PORTSMOUTH . Royal Naval Chapter ( No . 9 ) . —A meeting of this chapter svas held at the Masonic Hall , Highburystreet , on AA ' ednesday , the ioth inst ., under the presidency of III . Bro . Colonel-Commandant John Frederick Crease , C . B ., R . M . A ., 30 ° , the M . W . S . The chapter having been opened , and the minutes of the last meeting read and
confirmed , the Recorder , 111 . Bro . J . Fordham Starkey , 30 ° , reported that the Committee appointed at the last meeting had purchased the very handsome altar cloth svhich the brethren nosv sasv on the altar for the first time , and also several other articles svhich they found to be absolutely necessary for the effective svorking of their beautiful ritual . They had not concluded their labours , but hoped in course
of tune , as the funds at their command permitted , to entirely renovate the furniture and regalia of the chapter . Bro . Starkey further reported that the nesv by-Iasvs , having been approved by the Grand Secretary-General , had been printed , and the Committee had asked him to compile a history of the chapter , svhich he had done , and the book
nosv about to be presented to the members contained—1 . A brief record of the history of the chapter . 2 . A complete list of brethren who have held the office of M . W . S . in it . 3 . A list of all the brethren vvho have been members of the chapter from its commencement . 4 . A list of the present members , svith their addresses and occupations . 5 . The by-lasvs of the chapter ; and ( 3 . The rules and regulations

of the Supreme Council , 33 . He had endeavoured to make the book as complete and as useful as possible , and trusted that the members would be pleased vvith it . Copies of the book having been distributed to the members present , E . and P . Bro . G . F . Lancaster , P . M . W . S ., proposed that a very hearty vote of thanks be accorded to 111 . Bro . Starkey for the trouble he had taken in its compilation . He regretted ,
hosvever , that one , and to his mind , rather serious omission had been made in the historical notes . From those notes it svould seem that the chapter svas constituted by a svarrant from the Supreme Council in the year 1 S 58 . So far that svas quite correct , and the svarrant so granted svas then before the members , but no one reading those notes svould for a moment imagine that that svarrant svas , historically ,
one of confirmation , as it really svas . He might inform the brethren that all the founders of that chapter received the Degree of Rose Croix of H . R . D . M . in the Royal Naval Preceptory of Knig * hts Templar , No . 2 , Portsmouth , vvhich was constituted in the month ot March , 1791 , and in the warrant of which the Degree of Rose Groix svas expressly mentioned . The sir knights of that preceptory , many of
whom were then present , had a perfect right to confer the Degree of Rose Croix if they chose to do so ; but in the year 1 S 5 S the members of the preceptory agreed to discontinue conferring the Degree in their encampment , and to apply to the then recently constituted Supreme Council for a warrant . Through a blunder , or through negligence , they had obtained and had accepted a svarrant of
constitution , instead of one of confirmation . The present chapter , therefore , although quite separate and distinct from the preceptory since 1 S 5 S , might be carried back in conjunction svith it to the year 1791 , and svas , therefore , one of the most ancient chapters nosv in existence . E . and P . Bro . Gilbert seconded the vote of thanks , and suggested that a leaflet should be inserted in the book
mentioning the most interesting fact to svhich Bro . Lancaster had referred . The vote having been unanimously carried , the Recorder returned thanks , but declined to agree vvith Bro . Lancaster's remarks concerning the continuity of that chapter vvith the proceedings of the Royal Naval Preceptory . He said that it would take a considerable time to argue the matter out , and as they had other
business to transact he svould merely say that he did not agree svith Bro . Lancaster , and svould give his reasons on a future occasion . The ballot svas then taken for E . and P . Bro . W . AV . B . Beach , M . P ., 18 ° , P . M . AV . S . 101 , Prov . G . M ., and III . Bro . J . E . Le Feuvre , 32 , P . M . W . S . 41 , D . P . G . M ., as honorary members ; for E . and P . Bro . the Rev . E . Kaye Kendall , M . A ., D . C . L ., P . M . W . S . 45 , as a
joining member ; also for Bros . AV . A . Campbell , AV , Gillman , and Lieut . H . G . Giles as candidates for perfection . The svhole of these brethren svere unanimously elected , and the three candidates for perfection being present , they vvere duly perfected . E . and P . Bro . A . Howell informed the brethren that he had recently had a conversation with V . III . Bro . H . D . Sandeman , Grand
Secretary-General , vvho had expressed the great pleasure he felt in the progress the chapter was making , and had intimated that he hoped in a short time to pay it an official visit . The M . W . S . said that it vvas a considerable time since the chapter had been honoured by a visit from one of the
Supreme Council , and he vvould do all in his posver to give any member of that body vvho might visit them during his year of office a very hearty svelcome , and he svas sure that the members svould do all they could to assist him . The chapter vvas then closed , and the brethren adjourned to refreshment , at the invitation of the M . W . S .

The minutes of the last meeting having been read and confirmed , a ballot took place for Comps . C . A .

CRYSTAL PALACE SCHOOL OF ART , SCIENCE , AND LITERATURE .
The programme of the 31 st session of the ladies ' division of the Crystal Palace Company ' s School of Art , Science , and Literature has been issued , and though , seeing the high standard of efficiency to which
this school has attained , there has been little room for improvement or the extension of the curriculum already in use , a few hints as to the school and its several departments of study will be found useful . Firstly , there is a junior as well as a senior school , the former being preparatory for the more advanced tuition in the latter .
Then the courts and collections at the Palace , as well as its valuable educational library , are available for the students in both sections . The classes are kept strictly private , while the method of instruction is partly private tutorial and partly in the form of lectures as recommended b y thesyndicate of the University of Cambridge ,
by whom , indeed , sundry of the lectures and classes are conducted . Special facilities are offered to students in respect of fares by the railway lines running to the Palace , the terms are moderate , and if neccessary there are houses in the immediate nei ghbourhood in which students can be lodged and boarded on reasonable
terms . The studies include English and continental languages and history , drawing , music , water-colour and oil painting , sculpture , artistic wood-carving , & c , & c , & c , and the most careful supervision is exercised over the students . The year is divided into three
terms , vvhich respectively commence on the ist October , in January , and about May , but pupils can be received at half-term . The merits of the school both generally and in its various branches have been everywhere recognised , so that we have no hesitation in recommending without reserve to the notice of our readers .

Crystal Palace School Of Art, Science, And Literature.
