Thebrethren first confirmed recommendations to the Grand Master at the September meeting to the amount of £ 70 . They then dealt with the new cases , of which there were 49 on the list . Those were qualified through lodges in the London district , America , Sunderland , Ormskirk , Leeds , Todmorden , Skegness , Dagshai , Taunton , Liverpool , llminster , Reading , Ipswich ,
East Molesey , Carlisle , Chapel-en-le-Frith , Newbury , Gibraltar , Ramsgate , Lowestoft , Birmingham , Jersey , Hampton Court , Scarborough , Chatham , Lincoln , Selby , and Nottingham . Two of these cases were dismissed as not coming within the rules of the Board ; the remainder were relieved with a total of - £ 1430 ; this
was composed of two recommendations to Grand Lodge for £ 100 each , one for ^ 75 , one for £ 60 , and three for / 50 each ; there were six recommendations to the Grand Master for £ 40 each , and 11 for £ 30 , and there were immediate grants , 15 of £ 20 each , seven of £ \ o each , and one of £ 5 . The Board sat more than four hours .

CHESHIRE MASONIC EDUCATIONAL INSTITUTION .
A special meeting of the Court of Governors of this Institution was held at the Crewe Arms Hotel , Crewe , on Wednesday , the 17 th instant , under the presidency of the Prov . Grand Master , Bro . Lord Egerton of Tatton , and was numerously attended by a body of the
most influential members of the Craft in the province . Bro . Lord EOERTON OK TATTON called upon Bro . F . K . Stevenson ,, the Hon . Secretary ofthe Institution , to read the circular convening the meeting , for the purpose of considering a resolution passed by the Committee of Benevolence of the province at its meeting on June 23 rd , recommending that the management of
the Institution be vested in the Committee of Benevolence of the province , and of which meeting , our readers will remember , we gave a report recently . His lordship in commenting upon the reason for the meeting , pointed out that , by reason of changes which had been brought about by the Legislature , the necessity for assisted education was practically nil , and that one of the
objects for which the Institution was founded originally mi ght be said to have been met by the wisdom of the Legislature . He personally felt that the proposed change in management was desirable ; but it would nave to be approached in that spirit which had at all times distinguished the deliberations of the brethren of the province , and he , therefore , called upon Bro .
Salmon , as Chairman of the Committee of Benevolence , to move the first resolution . _ Bro . SALMON then moved a resolution to the following effect : "That in the opinion of that Special Court of Governors it was advisable that the management of the Cheshire Masonic Educational Institution
should be vested in the Committee of Benevolence of Jlie Province of Cheshire , in lieu of the General Committee provided by the By-Laws of the Institution . " In moving the resolution he said he abstained from making any comments thereon as he desired to hear what the brethren present had to advance for or against 'he motion .
Bro . J . CLAYTON seconded the motion . . Bro . ELLIS , of Birkenhead , spoke against the resoluhon , as also did Capt . Cooper and other brethren . The resolution was supported by Bro . F . BKOAUSMI in , who , it will be remembered , brought the motion in its ° nginal state before the Committee of Benevolence at 'he meeting in June already referred to , and in the
< -ourse of his able remarks he gave live good and substantial reasons why the change should be made , * < l pointed out not only the necessity and expediency of "t , but the wisdom also . Bro . Broadsmith was followed by other brethren in Support of the resolution , and on the same being put the
" > vote it was carried b y 36 votes to 8 . Other resolutions constituting a Committee to revise the By-Laws , prepare a report for a further m eeting of the Court , and adjourning the Special " -ourt were then passed , and a vote to his lordship for P'esiding closed the day ' s proceedings .

