At the Board of Masters the programme of business for the Quarterly Communication of September 7 th was laid before the brethren . At the Board of Benevolence recommendations to the amount of £ 170 , made at the July meeting , were first confirmed . The list of new cases contained the names of 26 petitioners , a smaller number than has been known for some time . These were from lodges
in London , Greenwich , Nevvcastle-under-Lyme , Ramsgate , Ipswich , Hong Kong , Italy , Kingston ( Jamaica ) , Whitworth , Liverpool , Bingley , Feltham , Dover , Colchester , Worthing , Castlemaine ( Victoria ) , St . John's ( Newfoundland ) , Hull , Hurstpierpoint , and Antigua . These were
relieved with a total sum of £ 825 , which was made up as follows : —One recommendation to Grand Lodge for £ 150 , one for £ 100 , and three for £ 50 each , two recommendations to the Grand Master for £ 40 each , and six for ^ , 30 each , while four grants were made of , £ 20 each , one 01 £ 5 > s ' f ° r £ 1 ° each , and two for £ 5 each .

HAMPSHIRE AND THE ISLE OF WIGHT MASONIC EDUCATIONAL AND BENEVOLENT INSTITUTION .
The provincial Grand Master of Hampshire and the Isle of Wight , Bro . W . W . B . Beach , M . P ., is certainly to be congratulated , and we may say , to some extent , envied by the manner in which he is so admirably supported by all
around him . It is not long ago when he occupied the chair at a recent festival at so short a notice , that his province sent up a very big list of donations , and now the province can boast of an Educational and Benevolent Institution , the first Festival dinner in aid of that Charity , being fixed for Monday , 24 th October , at Southampton , when , naturally , the Prov . G . M . will preside , and be
supported by most influential Masons . After the banquet there will be a smoking concert , and the Stewards already number over 30 . The Institution is established for the purpose of raising a fund to be applied to educate , clothe , and advance in life the necessitous children of Freemasons of the province , whether the father be living or dead , and to afford relief
or assistance , where considered desirable , to Freemasons of or in the said province and their families , and generally to promote the cause of Masonic Charity . To Bro . G . F , Lancaster , P . M ., P . P . G . Reg ., mustbe accredited the formation of this scheme , and he has worked most indefatigably to bring it to such a successful issue it promises to be , and he has likewise undertaken—a no mean undertaking
eitherthe Hon . Secretaryship . The names of the Prov . Grand Master , as President ; Bro . J . E . Le Feuvre , J . P ., Past G . D ., D . P . G . M ., as Vice-Patron ; Bro . C . W . A . Jellicoe , P . M ., P . P . G . D ., and Bro . E . Goble , P . G . Swd . Br ., P . G . Sec , as Hon . Solicitor , is a good guarantee of its success , and there being no paid officers of the Institution should ensure a very happy result .
The management is vested in a Committee consisting of the President , the Deputy Prov . Grand Master , the Senior and Junior Prov . Grand Wardens for the time being , being subscribers to the Fund , the Vice-Patrons , the Vice-Presidents , and Life Governors ( herein after called the Governors ) , and one representative from every lodge , chapter , or Masonic Society which is entitled to votes in perpetuity ,
or for a limited period of not less than twenty years . The duties involving on the Committee will determine the number of children to be elected , and will conduct the election , determine the amount of money to be appVied in behalf of all children , either in placing them out at school , clothing , or for their advancement in life—or to be expenr , 4 ' granting pecuniary relief to necessitous brethren , or their
widows or children—to make and confirm new laws , and abrogate , suspend , correct , or amend existing laws , — and generally to direct , supervise , and control the affairs of the Fund . Also examine the claims of the applicants for 'he benefits of the Fund , and place them on the list of candidates if they think fit , and see that the children elected as objects of the Fund are properly educated , and
"le moneys voted or payable in respect of such children , Properl y applied . They have to ascertain the fitness of the persons with or under whom the children are placed , and may remove them from any school in which they may oe placed , and again place them out consistently with the designs of the Fund . They may pay for the education and clothing of each child not exceeding £ 15 per annum , and

