AVe agree with you that it is a great restriction that a Companion who

has been Worshipful Master of a lodge under the jurisdiction of a sister Grand Lodge , should not be eligible to occupy the Principal ' s Chair in a Royal Arch Chapter under the English Constitution , —especially in the Colonies , where there is not always a profusion of duly qualified Companions .
