It may not be amiss if we compare , the ruling adopted by Grand Lodge at its ( Juarterly Communication on the 6 th inst . with that which it accepted at its meeting on the 4 th December , 188 9 . The more recent decision was founded on a case in which a member of

Zetland-in-the-East Lodge , No . 508 , Singapore , forwarded to the Secretary a letter dated 13 th March , 1894 , in which he announced his resignation . The day following , the same brother wrote a second letter , in which he withdrew his resignation . The W . M ,

ruled— that the first letter was final , and that the brother could not withdraw it , and that he ( the member ) was no longer a member of the lodge . " The brother thereupon appealed to the District Board of General Purposes , and his appeal was upheld . The W . M ., in his turn , appealed to Grand Lodge against

the Deputy Dist . G . M . and Dist . Board of General Purposes , and on Wednesday , the 6 th inst ., the appeal was dismissed and the decision of the Deputy District G . M . and District Board of General Purposes in favour of the brother upheld . Thus the letter of resignation was not final , and the brother remains a member of the lodge .

The case presented to Grand Lodge on the 4 th December , 18 S 0 , was as follows : A P . M . of the Victoria in Burmah , No , 832 , Rangoon , forwarded to the Secretary a letter in which he tendered his resignation as Member , and the said resignation was

accordingly entered on the minutes . Subsequently , the lodge permitted this brother to withdraw his resignation and he remained a member . On this another P . M . of the lodge appealed to the Dist . G . Master of Burma against the decision of the lodge in permitting the withdrawal of the resignation , but thc Dist , G , Master

dismissed thc appeal and supported the lodge in permitting the withdrawal . The P . M . ( No . 2 ) thereupon appealed against the decision of the D . G . M ., to Grand Lodge , whicb at the Quarterly Communication in question upheld the appeal and by so doing reversed the decision of the Dist . G . Master on the ground

that the resignation of P . M . ( No . 1 ) having been communicated to the lodge was final . Thus the lodge was in error in permitting the withdrawal of the resignation , and the D . G . M . was wrong in supporting the act of the lodge , while the appeal of P . M . ( No . 2 ) against the Lodge and the D . G . M . was allowed .

Subsequently , the Grand Registrar laid down the law as regards the 18 S 9 appeal as follows : " From the moment a member said ' I resign '—that he said it in open lodge—his membership was ended , and a line was struck . That was the dividing line . Of course , a brother might repent of resigning ; he might

write a letter ; but if he communicated it to the lodge of course , it was beyond his control ; when he had communicated it to the lodge then the line was drawn and he could not become a member of the lodge again " until he had been regularly proposed and successfull y balloted lor in open lodge .

If we contrast with this exposition the remarks which the Grand Registrar addressed to Grand Lodge last week , we find him laying it down absolutely that until a . letter of resignation was "Communicated to the lodge it was a m ere expression of intention which the member making use of it had a ri ght to withdraw . "

.... Until the letter was communicated to the lodge , there was what was called a locus p-. enitent ' ue , and he had a right to withdraw . Later in the discussion , the Grand Registrar said— " As soon as the letter of resignation was read to a lodge there was a resignation , but until read to the lodge it was revocable . "

It comes to this then . If a brother rises in his place in open lodge and says " I resign , " then there is no locus peenitentuc , and though he may repent the moment he has uttered the fatal words , he ceases to be a member , or to use the Grand Registrar ' s own words ,

"his membership is ended , and a line is struck . " lt , however , in the case of a lodge about to meet say on the 20 th inst ., a brother writes to the Secretary—on the 16 th inst . —resigning his membership , and a second letter on the 17 th inst . withdrawing the resignation ,

then , though these letters are communicated to the lodge in their proper order , that is to say , the letter of resignation lirst and the letter of withdrawal , next , there is , in this case , a locus penitentix , and the resignation , though communicated by the proper offber to the lodge , is revocable .

We are afraid there are many brethren who will not be able to appreciate the very fine distinction which the Grand Registrar has sought to establish between a resignation verbally communicated by a brother in open lodge and one communicated b y letter . In both cases the act of the brother in resigning his

membership is communicated to the lodgo ; in both cases the said act is a completed act on his part ; and as it has been decided that it is not in the power of a lodge either to accept or to decline his resignation—it being a matter which a member lawfully determines for himself without the lodge being able to say him

" Yea" or " Nay "—it appears to us that , with all de . ference to the Grand Registrar , the completion of thc act of resignation constitutes its finality . In short , whether a resignation is communicated in open lod ge by the brother himself or by letter from him read in

open lodge by the proper officer , it is an intention which , when it has once been communicated to the lodge , becomes an act done and completed , and the resignation is therefore final , while the lodge which has no power to accept or decline the Iresignation , has equally no power to allow it to be withdrawn .
