J s loyally accorded me , and I can assure you it very much assists me in carry-•out my somewhat arduous duties , especially under the present circumstances . inist that , as long as I take any part in the ruling of this province , the same Stance will be extended to me . The resolution which I ask you to adopt , and Itow ' to be entered on the minutes , and copy sent to Mrs . Brownrigg , is : " That this assembly of the members of Provincial Grand Lodge and Provincial fnnd Chap ter , desire to express to Mrs . Brownrigg and her family their sympathy •th them in the great loss they have sustained by the death of the late General q ' tudholme Brownrigg , C . B ., P . G . M ., and G . Superintendent of this Province , nd at the same time to testify to the great debt of gratitude this Province owes to him for his invaluable service to the cause of Masonry for a period of 18 years , during which time the lodges increased from 10 to 34 , and the chapters from 5 to , - and further , this assembly wish to mark their appreciation of his advocacy and encouragement of the principles of Masonry , and the valuable assistance he rendered as ruler of the Province to the great Masonic Institutions . " The motion was seconded by Bro . Dumas , acting Past P . G . M ., and carried

unanimously . A letter from the Deputy P . G . M . of Berks , Bro . the Rev . J . Studholme Brownriffo - , acknowledging the cordial sympathy of the Provincial Grand Lodge of Surrey , and regretting his inability to attend at Caterham that day . Bro . DUMAS called attention to a letter that recently appeared in the Freemason pointing out that the Greenwood Fund , amounting to £ 103 15 s ., had been

mero-ed in the general funds of the Boys' School . Surely that was not the object for which the fund was intended . They wished it to be used for the establishment of a prize that would be a memorial for all time . He thought' the Provincial Grand Secretary should see that this matter was put rig ht . Bro . PRICE , P . G . Treas ., said he believed the money would eventually be invested with other similar funds , and that it had only been merged in the general

funds of the School as a matter of temporary convenience . The D . P . G . M . directed the Provincial Grand Secretary to _ communicate with Bro . Langton , who was acting as Secretary to the Boys' Special Committee , and to claim as a rig ht that the money should be set aside for its special object . The Provincial Grand Secretary , Bro . C . GREENWOOD , desired to thank the

brethren for raising this memorial to his late father , who was held with great love and esteem in this province . It gave himself and his family the greatest possible gratification to receive so hig h a token of their esteem , and to be assured that their dear father ' s memory would be perpetuated not o ' nly in this province , but in the Craft for all time by an annual prize in one of the Institutions , in which he took so great an interest .

The Provincial Grand Lodge was shortly afterwards closed , and the brethren attended service in procession at St . John's Church , Caterham . An excellent sermon was preached by Bro . the Rev . E . CHICHESTER , Prov . G . Chap . Bro . John O'Connell , Prov . G . Org ., presided at the organ . The brethren subsequently adjourned to the Railway Hotel , where a substantial repast was provided by Bro . Preston .

The DEPUTY PROV . GRAND MASTER , in proposing "The Health of the Grand Officers , " said they had several in the Province of Surrey , some of whom were present . On his ri g ht he had a most distinguished Mason in Bro . Hugh Sandeman , and there were also Bros . Cama and Ohren , while amongst the visitors present was Bro . Raymond H . Thrupp . To Bro . Sandeman they owed the success of the present meeting of the Provincial Grand Lodge .

Bro . SANDEMAN , in responding to the toast , said the success of their present gathering was due to the officers of the Caterham Lodge , and not to him . It gave him much pleasure to see several Parsee and Indian brethren present , representatives of a great and loyal race , and men who had risen to eminence by their merits . He concluded by proposing "The Health of Bro . West , the Deputy Prov . Grand Master . "