with three Governors as scrutineers , and all votes given to any unsuccessful candidates to be carried forward similar to those of our Central Charitable Institutions . A subscription of five shillings per annum give the subscriber one vote at each election during the year , but if paid for five consecutive years entitles the subscriber to two votes instead of one . A donation
of two and a half guineas , in one or more payments of not less than half a guinea , and within five years , constitutes the donor a life subscriber with two votes , and 10 guineas , in one payment or in two payments , constitutes a Vice-President with 10 votes . Twenty guineas , on similar terms to that of Vice-President , entitle the donor to be a Vice-Patron with 20 votes . Ladies—and there are already several—and Lewises , being donors of two and ahalf guineas
and upwards , are entitled to double the number of votes enumerated . A lodge , chapter , or Masonic Society subscribing 20 guineas , in one or more payments of not less than five guineas each , shall during its existence be entitled to 10 votes , and the Master , First Principal , or other chief officer of such lodge , chapter , or society for the time being shall be a Vice-President of the Fund in right of such payment , and for every additional 10 guineas shall be further entitled to five votes at each election . A donation
of 10 guineas in one or more payments in three years , shall entitle a lodge , chapter , or Masonic Society to five votes during its existence ; and a donation of five guineas in one payment to five votes for 20 years . A minister of religion making a collection in aid of the funds is entitled to two votes at each election for every five guineas . The trustees to the Institution are not less than four in number , and they
must naturally be Freemasons . They have to invest the property upon trusts . The qualifications of candidates are very reasonable . The father must have been a subscribing member to some lodge , or lodges , within the province for at least seven years , and no child can be admitted to the benefits of education who is under seven or above 13 years of age ( except in the case of a child whose parents are
both dead , who may be admitted at six years ) nor continue a recipient after having attained the age of 14 years , except in special cases determined by the Committee , but in no case after having attained the age of 16 years . Every petitioner for the benefits of education have to produce the following certificates : — 1 . —A certificate from the Master , Wardens , and
members of the lodge in which his or her father was made a Mason , or from some lodge or lodges in which he has been a member , to prove that he was regularly made a Mason , and was a subscribing member for at least seven years . — 2 . —A certificate from the Provincial' Grand Secretary , or other satisfactory evidence , of the father having been duly registered in the books of the Provincial Grand Lodge of
Hampshire and the Isle of Wight , and of the period for which he has been returned a subscribing member to a lodge or lodges . 3 . —A certificate or other satisfactory evidence of the marriage of parents . 4 . —A certificate or other satisfactory proof of the age of the applicant .
Certificates Nos . 1 and 2 have also to be produced by every applicant for pecuniary relief . In the event of any applicant having been admitted as a candidate of the Royal Masonic Institution for Boys or the Royal Masonic Institution for Girls certificates 3 and 4 shall be dispensed with .
From the foregoing we may assure the provincial brethren that in the Educational and Benevolent Institution they have a Charity well worthy of support in every possible way , and we hope that its appreciation will be evinced by a large gathering at the first festival on October 24 th , at Southampton , which we shall watch with interest .

Durham , laid the foundation-stone of the new buildings about to be erected by the Town Commissioners for the use of the town under its Charter of Incorporation . R . W . Bro . Master , though unable to take part in the proceedings , had readily accorded his permission for the ceremony to take place with the accustomed Masonic rites , and there was accordingly a strong muster of brethren from the various lodges in the province , among those present being Bros . Bro . Canon Instram , as Deputy Prov . Grand Master , having deputed Bro . Cameron , P . P . S . G . W . Durham , to lay the stone with Masonic honours , the latter delivered the address customary on such occasions , and Bro . Canon Tristram having invoked the blessing of the Great Architect of the Universe upon the work , and prayed that the building might be a place where impartial justice would be
dispensed , and where good counsels would prevail , Bro . G . T . Reay read the inscription on the stone— "This stone was laid by Lieutenant-Colonel Cameron , Chairman of the West Hartlepool Improvement Commissioners , August 17 , 1 SS 7 , " and Bro . Harpley having placed a bottle containing a copy of the daily papers , documents , and coins in a cavity beneath it , Bro . Freeman ( architect ) presented a beautiful
silver trowel to Colonel Cameron , and Mr . Howe ( contractor ) presented a silver mounted ebony mallet . Bro . Colonel Cameron laid the stone with the accustomed formalities , and concluded his part in the proceedings by proposing a vote of thanks to the Provincial Grand Lodge of Durham for their assistance , Bro . Canon Tristram acknowledging the liment in
comp becoming terms . The brethren then returned to the Athenaeum , and the lodge was closed . A luncheon followed at the Royal Hotel , when the principal guests were entertained . The other members of the lodges and visiting brethren dined at 4 p . m ., when the usual loyal toasts were duly honoured , the brethren and visitors dispersing at an early hour .

