apartments are spacious , lofty , and substantially built , besides being thoroughly well ventilated and fitted with the latest sanitary appliances . The whole of the work , from the conception of the scheme to its finish , reflects the greatest credit on all who have had a hand in carrying it out , and on the Corporation , which has sanctioned and provided for the expenditure .