The DEPUTY GRAND MASTER , in response , said he was deeply sensible of the kind words used by Bro . Sandeman , and of the great kindness he had received in the Province of Surrey . It was only the hearty co-operation of the brethren that had enabled him to carry out thoroughly the duties appertaining to his office . In accepting the office of D . P . G . M ., he felt he was accepting a post which had many onerous duties attached to it , but he soon found that there was in the Province of Surrey a true brotherly affection towards the rulers of the province . He had not been appointed very long before their late G . M . failed in health , and about the same time they lost the father of their present Grand Secretary . However , with the assistance and co-operation of the province generally , they had managed to jog along pretty well . He was particularl y pleased at their successful gathering that day , and he was sure that Bro . Sandeman must have taken a great deal of trouble for their comfort . The DEP . PROV . GRAND MASTER , in proposing "The Provincial Grand Officers , " resent and Past , " said they had with them their old friend Bro . George Price , who had now entered upon his 35 th year of office as Prov . G . Treasurer , and they had also younger men who where doing good suit and service . The Prov . Grand icers were not selected by any system of favouritism , but they were those who were worth y of the important duties committed to them . It was a most difficult part of

his work to select those who should be rewarded . It was difficult to bestow rewards on all those who were pushing on for promotion , and he had to use dis-T •10 "J" ^ tr ' ed his very best , as far as possible , to be fair . A Mason who esued Prov . Grand office could acquire a collar if he worked for it and had Pa icrice to wait ; but those who would not work , and had not patience to wait , joi'ld not get promotion . He asked them to drink to the health of those ' PP ° ted that day , and those who had completed their year of office . f ? ro . STREET , Prov . S . G . The G . SUPERINTENDENT briefly addressed the companions , and said that while the chapters in the province had increased during the last 18 years from 5 to 12 still the proportion of 12 chapters to 34 lodges was small , and did not show much activity amongst the companions . Without undul y pressing the matter he would urge the companions to consider the matter . Prov . Grand Chapter was then closed .

Grand Lodge having been formall y opened , and the notice summoning the brethren read by the A . G . Sec , Bro . C . F . MATIER , Lord EGERTON of TATTON said : Brethren , you have heard the notice just read convening this meeting , the object of which is to receive a special communication from his Royal Highness the M . W . G . M . I have received a letter from Sir Francis Knoilys , in which it is stated that his Royal Highness entirely approves of the recommendations of the General Board , which are—first , that a Special Grand Mark

Lodge be held to invest a new Grand Secretary in the place of Bro . Binckes , who has resigned , and his Royal Highness has also signified his approval of the recommendation that a sum of ^ 125 be given to Bro . Binckes as a retiring allowance . I have now , therefore , to signify his Royal Highness ' s approval of the appointment of Bro . Matier , Assistant Grand Secretary , as Grand Secretary —( applause)—and I have his Royal Hig hness ' s command to invest him , in lieu of Bro . Binckes , as Grand Secretary .

Bro . PERCY WALLIS , Derby : I presume , M . W . Pro Grand Master , that this retiring allowance is an annual allowance . Lord EGERTON of TATTON : Yes , it is . The Earl of EUSTON : I rise for the purpose of moving that a retiring allowance of £ 125 a year be granted to Bro . Binckes . We like to do that which is ri ght and just to a man who has served Mark Masonry so well and so long . At the General

Board , when Bro . Binckes signified his intention to retire , we thoroughly investigated the matter , and we unanimousl y recommended to his Royal Hi ghness the M . W . G . M ., that this allowance should be awarded to Bro . Binckes in consideration of his past services to the Order of Mark Masons . I have the greatest pleasure in moving , now , that that retiring allowance of £ 125 be voted b y Grand Mark Lodge be

—that the sum of ^ 125 a year given to him from the Funds of Grand Mark Lodge . I may also state to you , brethren , that Bro . Binckes sent the resignation by me to his Royal Highness , and I conveyed it to his Royal Highness . His Royal Highness accepted it , and he confirmed the recommendation of the General Board , that Bro . Matier should be appointed Grand Secretary in Bro . Binckes ' s place . ( Applause . )

Bro . FRANK RICHARDSON , Grand Registrar , as President of the General Board : I have much pleasure in seconding this resolution , because I consider it is only just and proper that Bro . Binckes , who has served Mark Masonry well and truly , should receive some recognition of our appreciation of his services . It is better for us to say nothing of the circumstances which have led to the resignation , but only to say something of the services Bro . Binckes has rendered . I have , therefore , much pleasure in seconding the motion . The motion was then put and carried unanimously .

