" And whilst doing so it may be interesting tc the sir knights to have a short history of the Fearnley Preceptory , which I will commence by an extract from the minute book of the Priory of West Yorkshire . " I'he Most Eminent and Supreme Grand Master , Colonel Tynte , having watched for some time the rapid progress made in West Yorkshire , and being desirous of expressing his
approval of the efforts made by the sir knights , and further to assist in forwarding the good work , was pleased to appoint Sir Knight George Fearnley , M . D ., of Grove House , Dewsbury , and of the Hope Encampment , Huddersfield , to be the very Eminent Provincial Grand Commander lor West Yorkshire , and for the purpose of enabling him to conduct the business appertaining thereto , deputed the
very Eminent Sir Knight Matthew Dawes , Provincial Grand Commander of Lancashire , to install the said George Fearnley according to Antient Custom . A Provincial Grand Conclave of the Province was summoned to meet at the Masonic Hall , Dewsbury , on Wednesday , the 22 nd day of February , A . D . i 860 . In accordance with the summons many sir knights
assembled from Plains of Rama , Keighley ; Hope , Huddersfield ; Faith , Bradford ; Prince Edward , Stansfield ; Salamanca , Halifax ; and from many encampments in Lancashire and Cheshire . The Fearnley Preceptory was consecrated at the Masonic Hall , Long Causeway , Dewsbury , by Sir Knight Dawes , in the presence of a large number of sir knights , amongst whom were Sir Knights
Rev . J . Senior , LL . D ., R . R . Nelson , S . D . Lees , M . D ., W . Gith , Henry Smith , John Royle , names well known in Dewsbury to-day . After the consecration ceremony the Eminent Provincial Grand Commander of Lancashire installed Sir Knight George Fearnley as ist Eminent Commander of the Fearnley Encampment , who appointed the following sir knights officers for the ensuing year : Sir

The business of the encampment being

Grand Officers for the ensuing year . The encampment met regularly until 1862 , when something appears to have gone wrong , for at the encampment held on 22 nd of January , Sir Knights William VVhite , Ensor Drury , Grail ?/ 11 Stuart , and Joseph Rogers tendered their resignation , 'he encampment met again on the 21 st of August , 1862 , ° « there is no record of another meeting until March , 1 S 65 ,

Then followed the suspension . In February 9 th , 18 S 2 , a preceptory was called to take into consideration the position of the preceptory , and to ascertain the fees due to the Great Priory and Prov . Great
Priory , this resulted in a meeting held on the 19 th June , 1 SS 2 , of the following knights : John Armitage , T . Pickles , Mark Newsome , J . Ibberson , C . L . Mason , Henry Smith ; and it was resolved to resuscitate the preceptory under certain conditions . The following sir knights accepted the conditions : Sir Knights Thomas Pickles , E . P . ; J . Wordsworth , Constable ; Mark Newsome , Marshal ; J .
Ibberson , Registrar ; John Haigh , Captain of Guards ; W . Machell , Sub . Marshal ; Rev . Joseph Senior , LL . D . ; T . W . Tew , J . P . ; and John Gill . At a meeting of the preceptory held on the following day the resolution was unanimously confirmed . It was also resolved that the place of meeting should in the future be the Masonic Hall , Long Causeway , and the meetings have been held there ever
since . Since the resuscitation there have been installed 10 candidates , including the present Mayor of Dewsbury , and admitted one joining member who is now Eminent Preceptor , Sir Knight Charles Woollens . One member has died and two have resigned . The number on the roll of the preceptory is now 17 . lam sure you will join me in the hope that this preceptory will continue to prosper and
increase in numbers , and that you will cordially vote the resolution I now propose . " This was seconded by Sir Knight J . H . Gration , Prov . Vic . -Chancellor , and unanimously carried . Sir Knight Charles Woollens the Eminent Preceptor of the Fearnley Preceptory , responded and acknowledged the vote . The
priory was closed in due form , and the Prov . Prior , Great Officers , and officers retired under the arch of steel . The sir knights numbering about 45 , then proceeded to the banqueting room and partook of refreshment bountifully and kindly provided by the sir knights of the Fearnley Preceptory , No . 39 .

