not the fault of the brethren of the Cambrian Lodge that they were not heard in Grand Lodge before that day . He asked that they should be put back in the position they would have been in had the letter of Sth November , 1888 , written whilst the United Grand Lodge of New South Wales was an unrecognised and irregular body ( which he proceeded to read to Grand Lod re ) , been submitted to Grand Lodge when the recognition was accorded .
Bro . R . D . M . LITTLER , Q . C , Deputy Grand Registrar , wished to call attention to the last paragraph of the proposed resolution , and wished to ask the Deputy Grand Master whether such a resolution could be passed by Grand Lodge , because if not there was an end of the matter . The words were— "And that the alleged cancellation of the warrant was in direct contravention of the terms on which the Grand Lodge granted recognition to
the United Grand Lodge of New South Wales . And that these brethren who adhere to their allegiance to this Grand Lodge are therefore entitled to recognition as the Lodge . " Now , they had not got the warrant ; it was not lost ; it was not stolen ; it was In the hands of the Grand Lodge of New South Wales , under the control of those who voted . He wanted to ask whether they were the majority or the minority . It had been said while it
was in existence it was impossible for the Grand Master to grant another . If that resolution was carried it was one the Grand Master could not act upon , even if he should see fit to do so . It would simply bring this Grand Lodge into direct conflict with the other . ( Cries of " No , no . " ) Hesaid distinctly it would bring this Grand Lodge into direct conflict with the Grand Lodge of New South Wales . It was absolutely incompetent for Grand Lodge to pass this resolution . ( Cries of " Vote . " )
Bro . W . F . LAMONBY , as a Past Grand Officer of the Grand Lodge of Victoria , said that he was a member of Lodge 782 before the Grand Lodge was started and accordingly recognised by Grand Lodge of England . The warrant of 782 was removed in precisely the same manner as the warrant of the Cambrian Lodge . The Grand Master then recognised the Grand Lodge of Victoria , and under Article 219 ordered the immediate restoration of that warrant . The case was on precisely the same lines ; 25 were for joining the new Grand Lodge , and 24 were against , out of a roll of no members . He most cordially supported Bro . Eve ' s motion .
The Earl of MOUNT EDGCUMBE desired to say a few words before closing the debate . They had heard a difference of opinion between the legal brethren as to the meaning of one of the Articles , and perhaps there were but few brethren present , including himself , who were competent to decide between them . He thought under all the circumstances , which were of an exceptional character , which certainly could not have been contemplated or
provided for by those who framed the Constitutions—cession of jurisdiction , transfer of allegiance , and , what he might call , amicable revolution over a large extent of country , which had been sanctioned by a treaty between Grand Lodge and Grand Lodge of New South Wales , the common sense view for Grand Lodge to adopt was to reject the resolution . The matter depended on treaty . Any lodge wishing not to join the new jurisdiction
were to have that power not to join . ( Hear , hear . ) It appeared to him that the only logical course Grand Lodge could take , if they passed this resolution , was to memoralise the Grand Master to grant a new warrant to the complaining brethren . But then that would be an interference with the privilege of the Grand Master , and it would be asking him to do what was
not competent for him to do—to grant a warrant in a foreign jurisdiction . ( Cries of " Vote . " ) Bro . EVE , in reply , said it was no use saying nothing could be done j everything could be done by the Grand Master . He asked a declaration at the hands of the brethren that the brethren of the Cambrian Lodge were entitled to retain their allegiance .
The resolution was then put , and on a division was carried by about two to one , amidst cheers . Bro . PHILBRICK then brought forward the appeal of Bro . Makinson Sanders , late of Lodge No . 1025 , Star of the South , Buenos Ayres :
. Against a sentence of suspension for six months from all Masonic privileges fiassed on him by the District Grand Master for writing an un-Masonic etter to a brother of the lodge . And also an appeal by Bro . M . Sanders against a decision of the District Grand Master in refusing to order Lodge No . 1025 to furnish the appellant
with a certificate in accordance with Art . 213 Book of Constitutions . He said Bro . M . Sanders was a member of the lodge , he was put up as a candidate for the chapter , but was unsuccessful on the ballot . He applied for his certificate of clearance from the lodge , and having paid up his dues he was entitled to it . Unfortunately before he resigned the lodge he wrote a private letter to a brother , who was also a member , in which he used some
words which he had better not have used . The brother to whom it was written instead of burning it showed it in the lodge . It was not a Masonic offence , but it was taken before the District Grand Master , who suspended him for six months . The District Grand Master said Bro . Sanders was entitled to his certificate , but not to give him a clean certificate , but to state the circumstances under which Bro . Sanders left the lodge . He ( Bro .
Philbrick ) advised Grand Lodge to quash thc suspension , and to direct the District Grand Master to have entered on the books of the District Grand Lodge that Grand Lodge was of opinion that no Masonic offence had been committed by Bro . Sanders . One curious circumstance in this case was that at the time the sentence was passed a warrant had been sent out for a ncw lodge in the Argentine Republic , and the consecration
had not taken place . In that warrant this same Bro . Sanders was actually named as the S . W . of the lodge . The District Grand Master told the Master designate not to admit Bro . Sanders , and he consecrated the lodge and ignored Bro . Sanders' name , and put the brethren to elect another brother as S . VV . instead . All these acts were grossly and highly censurable
in the District Grand Master . The warrant of the Grand Master could not be altered , qualified , or disobeyed at thc will of any District Grand Master . If a District Grand Master did so he deserved to have his conduct noticed and to be admonished . If he had had any doubt he should have postponed thc consecration till he had written home . "
Bro . FENN seconded the motion , which declared the suspension null and void ab initio , and it was carried . ( irand Lodge was then closed in due form . The Grand Master took the Scrutineers' report in the private room .

Seven warrants for new lodges , viz .:

The M . W . Grand Master has been pleased to grant the prayer of the petition of the members of the Tenterden Lodge , No . 251 , and has authorised the name being changed to the Mount Moriah Lodge , No . 251 . The Carnarvon Lodge , No . 7 , formerly in the Province of Middlesex and Surrey , and meeting alternately at Hampton Court and the Cafe * Royal , Regent , street , has been permitted to relinquish the meetings at Hampton Court , and will in future be attached to the London district . The Board have great pleasure in announcing that the 25 th annual Festival will be held at the Freemasons' Tavern , on Wednesday , 19 th July . The R . W . Col . G . Noel Money , C . M . 2347 ( Craft ) , then rose and said : Most VVorshipful Pro Grand Master , as Master of the Grafton Craft Lodge of Free and Accepted Masons , No . 2347 , it is my proud privilege to-day to present to this Grand Lodge of Mark Master Masons the portrait of its most distinguished brother the Right VVorshipful the Deputy Grand Master the Earl of Euston . It would be superfluous on my part among so many well-known and approved brethren to expatiate upon the qualifications possessed by the eminent Mason whose likeness now adorns the second niche of these walls . His ardour in advancing the interests of our Order , his Charity , his benevolence , and his self-sacrifice are so well and widely known as to render any comment upon them entirely unnecessary . May he long be spared to us t further the cause he has so near at heart , and when in the fullness of tun we shall all have obeyed the inevitable summons of the Great Architect 0