Bro . BERRIDGE , G . D . of C , then presented Bro . C . F . Matier to the Pro Grand Master , Bro . J . H . Matthews advancing on the left of Bro . Matier with the collar and jewel of Grand Secretary on a cushion . Lord Egerton of Tatton having invested Bro . Matier , shook hands with him and congratulated him amidst loud applause , and Bro . Matier took his seat at the Grand Secretary ' s table .

Bro . W . J . HUGHAN , who was acting as Senior Grand Warden , said : Most Worshipful Pro Grand Master , will you allow me , as the representative of the Grand Chapter of Pennsylvania in Grand Mark Lodge of England , to present " Hearty good wishes " of that Grand Chapter to this Grand Lodge . It is the first Grand Chapter that recognised this Grand Lodge . I am sorry that one of the

brethren from the United States is not here . He left this country this morning , and he very much regrets not being able to be present . He represents 150 , 000 Mark Masons of the United States and Canada , and I think such good wishes are worth having . I am happy also to say that he heartily congratulates this Grand Lodge on the appointment of Bro . Matier as Grand Secretary . Bro . Matter was then , by the direction of Bro . BERRIDGE , saluted in ancient form .

Lord EGERTON of TATTON : Brethren , there is no other business on the paper , but there is one event which is about to happen which I think , although there is no previous notice of it , I should be justified , standing in the position I do , in bringing before you , and I shall ask you to give it your favourable reception . I allude to the approaching marriage of the eldest daughter of our Grand Master , the Princess Louise , with the Earl of Fife . I am sure that an event like that which affects so closely the welfare of our Royal Family

and the welfare and happiness of His Royal Hi ghness , the Most Worshipful Grand Master , must be recognised by all Mark Masons , will give every satisfaction to you , and I am sure Mark Masons would also like to testif y their loyalty and affection to their Grand Master on such an occasion as this . I think , therefore , that it would not be inappropriate , without giving notice , that I should on this occasion move that an humble address be presented to his Royal Highness the Most Worshi p ful Grand Master , congratulating his Royal Hi g hness on the

George Price , who had now entered upon his 35 th year of office as Prov . G . Treasurer , and they had also younger men who where doing good suit and service . The Prov . Grand icers were not selected by any system of favouritism , but they were those who were worth y of the important duties committed to them . It was a most difficult part of

his work to select those who should be rewarded . It was difficult to bestow rewards on all those who were pushing on for promotion , and he had to use dis-T •10 "J" ^ tr ' ed his very best , as far as possible , to be fair . A Mason who esued Prov . Grand office could acquire a collar if he worked for it and had Pa icrice to wait ; but those who would not work , and had not patience to wait , joi'ld not get promotion . The G . SUPERINTENDENT briefly addressed the companions , and said that while the chapters in the province had increased during the last 18 years from 5 to 12 still the proportion of 12 chapters to 34 lodges was small , and did not show much activity amongst the companions . Without undul y pressing the matter he would urge the companions to consider the matter . Prov . Grand Chapter was then closed .

Grand Lodge having been formall y opened , and the notice summoning the brethren read by the A . G . Sec , Bro . C . F . MATIER , Lord EGERTON of TATTON said : Brethren , you have heard the notice just read convening this meeting , the object of which is to receive a special communication from his Royal Highness the M . W . G . M . I have received a letter from Sir Francis Knoilys , in which it is stated that his Royal Highness entirely approves of the recommendations of the General Board , which are—first , that a Special Grand Mark

Lodge be held to invest a new Grand Secretary in the place of Bro . Binckes , who has resigned , and his Royal Highness has also signified his approval of the recommendation that a sum of ^ 125 be given to Bro . Binckes as a retiring allowance . I have now , therefore , to signify his Royal Highness ' s approval of the appointment of Bro . Matier , Assistant Grand Secretary , as Grand Secretary —( applause)—and I have his Royal Hig hness ' s command to invest him , in lieu of Bro . Binckes , as Grand Secretary .