Macleod , Past Depute District Grand Master of Burmah under the English Constitution , were introduced from the throne , and addressed Grand Lodge . The GRAND MASTER reminded the brethren that at the
last quarterly communication the Grand Lodge passed an address of condolence with the Countess of Haddington , and mentioned that the following letter , which must be most gratifying to every member of the Grand Lodge , had been received from her ladyship , and was now in the hands of every member : — "Tyninghame , April 29 , 1887 . —The Countess of Haddington presents her compliment :
to the Grand Secretary , and requests him to do her the favour to convey to the Grand Lodge of Scotland her sincere and grateful thanks for the kind expressions of sympathy received by her at the time of the Earl of Haddington ' s serious accident , and begs to tender the same on the occasion of the meeting to be held on the 5 th of May next . "
The following letter , he said , had also been received from the Grand Master Depute : — "Tyninghame , Prestonkirk , May 3 , 18 S 7 . —Dear Sir and Brother , —I believe that Lady Haddington has already sent an acknowledgment of the letter of sympathy forwarded to her by members of Grand Lodge , on the motion of the Acting Grand Master , on the 3 rd of February , the dav after tbe accident which befel
mein the hunting field . I cannot , however , refrain myself from also acknowledging the receipt of the letter , and 1 beg that you will convey to those in whose name those kind words of sympathy were addressed to Lady Haddington —the Grand Master , Grand Officers , and members of Grand Lodge—the expression of my heartfelt gratitude for the kindly feeling and brotherly goodwill thus evinced
towards myself—one more mark of the fraternal bond of sympathy and fellowship which has before now been shown towards myself , and which , I am happy to think , must ever exist among Freemasons . I deeply regret my inability to attend the meeting of Grand Lodge on May 5 , and I trust that you will make apologies for my absence . I am still quite an invalid , and 1 fear some time must yet elapse

" I hope , the Grand Master added , that Lord Haddington's illness may not be so long as he expects , and that ere long we will see him amongst us . ( Applause . ) The ACTING GRAND MASTER said the Grand Master
had written to him personally , telling him he was very anxious to be present at that communication , but that it was absolutely impossible for him to do so . As the brethren would understand , a member of Parliament at the present moment had some little difficulty in getting away from his

