MASONIC AND GENERAL TIDINGS .

The Marquis of Salisbury was engaged for some time on Tursdav at the Foreign Office , when he received the French and Iralian Ambassadors and the Belgian Minister . ^ His lordship returned to Hatfield in the evening . At the July meeting of the Board in charge of theannuity branch of the Scottish Masonic Benevolence Fund , annuities of £ 10 each were granted to the applicants , making a total of 10 C annuitants on the roll at an annual cost of £ 1115 .

Coloured Masons resident in California have made application to the Grand Lodge of that State for a dispensation to establish a lodge under its jurisdiction . Masons throughout the country , says the Freemasons' Journal , await the outcome of this affair with keen interest .

Estrella Sylvia ( the wonderful American serpentine skirt dancer ) made her first appearance in England on Monday last at the Empire Theatre . This lady comes with the highest credentials , and her style is a distinct departure from anything before seen in this country . We regret to hear that the Hon . Charles Fulke Greville , second son of Bro . Lord Greville , is suffering from an

attack of typhoid fever . He is at his father's house , No . S , Upper Belgrave-street , where he is receiving unremitting attention from the medical advisers of the family . Thanks to the kind permission of the Benchers , Lincoln's Inn Gardens are now opened to the public every evening from 6 . 30 p . m . till dusk , while on and after the 15 th August

they will be open as early as 5 p . m . This is a great boon to the vast number of poor children dwelling in the vicinity . The remains of the late Right Rev . Dr . Claughton , Bishop of St . Albans , will be interred in the Cathedral of St . Albans to-day ( Friday ) , at 3 p . m . This is the first time such an event has taken place since the Abbey was restored and promoted to the dignity of a Cathedral .

The London County Council have come to the conclusion that at the present time I here is no land at its disposal on the Thames Embankment or elsewhere which would be suitable for the purpose of building a gallery to contain the fine collection of pictures offered to the Government by Mr . Tait .

The Duke and Duchess of Connaught concluded their visit to the Queen at Osborne on Tuesday , the Duke returning to Portsmouth to resume his official duties , and the Duchess with their children following later on in the day . The latter is expected to leave England shortly for the Continent .

The Master of the Mercers' Company visited Horsham on Monday , and laid the foundation-stone of the new grammar school about to be erected there . The Company has undertaken to contribute an endowment of £ 3000 , and £ 700 per annum under the new scheme sanctioned by the Charity Commissioners .

A New V ork contemporary has noticed in Masonic papers recently a discussion on " How should a Mason wear his apron ? " The writers have spoken of the flap and the corner , the First , Second , and Third Degrees , but have forgotten the one word , more important than any other , and that one word covers the whole duty of a man and a Mason . He should wear his apron worthily . —Mallet .

Bro . W . P . Treloar , the newly-elected Alderman for the Ward of Farringdon Without , was entertained at dinner at the Rainbow Tavern , Fleet-street , on Monday , by the City of London Tradesmen's Club . The chair was occupied by Bro . Treloar's predecessor in office , Bro . Sir Polydore De Keyser , and the toast to the health of the principal guest was drunk with great enthusiasm .

The directors of Perry and Co ., Limited , steel pen makers , have resolved to pay on the ist September an interim dividend on the ordinary shares for the first six months of this year at the rate of 10 per cent , per annum , free of Income Tax , being at the same rate as for the corresponding period last year . The half-yearly dividend on the preference shares will be paid as usual at the fixed rate of 5 per cent , per annum .

On Tuesday the Prince of Wales presided at a meeting held at Marlborough House of her Majesty's Com-nissioners for the Exhibition of 1 S 51 , among those present being Bros , the Duke of Fife , Baron Ferdinand de Rothschild , Sir Sydney Waterlow , Bart ., and Sir Frederick Leighton . His Royal Highness subsequently left London by the Bournemouth Express for Southampton West , whence he embarked on board the Aline for Cowes .

Prince and Princess Henry of Battenberg on their way from Windsor fo Beyrouth recentl y , telegraphed to Bro . Captain Henry Wright requesting him to be at Buckingham Palace , and to bring his book of autographs . Prince Henry of Battenberg signed it a few weeks back , and then promised Bro . Wright to get the Princess to sign also .

