DEAR SIR AND BROTHER , As you have no doubt a circle of readers who do not always see the Freemason , in which paper the Editor has this week kindly published a letter of mine on a rather important point , which came before Grand Lodsre in the anneal brousrht bv Bro . Hollar . W . M .. of Of 7

M . of Jamaica , re the exclusion of a Brother from that Lodge ; and as it is probable a notice of motion will be brought before Grand Lodge to alter Rule No . 210 , Book of Constitutions , in the manner indicated in my letter , I now enclose you a copy of it for the consideration of the Craft .

"To the Editor of the Freemason . " Dear Sir and Brother , —The able exposition of Masonic Law by the Grand Registrar , and the subsequent decision of Grand Lodge thereon in the case of the appeal of Bro . Hollar of the Phcenix Lodge , No . i ) 14 , against the decision of the District Grand Master of Jamaica , to which you call attention in your issue of September 1 st , to my mind raises a very important point , which I think has not been before considered .

" While concurring in the decision at which Grand Lodge arrived under the present wording of Rule 210 , Book of Constitutions , I am of opinion that after the word ' present' in line 10 of this Rule , the words ' who shall vote' should be added . The clause would then read as follows : ' This power of exclusion can only be exercised by a majority of not less than two-thirds of the members

present , WHO SHALL VOTE . " I do not know of any assembly in the world where the presence of members who did not vote nullified the power of those who did . Suppose , for instance , in the House of Commons , of which 40 members form a quorum , 3 'J voted one way , and 1 the other , and the remaining ( 530 looked on . Is the decision of the 3 'J to be null and void because the 630 did not think fit to vote . ' Such a thing would

be perfectly ridiculous . Yet this is exactly the position Rule 210 , Book of Constitutions , as at present worded , places all Lodges when any motion for exclusion is brought forward . A Copy of this "N umber of THE MASONIC STAR has been addressed and posted to the SECRETARY of each Lodge and Lodge of Instruction under the English Constitution at home and abroad . If any one of those Officers fail to receive same in due course , a communication

to the Editor is solicited , and the omission shall be rectified .

Secretaries of Lodges and Scribes of Chapters , & c , will greatly oblige us by forwarding notices of forthcoming meetings and information relating to Masonic matters of local or general interest to the Craft . Every attention shall be given to their requirements in respect of same , and we shall be happy at all times to reciprocate their favors to the full extent of our power . We respectfully solicit

the support of each regular Lodge and Chapter and each Lodge and Chapter of Instruction by subscription for at least one copy , to be regularly forwarded .

" For the Master to lay lines and draw designs upon . " We shall be greatly obliged to the compilers or publishers of Provincial Calendars for the current year if they will be good enough to favour us with a copy of their respective works . # * * *

It is , of course , very gratifying to find that earnest labour meets with some amount of that encouragement without which all vitality would be taken from sincere effort in any direction . More especially is it satisfactory when favourable opinions are expressed in quarters whence , whilst "there is so much human nature in man , "

as Artemus AVard puts it , less appreciative remarks might have been suggested . We thank our contemporary ; Th e Freem a son ' s Ch collide , for its kindly criticism of our first three numbers , and shall hope to continue the " decided improvement" it refers to . If our editor

can only keep the quality of the contents to a sufficient standard , there will not be much difficulty in the continued supply by our publishers of the same excellence of quality of paper for which we are complimented .

We cannot allude to the considerate critique m The Freemason ? Chronicle without thanking other journals , and most especially the Western Daily Mercury ( Plymouth ) for their laudatory remarks . It will be our earnest desire to continue to merit these truly masonic supports .

All the same , we must respectfully urge upon our Lodges and their respective members that , if there be real sincerity in the often expressed wish for such a paper as the MASONIC STAR , they must also support us by their subscriptions . 'Tis but a trifling amount required , after all , to keep us going , and no great sacrifice can be

involved in the outlay . Don't be offended with us , Brethren , if Ave say " fine words butter no parsnips , " and that " an ounce of help is worth a ton of sympathy . " To which we would add , in our own Masonic phraseology , " It is the hope of reward that sweetens labour ! " '

The last meeting for the session of the Lebanon Lodge , No . 1326 " , will be held at the Railway Hotel , Feltham , on Saturday , at 3 p . im We notice with much pleasure that no less than eight brethren of this Lodge acted as stewards for the festivals of the respective Masonic institutions this year ; and that already stewards are

named for the festivals of 188 !) . The Lodge is interested in the election of a very worthy member ( Bro . James Middleton Jennings , aged Gl ) , to the advantages of the Royal Masonic Benevolent

Institution in May next , and from the fact that the applicant is , himself , a Life Governor of that institution , and his fellow members have so well supported it , we hope the craft generally will look with favour upon the appeal made for assistance .

We are asked to supply an omission in our Obituary notice last week in reference to our late Bro . Lord Alfred Paget , of whom it has been truly remarked that there was no more universally popular

man in London , and whose death will be deeply deplored by a host of friends and brother Masons . Bro . Lord Paget was Initiated in the Britannic Lodge , No . 33 , many years ago , and was at the time of his death an hon . member of that Lodge .

We desire to thank several brethren for their corrections of our tabulated lists of Lodge and Chapter Meetings . They will see that we have attended to their wishes . iff %$ -A w "" JP In accordance with the expressed wishes of many brethren

connected with the City , we have arranged , pending the appointment of agents for the sale of the MASONIC STAR in districts , to deliver the paper on the day of publication to subscribers whose addresses are within the City boundaries . The terms of subscription under this arrangement will be 1 * . Id . per Quarter , 2 . v . 2 d . per Halfyear , and is . id . per Annum , payable in advance .

At a meeting of the General Committee of the West Lancashire Masonic Educational Institution , on Friday last , in the Masonic Temple , Hope Street , Liverpool , Bro . J . Houlding . Past Prov . Grand Registrar , presiding , it was decided to place eight children on the educational fund .

The Right Worship ful Prov . Grand Master of West Lancashire ( Bro . Lord Lathom , D . G . M . ) intends holding a provincial grand lodge for the transacting of the annual business of the province , at the Winter Gardens , Southport , on Wednesday , October 3 rd , at one o ' clock . The banquet will be held at four o ' clock , at the Prince of Wales Hotel , Southport .

We regret , in one sense , that we have had crowded out of this number many interesting particulars of home and colonial Masonic matters , which , but for the limit of space , we should have set before our readers . The remedy for crowding out will rest entirely with the brethren . We can extend our paper in proportion to the support we receive , and , in the matter of ample return for subscriptions , we will " hold the scales of justice with an equal poise . "