place . ( Hear , hear . ) The Grand Master had asked him to attend in his place , and he willingly did so , for his duties were not so onerous . ( Applause . ) The J UNIOR GRAND WAKDEN then moved the following motion , of which he had given notice : " That the Grand Master and other office-bearers and members of Grand Lodge beg to present their humble duty to her Most
Gracious Majesty the Queen , and desire to be permitted to congratulate her Majesty on her attaining the Jubilee year of her reign . Further , that Grand Lodge directs the Grand Secretary to prepare a loyal and patriotic address to the above effect , and that the Grand Master be requested to have the same presented to her Majesty . " In doing so , he said that , whether they were met there as subjects of her
Majesty , or as Scotsmen who inhabited that northern portion of the realm , or whether they considered their obligations as Masons another special tie that brought them together , he thought that under any of those aspects the motion was bound to be acceptable to that meeting . ( Applause . ) The ACTING GRAND MASTER said that if the Grand Master had been present he certainly would have moved to
tbe same effect . He was himself only lately informed of the motion , and he thoroughly concurred in it , but thought it would come best from the brother who had given notice of it . ( Applause . ; He concurred in it , and was sure every member of Grand Lodge would do the same . ( Applause . ) He was sure the Grand Master would have the greatest pleasure in presenting the address as requested by Grand
Lodge . ( Applause . ) The resolution was then passed with acclamation . It was reported from Grand Committee that the Grand Cashier had , as instructed by the Finance Committee , uplifted from the bank account of Grand Lodge £ 1665 , and paid that sum to the Fund of Scottish Benevolence as a further payment of the floating debt due by Grand Lodge .
This left , £ 424 to the credit of the Grand Lodge , which it was recommended should be invested . The Scottish Masonic Benevolent Fund now amounts to £ 6450 . During last quarter £ 150 had been granted to Masons , and the widows or families of Masons . A statement by the Grand Cashier showed that during the quarter ended 23 rd April the income of the Grand Lodge had been £ 1670 , or £ 775
more than the expenditure . 1 here had during these three months been 1525 entrants to Scottish Masonry . It was reported from the Grand Committee that the Grand Secretary had tabled copy circular and lottery ticket issued by Rawcliffe , Rothesay , No . 658 , in connection with " a sale of the effects of the Iodge , " and stated that he had informed the Secretary that lotteries for Masonic
purposes were prohibited by Grand Lodge . A letter in reply was read . Grand Committee directed Grand Secretary to inform Lodge No . 658 that the lottery could not be proceeded with , and that the tickets that had been issued must be withdrawn—and further to express the Committee ' s disapproval of the lodge ' s resolution to dispose of its jewels and paraphernalia by public sale . —Approved .
A circular issued by Fort William , No . 43 , soliciting subscriptions in aid of its funds was ordered to be withdrawn , in respect it had not been authorised by Grand Committee . —Approved . On application to Grand Committee , St . James Kilwinning , larbolton , No . 135 , has been authorised to appeal to brethren under the Scottish Constitution for
subscriptions in aid of the erection of a new lodge-room , in which might be safely preserved the interesting and valuable relics and memorials of Burns ' s connection with " brethren of the mystic tie" in the village of Tarbolton . The " appeal" to be submitted to Grand Secretary for
approval . —Approved . The G . SECRETARY , on behalf of Bro . J . H . Inches , had presented to Grand Committee two ancient Masonic medals for preservaiion in Grand Lodge repositories . The gift was accepted with thanks . The following report by the Provincial Grand Master of Dumfries-shire was submitted :
" Closeburn Hall , April 27 . — "I am glad to report , for the information of Grand Lodge , that I have this year made a most satisfactory visitation of the lodges in my province . I have great reason to feel that good and steady Masonic work is being carried on . In many matters of detail , I am glad to say , I find many improvements , and in all the lodges a ready co-operation in carrying out any
suggestions that may be made to the Provincial Grand Lodge . " 1 have taken great pains to impress upon all Masters and Secretaries ot lodges the importance of a strict adherence to the wishes of Grand Lodge with reference to the time that should elapse between the conferring of Degrees . Erom one and all I have received assurances of
compliance with the wishes of Grand Lodge , and I feel I can tully rely upon the promises made to me . " The institution and opening of a new lod ge in Moffat is a feature in this grand work , and I have every reason to believe that it will prove an efficient and faithful daughter lodge . "FRED . E . VILLIERS , P . G M . " In terms of instruction from Grand Lodge , Grand
Secretary tabled report showing the cases that have occurred during the quarter of more than one Degree being given in one night , or without a proper interval , and the reason for each emergency : Of 9 S 1 Master Masons recorded under 377 returns of home lodges between 1 st February and 25 th April current , 423 had their Degrees within proper interyals , and 70 at irregular intervals ; 16 4 were entered ,
passed , and raised , and 324 had two Degrees conferred without interval . In 38 cases reasons for departure from rule are given—the changes being rung on "goingabroad , " " proceeding to sea , " " leaving town , " " emergency , " & c . A letter had been read to Grand Committee from a Scotch brother resident in Milan , stating that a body of Italian Masons , who , because of its interference with
politics , had severed their connection with the Grand Lodge in Rome , are anxious to work under charters from the Grand Lodge of Scotland . Further , that the petitioners are men of the best position in Milanese society . It was remitted to the Colonial and Foreign Committee to consider and report upon the petition . Apropos of the above application from Italy , Grand Secretary tabled for the inspection of members of Committee the minute book of
a Roman lodge of historical interest , from its having , at the date of its suppression by Pope Clement XII ., in 1737 , been presided over by the Jacobite Earl of Winton , and which has been preserved in the archives of Grand Lod ge since 1799 . This old record bears the signatures of Lord Winton , " Great Master ; " John Murray , of Broughton , Secretary to Prince Charles Edward Stuart ; Allan Ramsay , jun ., and other Scottish Craftsmen of distinction . —Approved . In February 9 th , 18 S 2 , a preceptory was called to take into consideration the position of the preceptory , and to ascertain the fees due to the Great Priory and Prov . Great
Priory , this resulted in a meeting held on the 19 th June , 1 SS 2 , of the following knights : John Armitage , T . Pickles , Mark Newsome , J . Ibberson , C . L . Mason , Henry Smith ; and it was resolved to resuscitate the preceptory under certain conditions . The following sir knights accepted the conditions : Sir Knights Thomas Pickles , E . P . ; J . Wordsworth , Constable ; Mark Newsome , Marshal ; J .
Ibberson , Registrar ; John Haigh , Captain of Guards ; W . Machell , Sub . Marshal ; Rev . Joseph Senior , LL . D . ; T . W . Tew , J . P . ; and John Gill . At a meeting of the preceptory held on the following day the resolution was unanimously confirmed . It was also resolved that the place of meeting should in the future be the Masonic Hall , Long Causeway , and the meetings have been held there ever
since . Since the resuscitation there have been installed 10 candidates , including the present Mayor of Dewsbury , and admitted one joining member who is now Eminent Preceptor , Sir Knight Charles Woollens . One member has died and two have resigned . The number on the roll of the preceptory is now 17 . lam sure you will join me in the hope that this preceptory will continue to prosper and
increase in numbers , and that you will cordially vote the resolution I now propose . " This was seconded by Sir Knight J . H . Gration , Prov . Vic . -Chancellor , and unanimously carried . Sir Knight Charles Woollens the Eminent Preceptor of the Fearnley Preceptory , responded and acknowledged the vote . The
priory was closed in due form , and the Prov . Prior , Great Officers , and officers retired under the arch of steel . The sir knights numbering about 45 , then proceeded to the banqueting room and partook of refreshment bountifully and kindly provided by the sir knights of the Fearnley Preceptory , No . 39 .