The management is vested in a Committee consisting of the President , the Deputy Prov . Grand Master , the Senior and Junior Prov . Grand Wardens for the time being , being subscribers to the Fund , the Vice-Patrons , the Vice-Presidents , and Life Governors ( herein after called the Governors ) , and one representative from every lodge , chapter , or Masonic Society which is entitled to votes in perpetuity ,
or for a limited period of not less than twenty years . The duties involving on the Committee will determine the number of children to be elected , and will conduct the election , determine the amount of money to be appVied in behalf of all children , either in placing them out at school , clothing , or for their advancement in life—or to be expenr , 4 ' granting pecuniary relief to necessitous brethren , or their
widows or children—to make and confirm new laws , and abrogate , suspend , correct , or amend existing laws , — and generally to direct , supervise , and control the affairs of the Fund . Also examine the claims of the applicants for 'he benefits of the Fund , and place them on the list of candidates if they think fit , and see that the children elected as objects of the Fund are properly educated , and
"le moneys voted or payable in respect of such children , Properl y applied . They have to ascertain the fitness of the persons with or under whom the children are placed , and may remove them from any school in which they may oe placed , and again place them out consistently with the designs of the Fund . with three Governors as scrutineers , and all votes given to any unsuccessful candidates to be carried forward similar to those of our Central Charitable Institutions . A subscription of five shillings per annum give the subscriber one vote at each election during the year , but if paid for five consecutive years entitles the subscriber to two votes instead of one . A donation
of two and a half guineas , in one or more payments of not less than half a guinea , and within five years , constitutes the donor a life subscriber with two votes , and 10 guineas , in one payment or in two payments , constitutes a Vice-President with 10 votes . Twenty guineas , on similar terms to that of Vice-President , entitle the donor to be a Vice-Patron with 20 votes . Ladies—and there are already several—and Lewises , being donors of two and ahalf guineas
and upwards , are entitled to double the number of votes enumerated . A lodge , chapter , or Masonic Society subscribing 20 guineas , in one or more payments of not less than five guineas each , shall during its existence be entitled to 10 votes , and the Master , First Principal , or other chief officer of such lodge , chapter , or society for the time being shall be a Vice-President of the Fund in right of such payment , and for every additional 10 guineas shall be further entitled to five votes at each election . A donation
of 10 guineas in one or more payments in three years , shall entitle a lodge , chapter , or Masonic Society to five votes during its existence ; and a donation of five guineas in one payment to five votes for 20 years . A minister of religion making a collection in aid of the funds is entitled to two votes at each election for every five guineas . The trustees to the Institution are not less than four in number , and they
must naturally be Freemasons . They have to invest the property upon trusts . The qualifications of candidates are very reasonable . The father must have been a subscribing member to some lodge , or lodges , within the province for at least seven years , and no child can be admitted to the benefits of education who is under seven or above 13 years of age ( except in the case of a child whose parents are
both dead , who may be admitted at six years ) nor continue a recipient after having attained the age of 14 years , except in special cases determined by the Committee , but in no case after having attained the age of 16 years . Every petitioner for the benefits of education have to produce the following certificates : — 1 . —A certificate from the Master , Wardens , and
members of the lodge in which his or her father was made a Mason , or from some lodge or lodges in which he has been a member , to prove that he was regularly made a Mason , and was a subscribing member for at least seven years . — 2 . —A certificate from the Provincial' Grand Secretary , or other satisfactory evidence , of the father having been duly registered in the books of the Provincial Grand Lodge of
Hampshire and the Isle of Wight , and of the period for which he has been returned a subscribing member to a lodge or lodges . 3 . —A certificate or other satisfactory evidence of the marriage of parents . 4 . —A certificate or other satisfactory proof of the age of the applicant .
Certificates Nos . 1 and 2 have also to be produced by every applicant for pecuniary relief . In the event of any applicant having been admitted as a candidate of the Royal Masonic Institution for Boys or the Royal Masonic Institution for Girls certificates 3 and 4 shall be dispensed with .
From the foregoing we may assure the provincial brethren that in the Educational and Benevolent Institution they have a Charity well worthy of support in every possible way , and we hope that its appreciation will be evinced by a large gathering at the first festival on October 24 th , at Southampton , which we shall watch with interest .

Durham , to lay the stone with Masonic honours , the latter delivered the address customary on such occasions , and Bro . Canon Tristram having invoked the blessing of the Great Architect of the Universe upon the work , and prayed that the building might be a place where impartial justice would be
dispensed , and where good counsels would prevail , Bro . G . T . Reay read the inscription on the stone— "This stone was laid by Lieutenant-Colonel Cameron , Chairman of the West Hartlepool Improvement Commissioners , August 17 , 1 SS 7 , " and Bro . Harpley having placed a bottle containing a copy of the daily papers , documents , and coins in a cavity beneath it , Bro . Freeman ( architect ) presented a beautiful
silver trowel to Colonel Cameron , and Mr . Howe ( contractor ) presented a silver mounted ebony mallet . Bro . Colonel Cameron laid the stone with the accustomed formalities , and concluded his part in the proceedings by proposing a vote of thanks to the Provincial Grand Lodge of Durham for their assistance , Bro . Canon Tristram acknowledging the liment in
comp becoming terms . The brethren then returned to the Athenaeum , and the lodge was closed . A luncheon followed at the Royal Hotel , when the principal guests were entertained . The other members of the lodges and visiting brethren dined at 4 p . m ., when the usual loyal toasts were duly honoured , the brethren and visitors dispersing at an early hour .

We are pleased to hear that Bro . Eduardo Contreras , of Madrid , has published in the Masonic Monthly Review ( " El Taller " ) the excellent lecture delivered by Bro . John Chapman , P . M . 1402 ( of Sheffield ) , in England and America , from a translation made by the son of the latter brother ( Mr . John Henry Chapman ) . The lecture
is also to be issued in " La Espana Masonica , " Madrid , a vigorous Masonic paper .