Princess Beatrice was pleased to sign next to her husband , and both pronounced the book to be what the Queen said" a wonderful book . " Duiing their visit the fTing of Roumania , Prince Ferdinand of Koumania , and his father , the Prince of Hohenzollern , signed in the collection , which the Duke of Edinburgh asked the owner to bring to Clarence House .

Masonic lodge meetings are at a discount during this season of the year . They arc few in number , and those few are but poorly attended . This is not to be wondered at ; indeed , the outdoor attractions that abound in our midst , and the health-giving exercises which are at command , enabling brethren to fortify themselves for the , in many cases , arduous duties associated with the " work " season

would make it a wonder if these means of recreation , so plentifully cast about , were not taken advantage of . In the " off" season , however , there arc many opportunities of discussing external improvements which might be suggested for the more perfect working of lodges . One of these subjects , and one which it is desirable not to lose sight

of , is "lodges of instruction . " Familiarise your minds brethren , with the subject ; let the mind ( ake a grasp of trie matter , so that when the " work " season comes round you will be prepared to join in a scheme to form a thoroughl y organised "instruction" lodge in your district , —Glasgow Evening News .

The match between Surrey and Sussex terminated on Wednesday , the former achieving a hollow victory over its opponents by an innings and no runs . Bro . A . W . Wace was , on Saturday last , installed W . M . of the Henry Levander Lodge , No . 204 S , in succession to Bro . A . H . Scurrah . We hope to give a report in our

next . Among the artistes named in our report of the entertainment to the Old Folks at Croydon we omitted to include that of our good Bro . Mackney , who for more than an hour entertained the company in his well-known clever manner . Bro . the Duke of Devonshire visited Eastbourne College on Monday for the purpose of distributing the prizes to the successful students , and took the opportunity of delivering an eloquent address in behalf of Technical Education .

The Queen has been pleased to confer the vacant Garters on Bros , the Duke of Devonshire and the Duke of Abercorn , and the distinction of a Grand Cross of the Order of the Bath , Civil Division , upon Bro . the Earl of Lathom , Lord Chamberlain .

The Marchioness of Salisbury will present the prizes to the successful exhibitors of the Hatfield Cottage Horticultural Society at the flower show and fete which , by permission of the Marquis , will be held in the grounds of Hatfield House on Thursday , the 4 th prox .

A further sum of £ 300 , raising the total profit realised on Canon Fleming's sermon to £ 1300 , has been handed over by Messrs . Sktfhngton , and by command of the Princess of Wales has been equally divided between the Gordon Boys ' Home and the British Home for Incurables , Clapham-rise .

Monday was the birthday of thc Duchess of Connaught , and in honour of the auspicious event the Royal yacht Victoria and Albert , the gu-rdship Bellerophon , and the German warship Moltke , in Cowes Roads , were dressed with colours in rainbow fashion . At noon the Bellerophon and Moltke fired salutes .

The Duchess of Teck will attend the Surrey Championship Lawn Tennis Tournament at Richmond Athletic Ground , to-morrow ( Saturday . ) Her Royal Highness will also present a drinking fountain for animals to the Mayor and Corporation of Richmond on behalf of the Royal Society for the Prevention of Cruelty to Animals .

It is satisfactory to learn from the Australasian Keystone that the action , Blashki v . Smith , in which Bro . P . Blashki , Past Pres . Board of Benevolence Victoria , sued Bro . T . Smith , Past S . G . W ., for libel , has been arranged , some friends having intervened , and two brethren having acted as arbitrators and arranged terms mutually acceptable .

The Emperor of Germany will leave Berlin for Wilhelmshaven to-morrow ( Saturday ) and embark on board the Kaiseradler and proceed under escort of the ironclad Beowoolf for Cowes , where he is expected to arrive on Monday next . The day following his Imperial Majesty's yacht Meteor will take part in the race for the Queen's Cup in the Royal Yacht Squadron Regatta .

Messrs . George Cockerel ! and Sons , of . 13 , Cornhill , have recently issued their 59 th annual circular with quotations of lowest summer prices for coals . In it reference is made to the strikes and labour disputes , and , notwithstand the settlemcr . s that have been come to , they advise

consumers to fill th ir cellars in view of the unsettled state of the labour market . The habit amongst unscrupulous dealers of advertising Wallsend and other coals at leis than cost price is condemned , and they suggest that the County Council should take this matter in hand , as well as the question of short weight .