Bro . PERCY WALLIS , Derby : I presume , M . W . Pro Grand Master , that this retiring allowance is an annual allowance . Lord EGERTON of TATTON : Yes , it is . The Earl of EUSTON : I rise for the purpose of moving that a retiring allowance of £ 125 a year be granted to Bro . Binckes . We like to do that which is ri ght and just to a man who has served Mark Masonry so well and so long . At the General

Board , when Bro . Binckes signified his intention to retire , we thoroughly investigated the matter , and we unanimousl y recommended to his Royal Hi ghness the M . W . G . M ., that this allowance should be awarded to Bro . Binckes in consideration of his past services to the Order of Mark Masons . I have the greatest pleasure in moving , now , that that retiring allowance of £ 125 be voted b y Grand Mark Lodge be

—that the sum of ^ 125 a year given to him from the Funds of Grand Mark Lodge . I may also state to you , brethren , that Bro . Binckes sent the resignation by me to his Royal Highness , and I conveyed it to his Royal Highness . His Royal Highness accepted it , and he confirmed the recommendation of the General Board , that Bro . Matier should be appointed Grand Secretary in Bro . Binckes ' s place . ( Applause . )

Bro . FRANK RICHARDSON , Grand Registrar , as President of the General Board : I have much pleasure in seconding this resolution , because I consider it is only just and proper that Bro . Binckes , who has served Mark Masonry well and truly , should receive some recognition of our appreciation of his services . It is better for us to say nothing of the circumstances which have led to the resignation , but only to say something of the services Bro . Binckes has rendered . I have , therefore , much pleasure in seconding the motion . The motion was then put and carried unanimously .

Bro . BERRIDGE , G . D . of C , then presented Bro . C . F . Matier to the Pro Grand Master , Bro . J . H . Matthews advancing on the left of Bro . Matier with the collar and jewel of Grand Secretary on a cushion . Lord Egerton of Tatton having invested Bro . Matier , shook hands with him and congratulated him amidst loud applause , and Bro . Matier took his seat at the Grand Secretary ' s table .

Bro . W . J . HUGHAN , who was acting as Senior Grand Warden , said : Most Worshipful Pro Grand Master , will you allow me , as the representative of the Grand Chapter of Pennsylvania in Grand Mark Lodge of England , to present " Hearty good wishes " of that Grand Chapter to this Grand Lodge . It is the first Grand Chapter that recognised this Grand Lodge . I am sorry that one of the

brethren from the United States is not here . He left this country this morning , and he very much regrets not being able to be present . He represents 150 , 000 Mark Masons of the United States and Canada , and I think such good wishes are worth having . I am happy also to say that he heartily congratulates this Grand Lodge on the appointment of Bro . Matier as Grand Secretary . Bro . Matter was then , by the direction of Bro . BERRIDGE , saluted in ancient form .

Lord EGERTON of TATTON : Brethren , there is no other business on the paper , but there is one event which is about to happen which I think , although there is no previous notice of it , I should be justified , standing in the position I do , in bringing before you , and I shall ask you to give it your favourable reception . I allude to the approaching marriage of the eldest daughter of our Grand Master , the Princess Louise , with the Earl of Fife . I am sure that an event like that which affects so closely the welfare of our Royal Family

and the welfare and happiness of His Royal Hi ghness , the Most Worshipful Grand Master , must be recognised by all Mark Masons , will give every satisfaction to you , and I am sure Mark Masons would also like to testif y their loyalty and affection to their Grand Master on such an occasion as this . I think , therefore , that it would not be inappropriate , without giving notice , that I should on this occasion move that an humble address be presented to his Royal Highness the Most Worshi p ful Grand Master , congratulating his Royal Hi g hness on the