held at St . Oswald ' s Church , Collyhurst , on Sunday , the 21 st inst . A most eloquent sermon was preached by Bro . Rev . J . VV . Challenor , M . A ., rector of Christ Church , Moss Side , Manchester , and Chaplain of tbe Centurion Lodge , No . 2322 . Rev . A . W . Taylor sang the service splendidly . A selection of anthems , solos , and hymns , arranged specially for the occasion , was admirably rendered by
the choir of St . Oswald ' s , under the direction of Mr . J . P . Rimmer . At the close of the service an offertory wasjaken , at which the sum of £ 12 was realised . The Director of Ceremonies was Bro . A . H . Duffin , P . M . 1134 . Every praise is due to Bro . W . H . Browne , a member of the Newall Lodge and Churchwarden , for the great exertions he had made in getting the service for the benefit of Misonic Charities and church

A "Wanted" Picture.
A "WANTED" PICTURE .
The Masonic Monument and Historical Association of Toronto , Canada , has determined , if possible , to reproduce in oil some of the old Provincial Grand Masters of the Craft—those whj wielded the gavel in those early days , as far back as 1760 . Search without avail has been made for the portrait of Col . Simon
Fraser of Lovat , the Colonel of the Fraser Highlanders , who did such valuable work on the heights of Abraham in September of 1760 , but so far all efforts have been unsuccesstul . Col . Fraser was the son of the late Lord Lovat , who suffered on Tower Hill , and although portraits of the father are plentiful , none of his son have been so far discovered . Col . Fraser was
the eldest son by Lord Lovat ' s lirst wife . When at Quebec , he installed and initiated the officers of the lodge as Provincial Grand Master , appointed by the Moderns of England . The search for this picture has led to the statement that an engraved portrait of " Fraser ( Hon . Col . ) of Lovat , " engraved by H . Smith in 1804 is that of the veteran soldier and Mason
desired . But the Smith portrait is that of another Fraser , a half brother of Col . Simon Fraser of Quebec , a son of Lord Lovat by his second wife . It is catalogued No . 48 3 6 in J . R . Smith ' s list published in 1804-10 . The half brother was Hon . Archibald Campbell Fraser , who was a colonel in the Militia , and also a member of the Royal Society of Great Britain , and
he is so designated at the foot of the portrait , which is engraved from one In Tasse's gems . There is only one Fraser of Lovat , a member of the Royal Society , in the person of the Archibald Campbell Fraser referred to , who was elected January Sth , 1778 , and who had some reputation as a scientist . It seems strange that the portrait of so distinguished a man should never have been
painted in oil , or engraved in any form . 1 he f oronto Association has been more fortunate with their portraits . They have one of Bro . William Jarvis , painted in 1790 , in England , and another ot Bro . Simon McGillivury , perhaps the most distinguished of the early Grand Masters , 1822-40 , the brother who , at
the request of the Duke of Sussex , recognised Masonry in Canada . Bro . McGillivary ' s picture comes from his daughter , Mrs . Dawkins , wife of Rear-Admiral Bro . Dawkins , of Stoke Gabriel , near Torquay . The admiral and his wife have kindly given every facility for the copying of this picture , which has been reproduced , life-size , in oil , and will be unveiled in a few

weeks , in the Ma onic Temple , in Toronto . The Canadians have also secured from Major-General Sir Henry Green and Lady Green , a portrait of the Hon . John Dunn , the father of Lady Green , and of Col . Dunn , who fought at Balaclava , The Hon . Bro . Dunn was Prov . Grand Treasurer of tbe Grand Lodge of Upper Canada from 1 . S 22-30 . A picture of Col . Christopher Carleton ,
who died about 1785 , in Quebec , has also been sought for , but although Lord Dorchester has made every effort to lind it in the archives of the family , in order to oblige the Canadian Craftsmen , the search has been unavailing . The Grand Lodge of Canada has
authorised the issue of a medal commemorative of the centennial of the Craft in Upper Canada , in 1892 , which will probably be issued early next year . The medal will be of handsome design , and issued under the direction of the Masonic Monument Association of Toronto .