last quarterly communication the Grand Lodge passed an address of condolence with the Countess of Haddington , and mentioned that the following letter , which must be most gratifying to every member of the Grand Lodge , had been received from her ladyship , and was now in the hands of every member : — "Tyninghame , April 29 , 1887 . —The Countess of Haddington presents her compliment :
to the Grand Secretary , and requests him to do her the favour to convey to the Grand Lodge of Scotland her sincere and grateful thanks for the kind expressions of sympathy received by her at the time of the Earl of Haddington ' s serious accident , and begs to tender the same on the occasion of the meeting to be held on the 5 th of May next . "
The following letter , he said , had also been received from the Grand Master Depute : — "Tyninghame , Prestonkirk , May 3 , 18 S 7 . —Dear Sir and Brother , —I believe that Lady Haddington has already sent an acknowledgment of the letter of sympathy forwarded to her by members of Grand Lodge , on the motion of the Acting Grand Master , on the 3 rd of February , the dav after tbe accident which befel
mein the hunting field . I cannot , however , refrain myself from also acknowledging the receipt of the letter , and 1 beg that you will convey to those in whose name those kind words of sympathy were addressed to Lady Haddington —the Grand Master , Grand Officers , and members of Grand Lodge—the expression of my heartfelt gratitude for the kindly feeling and brotherly goodwill thus evinced
towards myself—one more mark of the fraternal bond of sympathy and fellowship which has before now been shown towards myself , and which , I am happy to think , must ever exist among Freemasons . I deeply regret my inability to attend the meeting of Grand Lodge on May 5 , and I trust that you will make apologies for my absence . I am still quite an invalid , and 1 fear some time must yet elapse

" I hope , the Grand Master added , that Lord Haddington's illness may not be so long as he expects , and that ere long we will see him amongst us . had written to him personally , telling him he was very anxious to be present at that communication , but that it was absolutely impossible for him to do so . As the brethren would understand , a member of Parliament at the present moment had some little difficulty in getting away from his

