The Report from the board also contained a communication received from the Philanthropic Lodge , No . 585 , Trinidad , which was next read . It was signed hy Bro . Hart , the W . M . of that Lodge , and was dated February 2 , 1856 . It stated that persecutions on an extensive scale were now carried on hy the Catholic bishop and priesthood of that once peaceable island , Many of the Brethren had been excommunicated , and the Holy Sacrament had been denied to them , except on condition of their formally abjuring Freemasonry . The priesthood displayed a hostile and malicious spirit towards the Order . Unless steps were taken by the Fraternity to put an end to this hostility , great inconvenience and danger would result ; and the Trinidad Brethren appealed to Grand Lodge for counsel and support . - PURCHASE OF PROPERTY .

A report was received from the Board of General Purposes , stating that an offer had been by the proprietor of the house , No . 60 , Great Queen-street , and Nos . 1 to 5 inclusive , in Queen ' s-court , at the back thereof , and abutting on Freemasons' Hall , to sell the property to the society . The board was formally authorized to take such steps as may be necessary , with the advice of the Grand Superintendent of Works , to purchase the same , should it be deemed advisable .

On the motion of Bro . H . G . Warren , it was agreed that the rule of the Royal Masonic Benevolent Institution , relative to the election of candidates , be altered so as to permit of the votes accumulating . This , he said , would put an end to the system of candidates being eight , ten , or even twelve years on the list without any chance of election . ( Hear , hear . )

REPORT OF THE COLONIAL COMMITPEE . The report of the special committee appointed at the Quarterly Communication in March , " to inquire into the expediency of forming a board to whom all matters and correspondence relative to Lodges in the colonies be referred for adjudication and decision . "

The committee report their opinion as follows : — First . —That it is expedient that a board be formed , to be called " The Colonial Board , " to consist of ten members of Grand Lodge , five of whom shall be a quorum . Secondly . —That the said board shall , after the first instance , be nominated and elected at the same time and in the same manner as the Board of General Purposes , with the exceptions hereinafter specified .

Thirdly . —That , when practicable , three of the above board shall be Past Masters of Colonial Lodges , members of Grand Lodge . Fourthly . —That the said board shalFhave similar powers , as regards the colonies , to those at present exercised by the Board of General Purposes . Fifthly . —That the constitution of this board shall be as follows : —seven members shall be elected by Grand Lodge , the three colonial members shall be nominated by the Grand Master , who shall also appoint the chairman and vice-chairman from the board so constituted .

Sixthly . —That the board so constituted shall meet on the first Tuesday of every month at 3 p . m . Seventhly . —That it shall be the special duty of the Grand Secretary to submit to the board all communications whatever received from the colonies at its first meeting after their receipt , Eighthly . —It appearing to this committee important that no unnecessary delay should occur in carrying out the above suggestions herein made , it is recommended