In reply to a congratulatory address sent by the brethren of Richmond , expressing good wishes for the future happinessand welfare of his eldest daughter , Lady Hilda Dundas , married to Lord Southampton , his Excellency the Earl of Zetland , P . P . G . M . North and bast Ridings , has thus replied : "I must ask you to accept and convey to the brethren

of the Lennox Lodge my most heartfelt thanks for their kind congratulations on the marriage of my daughter . I beg to assure you the kind sympathy expressed in the address you have forwarded to me is deeply appreciated by Lady Zetland and myself . " The address forwarded was signed by the W . M ., S . W ., J . W ., and Secretary .

The annual picnic in connection with the Unity Lodge took place last week . Gisburn , in the picturesque neighbourhood of Ribblesdale , was the place selected , and a good number of the Craft , with their lady friends , turned up . The journey was made b y saloon coaches , and on arrival luncheon was served at the Ribblesdale Arms at 11

o'clock . A stroll was afterwards made in Gisburn Park and Grounds , and later a drive to Bolton for Bolton Hall and Gardens and Sawley Abbey was much enjoyed . After tea , partaken of at Gisburn , a successful photographic group of the party was taken by Mr . J . Wrigley , Unionstreet , and tracks were made for home . The outing was mest thoroughly enjoyed by all .

THE NATIONAL CO-OPERATIVE FESTIVAL . —This now well-known co-operative event , which this year enters upon its fifth anniversary , will be held at the Crystal Palace , on Saturday , August 20 th . The promoters , who are representatives of working men ' s co-operafive societies throughout the kingdom , intend to a great extent to follow their programme of previous years , and provide a Flower Show ,

under the auspices of the Agricultural and Horticultural Association ; an Exhibition of Co-operative Productions from profit-sharing work-shops ; a great choral concert upon the Handel orchestra of C 000 voices ; athletic sports for adults ; childien's sports , games and dances , in which there

is a long list of events open to all comers for both boys and girls ; a choir contest for gold and silver medals ; a public meeting , and many Crystal Palace attractions . The General Secretary is Mr . Wm . Broomhall , 49 , Bedford-street , Strand , W . C , who will provide full details of the society's work to enquirers .

Phil May ' s Annual is a seasonable production ; it is brimful of humorous sketches , which are almost all in the best manner of that inimitable artist , and the letterpress is excellent . Mr . A . Griffith-Boscawen , the new member for the Tunbridge Division of Kent , was married on Thursday at Langton Church , near Tunbridge Wells , to Miss Williams , daughter of Mr . William ! :, of Shirley Hall , Kent , Master of the Eridge Hunt . Presents were received from the Marquis of Abergavenny and family , and the leading residents of the district . The bridesmaids wore brooches , the gift of the bridegroom , with " 933 , " his election majority , on each .

The Melbourne Lodge , No . 17 , Victorian Constitution , has had the misfortune to lose its worthy Secretary , Uro . C J . Chescoe , who on the 15 th May was dragged from his horse when out riding , and though he was at first making good progress towards recovery , at length succumbed to the

injuries he had received , leaving a wife and young family to mourn his loss . Bro . Chescoe , who was only 36 years of age , was very greatly esteemed , and at his own request was interred in Melbourne Cemetery with Masonic rites , some 150 brethren , including sundry Grand and Past Grand Ollicers , being present .

The annual picnic in connection with the Unity Lodge took place last week . Gisburn , in the picturesque neighbourhood of Ribblesdale , was the place selected , and a good number of the Craft , with their lady friends , turned up . The journey was made b y saloon coaches , and on arrival luncheon was served at the Ribblesdale Arms at 11

o'clock . A stroll was afterwards made in Gisburn Park and Grounds , and later a drive to Bolton for Bolton Hall and Gardens and Sawley Abbey was much enjoyed . After tea , partaken of at Gisburn , a successful photographic group of the party was taken by Mr . J . Wrigley , Unionstreet , and tracks were made for home . The Melbourne Lodge , No . 17 , Victorian Constitution , has had the misfortune to lose its worthy Secretary , Uro . C J . Chescoe , who on the 15 th May was dragged from his horse when out riding , and though he was at first making good progress towards recovery , at length succumbed to the

injuries he had received , leaving a wife and young family to mourn his loss . Bro . Chescoe , who was only 36 years of age , was very greatly esteemed , and at his own request was interred in Melbourne Cemetery with Masonic rites , some 150 brethren , including sundry Grand and Past Grand Ollicers , being present .
