . WILLIAM KELLY , F . S . A ., P . P . G . M . of Leicestershire . Almost from the day of his initiation till within a short time of his death he was an active member of our Society
in nearly all of its most important branches . Not only was lie more than once elected Master of his own mother lodge , but he was likewise a founder of quite half the lodges in his
Province , and the first VV . M . of sundry of them . lie was also a P . Z . of Royal Arch chapters and P . M . of Mark lodges , while in ( he Province he attained to the hiirhest Provincial rank in Craft ,
Arch , and Mark Masonry which it is possible for any brother to have conferred upon him . He greatly interested himself in the establishment of a Masonic Hall at Leicester , and was one of the Trustees of the building at the time of his death . He
was also a supporter of our Institutions , and the author of a very interesting History of Masonry in Leicestershire and Rutland . There are , indeed , few men who could have undertaken the many and various duties which at different periods in his
career were assigned to or devolved upon him , and fulfilled them "ill with equal xeal and ability . He was , in short , during the whole period of 50 years and upwards , during which he was a
member of our Society , thc very heart and soul of Masonry in the Province of Leicestershire and Rutland , ancl it is to the lionour of that Province that its brethren should have resolved
on erecting a memorial to our late respected brother . The idea of erecting this memorial was foreshadowed atthe meeting of the (¦ rand Lodge of the Province at Market Harborough in October , ¦ 8 94 , when , as it was the first time the lodges hatl met together
subsequent to Bro . KEI . LV ' S death , the services he had rendered were pointedly referred lo by the presiding officer—Bro . S . S . •'AKTKIDGE , P . A . G . D . C , D . P . G . M . —and a resolution was unanimousl y passed to the effect— "That a suitable memorial be
adopted by thc Province to the memory of R . W . Bro . \ V K' -XLY , P . Prov . G . M ., etc ., etc ., and that it be referred to the ' ' rovincial Committee of General Purposes to determine the form ° ' such memorial . " At a special meeting of Provincial Grantl
Lod ge , held under the presidency of the same brother , at Freemasons' Hall , Leicester , on the 21 st November following , the Committee of General Purposes reported that in the interim ll * y had met and considered a number of proposals , and had
"' bmatel y decided by unanimous resolution that such memorial should take the form of a Benevolent and Educational Kund . '* Committee further submitted the scheme they had devised oi * the establishment of such a Fund , and from this we learn ¦ at the Fund is to be made into a Benevolent and Educational

one , " such I * und to lie applied to the relief of indigent Brethren and Widows of deceascrl Brethren . ; and to the maintenance and education of the children of deceased Brethren belnngiii : ' " lo the Province ; and also lor other Masonic charitable purposes within
the Province . It was further recommended lhat siibscripl ions towards the Fund be invited , and lhat a Committee , consisting of the Prov , Grand Master , as President ; the Deputv Prov . Grand Master , the Prov . Grand Wardens , Prov . Grand Treasurer ,
the Prov . Grand Secretary , and the Secretary of the Prov . Charity Committee , together with a representative from each lodge , chapter , and other Masonic body willing to contribute towards the Fund , be appointed forthe purpose of framing a code of Rules
and Regulations for the government and administration of the Fund . These Rules and Regulations have since been framed , and were submitted fo Prov . Grand Lodge at ils annual meeting held at Freemasons' Mail , Leicester , ou Wednesday , the ( ith
instant , and trom them wc learn that they provide for the relief of brethren and the widows of brethren in necessitous circumstances , for "the boarding , clothing , and education , wholly or partially , " of the children of poor or deceased brethren ; and
lo assist in the advancement ol any such child on leaving School . The Fund is to be provided by grants from Prov . Grand Lodge , by bequests , and by donations and annual subscriptions from lodges , chapters , & c , and individual brethren ; all donations
and bequests to be invested , and ( he interest thereon , logelhei with the annual subscriptions , to be appropriated to the purposes for which the Fund has been established . These are tin . main rules , the others relating to such matters of detail as the
votes lo be given lo subscribing brethren , the election of applicants , the amounts to be granted to brethren and widows , or to be provided mutually for the education of a child , limits of age for annuitants and children eligible to receive the benefits of the
Fund , the appointment of a governing body , the duties ol" certain officers , & t \ , & c . The Rules and Regulations were adopted , and the Province of Leicestershire and liutland has now before it the task of raising the funds necessary to -give effect to its
laudable resolution of last year to lionour the memory of one of the best and most capable brethren it has ever been the pride and privilege of any one of our Prov . Grand Lodges to include among its members . We have no doubt from our
familiarity with the proceedings of the Province , and the knowledge we have of the generous support it furnishes to our Central Institutions , that it will fulfil this task promptly and
thoroughly , and thai in a very short lime we shall hear of the " Kelly Memorial Fund" dispensing its bent-fits to the poor members and their widows and children ofthe Province in which our late Bro . WlLI . IAM Kl'Ll . Y was for so many years the leading spirit .