BRO . COL . CHARLES HARDING , P . A . G . D . C . It is with very great regret we announce the death , on Thursday , the iSth inst ., of Bro Colonel Charles Harding , F . R . G . S ., who , for the last 25 years , had been General Manager of the Accident Insurance Company , 10 , St . Swithin's Lane . Bro . Harding was initiated in the St . Andrew ' s Lodge , No . 231 , in 1866 , and was one
of its senior Past Masters , as well as of the Bard of Avon Lodge , No . 77 S , of which he had been elected a joining member . He was exalted to the Royal Arch Degree in the Bard of Avon Chapter , No . 77 8 , and in due lime rose lo be its First Principal . In 1881 the late Bro . Sir Francis Burdett , P . G . M ., appointed him Provincial Senior Grand Deacon of Middlesex , and
the year following , Provincial Grand Scribe N . in the Provincial Grand Chapter . In 1885 , his Royal Highness the M . W . G . Master was pleased to select him to fill the office of Assistant G . Director of Ceremonies , the sum of his honours in Constitutional Masonry being completed a few weeks later , when his Royal Highness , as G . Principal Z ., appointed him G . Std . Br .
in the Supreme G . Chapter . In the Mark Degree he had attained to a position of equil honour . He was advanced in 18 77 in the Carnarvon Lodge , No . 7 , was one of its P . M . ' s , as well as a P . C . N , of the Royal Ark Mariner Lodge attached , Past Provincial J . G . Warden of the Ute Province of Middlesex and Surrey , and P . A . G . D . C . of the Mark Grand Lodge ,
having had the last-mentioned office conferred upon him in 1891 . He was perfected Rose Croix in the Bard of Avon Chapter , No . 44 , was a P . M . W . S ., as well as of the Holy Sanctuary Chapter , No . 53 , and became 32 in the A . and A . Rite in 1886 . He was also a Knight of the Royal Order of Scotland , a Knight Templar and Knight of Malta , Past E . P . and Treasurer
of the Bard of Avon Preceptory , and was appointed Great Prior's Banner Bearer in the Great Priory of the Temple in 18 S 2 . Add to these that he was a Royal and Select Master , and a Knight of the Order ofthe Red Cross of Rome and Constantine and we shall see we have said enough to show how many and various were the Masonic distinctions he had gained and Ihe
branches and offshoots of the Masonic system , with which , during a long career extending over 28 years , he had become associated . Lastly , he was a Life Governor of all our three Institutions , and had served the office of Festival Steward for each of them . We have said that our deceased brother was Manager of the Accident Insurance Company , and Fellow of the Royal
Geographical Society . But the niles he had filled and the distinctions he had won were almost as numerous outside , as within the ranks of , Masonry . In 1885 he was gazetted honorary colonel of the 4 th V . B . of the Royal West Surrey Regiment , he was a member of the Coui t of Assistants of the Needlemakero' Company , one of the foundeis of the City Carlton Club , a correspond .
ing member of the Council of the Royal United Service Institution , and a Fellow of the Society of Arts , of the Statistical and Anthropological Societies , and of the Royal Society ot Literature . He was likewise a journalist and dramatic author and critic of considerable repute , so that in his life-time of over 60 years he had played many
parts and played them successfully , with credit to himself and advantage to the bodies with which he had been connected or whose interests he had charged himself to promote . Bro . Col . Harding did not long survive the death of his son , who was one of the gallant little party under Major Wilson , who were slain
after a desperate defence against overwhelming odds , on the Shanghani River in December last . Theluneral took p lace at the Hampstead Cemetery on the 22 nd inst ., in the presence of a numerous gathering of friends and relatives , and of the directors and officials of the Accident Insurance Company .
THF . 5 T 11 CITY MASONIC B KNEVOI . ENT ASSOCIATION . — A meeting of this Association was held on the 22 nd inst ., at the Blackwall Railway Hotel , Fenchurch-street , Bro . John Newton , President , in the chair , when the third annual balance sheet was presented to the members . The accounts , which had been audited by Bros . C . H . Webb and VV . Harvey , showed that £ 228 16 s . had been received
during the year , which , with the balance from the previous year , had enabled 27 ballots to be drawn , making a total of 7 S ballots since the formation of the Association . The President and Committee were re-elected j Bro . G . W . Verry was re-elected Treasurer , and Bro . H . M . Hobbs Secretary . Two ballots were drawn , which were won by Bros . E . H . Bassett and P . H . Horley .