place . ( Hear , hear . ) The Grand Master had asked him to attend in his place , and he willingly did so , for his duties were not so onerous . ( Applause . ) The J UNIOR GRAND WAKDEN then moved the following motion , of which he had given notice : " That the Grand Master and other office-bearers and members of Grand Lodge beg to present their humble duty to her Most
Gracious Majesty the Queen , and desire to be permitted to congratulate her Majesty on her attaining the Jubilee year of her reign . Further , that Grand Lodge directs the Grand Secretary to prepare a loyal and patriotic address to the above effect , and that the Grand Master be requested to have the same presented to her Majesty . " In doing so , he said that , whether they were met there as subjects of her
Majesty , or as Scotsmen who inhabited that northern portion of the realm , or whether they considered their obligations as Masons another special tie that brought them together , he thought that under any of those aspects the motion was bound to be acceptable to that meeting . ( Applause . ) The ACTING GRAND MASTER said that if the Grand Master had been present he certainly would have moved to
tbe same effect . He was himself only lately informed of the motion , and he thoroughly concurred in it , but thought it would come best from the brother who had given notice of it . ( Applause . ; He concurred in it , and was sure every member of Grand Lodge would do the same . ( Applause . ) He was sure the Grand Master would have the greatest pleasure in presenting the address as requested by Grand
Lodge . ( Applause . ) The resolution was then passed with acclamation . It was reported from Grand Committee that the Grand Cashier had , as instructed by the Finance Committee , uplifted from the bank account of Grand Lodge £ 1665 , and paid that sum to the Fund of Scottish Benevolence as a further payment of the floating debt due by Grand Lodge .
This left , £ 424 to the credit of the Grand Lodge , which it was recommended should be invested . The Scottish Masonic Benevolent Fund now amounts to £ 6450 . During last quarter £ 150 had been granted to Masons , and the widows or families of Masons . A statement by the Grand Cashier showed that during the quarter ended 23 rd April the income of the Grand Lodge had been £ 1670 , or £ 775
more than the expenditure . 1 here had during these three months been 1525 entrants to Scottish Masonry . It was reported from the Grand Committee that the Grand Secretary had tabled copy circular and lottery ticket issued by Rawcliffe , Rothesay , No . 658 , in connection with " a sale of the effects of the Iodge , " and stated that he had informed the Secretary that lotteries for Masonic
purposes were prohibited by Grand Lodge . A letter in reply was read . Grand Committee directed Grand Secretary to inform Lodge No . 658 that the lottery could not be proceeded with , and that the tickets that had been issued must be withdrawn—and further to express the Committee ' s disapproval of the lodge ' s resolution to dispose of its jewels and paraphernalia by public sale . —Approved .
A circular issued by Fort William , No . 43 , soliciting subscriptions in aid of its funds was ordered to be withdrawn , in respect it had not been authorised by Grand Committee . —Approved . On application to Grand Committee , St . James Kilwinning , larbolton , No . 135 , has been authorised to appeal to brethren under the Scottish Constitution for
subscriptions in aid of the erection of a new lodge-room , in which might be safely preserved the interesting and valuable relics and memorials of Burns ' s connection with " brethren of the mystic tie" in the village of Tarbolton . The " appeal" to be submitted to Grand Secretary for
approval . —Approved . The G . SECRETARY , on behalf of Bro . J . H . Inches , had presented to Grand Committee two ancient Masonic medals for preservaiion in Grand Lodge repositories . The gift was accepted with thanks . The following report by the Provincial Grand Master of Dumfries-shire was submitted :
" Closeburn Hall , April 27 . — "I am glad to report , for the information of Grand Lodge , that I have this year made a most satisfactory visitation of the lodges in my province . I have great reason to feel that good and steady Masonic work is being carried on . In many matters of detail , I am glad to say , I find many improvements , and in all the lodges a ready co-operation in carrying out any
suggestions that may be made to the Provincial Grand Lodge . " 1 have taken great pains to impress upon all Masters and Secretaries ot lodges the importance of a strict adherence to the wishes of Grand Lodge with reference to the time that should elapse between the conferring of Degrees . Erom one and all I have received assurances of
compliance with the wishes of Grand Lodge , and I feel I can tully rely upon the promises made to me . " The institution and opening of a new lod ge in Moffat is a feature in this grand work , and I have every reason to believe that it will prove an efficient and faithful daughter lodge . "FRED . E . VILLIERS , P . G M . " In terms of instruction from Grand Lodge , Grand
Secretary tabled report showing the cases that have occurred during the quarter of more than one Degree being given in one night , or without a proper interval , and the reason for each emergency : Of 9 S 1 Master Masons recorded under 377 returns of home lodges between 1 st February and 25 th April current , 423 had their Degrees within proper interyals , and 70 at irregular intervals ; 16 4 were entered ,
passed , and raised , and 324 had two Degrees conferred without interval . In 38 cases reasons for departure from rule are given—the changes being rung on "goingabroad , " " proceeding to sea , " " leaving town , " " emergency , " & c . A letter had been read to Grand Committee from a Scotch brother resident in Milan , stating that a body of Italian Masons , who , because of its interference with
politics , had severed their connection with the Grand Lodge in Rome , are anxious to work under charters from the Grand Lodge of Scotland . Further , that the petitioners are men of the best position in Milanese society . It was remitted to the Colonial and Foreign Committee to consider and report upon the petition . Apropos of the above application from Italy , Grand Secretary tabled for the inspection of members of Committee the minute book of
a Roman lodge of historical interest , from its having , at the date of its suppression by Pope Clement XII ., in 1737 , been presided over by the Jacobite Earl of Winton , and which has been preserved in the archives of Grand Lod ge since 1799 . This old record bears the signatures of Lord Winton , " Great Master ; " John Murray , of Broughton , Secretary to Prince Charles Edward Stuart ; Allan Ramsay , jun ., and other Scottish Craftsmen of distinction . —Approved . This was all the business .