A "WANTED" PICTURE .
The Masonic Monument and Historical Association of Toronto , Canada , has determined , if possible , to reproduce in oil some of the old Provincial Grand Masters of the Craft—those whj wielded the gavel in those early days , as far back as 1760 . Search without avail has been made for the portrait of Col . Simon
Fraser of Lovat , the Colonel of the Fraser Highlanders , who did such valuable work on the heights of Abraham in September of 1760 , but so far all efforts have been unsuccesstul . Col . Fraser was the son of the late Lord Lovat , who suffered on Tower Hill , and although portraits of the father are plentiful , none of his son have been so far discovered . Col . Fraser was
the eldest son by Lord Lovat ' s lirst wife . When at Quebec , he installed and initiated the officers of the lodge as Provincial Grand Master , appointed by the Moderns of England . The search for this picture has led to the statement that an engraved portrait of " Fraser ( Hon . Col . ) of Lovat , " engraved by H . Smith in 1804 is that of the veteran soldier and Mason
desired . But the Smith portrait is that of another Fraser , a half brother of Col . Simon Fraser of Quebec , a son of Lord Lovat by his second wife . It is catalogued No . 48 3 6 in J . R . Smith ' s list published in 1804-10 . The half brother was Hon . Archibald Campbell Fraser , who was a colonel in the Militia , and also a member of the Royal Society of Great Britain , and
he is so designated at the foot of the portrait , which is engraved from one In Tasse's gems . There is only one Fraser of Lovat , a member of the Royal Society , in the person of the Archibald Campbell Fraser referred to , who was elected January Sth , 1778 , and who had some reputation as a scientist . It seems strange that the portrait of so distinguished a man should never have been
painted in oil , or engraved in any form . 1 he f oronto Association has been more fortunate with their portraits . They have one of Bro . William Jarvis , painted in 1790 , in England , and another ot Bro . Simon McGillivury , perhaps the most distinguished of the early Grand Masters , 1822-40 , the brother who , at
the request of the Duke of Sussex , recognised Masonry in Canada . Bro . McGillivary ' s picture comes from his daughter , Mrs . Dawkins , wife of Rear-Admiral Bro . Dawkins , of Stoke Gabriel , near Torquay . The admiral and his wife have kindly given every facility for the copying of this picture , which has been reproduced , life-size , in oil , and will be unveiled in a few

weeks , in the Ma onic Temple , in Toronto . The Canadians have also secured from Major-General Sir Henry Green and Lady Green , a portrait of the Hon . John Dunn , the father of Lady Green , and of Col . Dunn , who fought at Balaclava , The Hon . Bro . Dunn was Prov . Grand Treasurer of tbe Grand Lodge of Upper Canada from 1 . S 22-30 . A picture of Col . Christopher Carleton ,
who died about 1785 , in Quebec , has also been sought for , but although Lord Dorchester has made every effort to lind it in the archives of the family , in order to oblige the Canadian Craftsmen , the search has been unavailing . The Grand Lodge of Canada has
authorised the issue of a medal commemorative of the centennial of the Craft in Upper Canada , in 1892 , which will probably be issued early next year . The medal will be of handsome design , and issued under the direction of the Masonic Monument Association of Toronto .

BRO . COL . CHARLES HARDING , P . A . G . D . C . It is with very great regret we announce the death , on Thursday , the iSth inst ., of Bro Colonel Charles Harding , F . R . G . S ., who , for the last 25 years , had been General Manager of the Accident Insurance Company , 10 , St . Swithin's Lane . Bro . Harding was initiated in the St . Andrew ' s Lodge , No . 231 , in 1866 , and was one
of its senior Past Masters , as well as of the Bard of Avon Lodge , No . 77 S , of which he had been elected a joining member . He was exalted to the Royal Arch Degree in the Bard of Avon Chapter , No . 77 8 , and in due lime rose lo be its First Principal . In 1881 the late Bro . Sir Francis Burdett , P . G . M ., appointed him Provincial Senior Grand Deacon of Middlesex , and
the year following , Provincial Grand Scribe N . in the Provincial Grand Chapter . In 1885 , his Royal Highness the M . W . G . Master was pleased to select him to fill the office of Assistant G . Director of Ceremonies , the sum of his honours in Constitutional Masonry being completed a few weeks later , when his Royal Highness , as G . Principal Z ., appointed him G . Std . Br .
in the Supreme G . Chapter . In the Mark Degree he had attained to a position of equil honour . He was advanced in 18 77 in the Carnarvon Lodge , No . 7 , was one of its P . M . ' s , as well as a P . C . N , of the Royal Ark Mariner Lodge attached , Past Provincial J . G . Warden of the Ute Province of Middlesex and Surrey , and P . A . G . D . C . of the Mark Grand Lodge ,
having had the last-mentioned office conferred upon him in 1891 . He was perfected Rose Croix in the Bard of Avon Chapter , No . 44 , was a P . M . W . S ., as well as of the Holy Sanctuary Chapter , No . 53 , and became 32 in the A . and A . Rite in 1886 . He was also a Knight of the Royal Order of Scotland , a Knight Templar and Knight of Malta , Past E . P . and Treasurer
of the Bard of Avon Preceptory , and was appointed Great Prior's Banner Bearer in the Great Priory of the Temple in 18 S 2 . Add to these that he was a Royal and Select Master , and a Knight of the Order ofthe Red Cross of Rome and Constantine and we shall see we have said enough to show how many and various were the Masonic distinctions he had gained and Ihe
branches and offshoots of the Masonic system , with which , during a long career extending over 28 years , he had become associated . Lastly , he was a Life Governor of all our three Institutions , and had served the office of Festival Steward for each of them . We have said that our deceased brother was Manager of the Accident Insurance Company , and Fellow of the Royal
Geographical Society . But the niles he had filled and the distinctions he had won were almost as numerous outside , as within the ranks of , Masonry . In 1885 he was gazetted honorary colonel of the 4 th V . B . of the Royal West Surrey Regiment , he was a member of the Coui t of Assistants of the Needlemakero' Company , one of the foundeis of the City Carlton Club , a correspond .
ing member of the Council of the Royal United Service Institution , and a Fellow of the Society of Arts , of the Statistical and Anthropological Societies , and of the Royal Society ot Literature . He was likewise a journalist and dramatic author and critic of considerable repute , so that in his life-time of over 60 years he had played many
parts and played them successfully , with credit to himself and advantage to the bodies with which he had been connected or whose interests he had charged himself to promote . Bro . Col . Harding did not long survive the death of his son , who was one of the gallant little party under Major Wilson , who were slain
after a desperate defence against overwhelming odds , on the Shanghani River in December last . Theluneral took p lace at the Hampstead Cemetery on the 22 nd inst ., in the presence of a numerous gathering of friends and relatives , and of the directors and officials of the Accident Insurance Company .
THF . 5 T 11 CITY MASONIC B KNEVOI . ENT ASSOCIATION . — A meeting of this Association was held on the 22 nd inst ., at the Blackwall Railway Hotel , Fenchurch-street , Bro . John Newton , President , in the chair , when the third annual balance sheet was presented to the members . The accounts , which had been audited by Bros . C . H . Webb and VV . Harvey , showed that £ 228 16 s . had been received
during the year , which , with the balance from the previous year , had enabled 27 ballots to be drawn , making a total of 7 S ballots since the formation of the Association . The President and Committee were re-elected j Bro . G . W . Verry was re-elected Treasurer , and Bro . H . M . Hobbs Secretary . Two ballots were drawn , which were won by Bros . E . H . Bassett and P . H . Horley .
