There was a tolerably full attendance at the meeting of Grand Lodge on Wednesday , but—as will be seen from the report we publish elsewhere—a fairly long and warm discussion took place over the notice of motion by Bro . W . F . Lamonby , to which we casually referred last week . As regards the other business , it is enough if we state that the Deputy Grand Master ' s
resolution , tendering the congratulations of Grand Lodge to the M . W . G . M . on the occasion of the marriage of his Royal Highness ' s son , the Duke of York , with the Princess Victoria Mary of Teck , was adopted with enthusiasm . His lordship ' s other motion to vote 300 guineas from the Fund of General Purposes towards the Queensland Masonic Relief Fund was also carried unanimously .
* * * The Quarterly Communication of Mark Grand Lodge was held in Mark Masons' Hall on Tuesday tinder the presidency of Bro . the Earl of Euston M . W . Pro G . Master , at whose instance a vote of congratulation to the Prince of Wales , as M . W . Grand Master , on the marriage of his son , the Duke of
York , was carried with acclamation . The report of the General Board shows that 552 Mark Master Masons' Certificates and 111 Royal Ark Mariners ' Certificates were issued during the past quarter , and that warrants for four new Mark Lodges , one in Northumberland , one in Cumberland and Westmorland , and two abroad , were granted during the same period .
* ? * Special interest attaches to the approaching annual convocation of the Provincial Grand Chapter of Lincolnshire , which will be held at the Odd Fellows' Hall , in the city of Lincoln , on Thursday , the 28 th inst . Comp . Major W . H . Smyth , D . C , has resigned the office of
Grand Superintendent , which he has held since 1875 , and will on this occasion instal the companion whom his Royal Highness the Grand 7-. has been pleased to appoint as his successor , namely , Comp . W . Harling Sissons , J . P . We cordially congratulate Comp .
Sissons on the honour which has been conferred upon him , and we have every reason to believe that he will display the same ability , tact , and judgment as have characterised the administration of his distinguished predecessor . # # #
Nor must we lose sight of the claims which Comp . Major Smyth has established on Royal Arch Masons generally , but more especially upon those who are or have been members of our Lincolnshire chapters . Comp . Smyth has presided for the long period of 18
years over the latter companions , and by his genial and able conduct of their affairs has secured to himself their respect and affection . These he will still continue to enjoy , and , though he is no longer the head of the Prov . Grand Chapter , we feel sure his large
experience and kindly advice will always be at the service of his successor . We trust that Comp . Major Smyth may be spared for many years to enjoy his wellearned rest from the cares and responsibilities of office . # * »
The annual meeting of the Provincial Grand Lodge of the Western Division of South Wales—of which Bro . Lord Kensington is Prov . G . Master—will be held at Narberth , Pembrokeshire , under the banner of the Narberth Lodge , No . 2001 , on Wednesday next , the 13 th inst ., when we understand Bro . the Rev . W . John
Lyte S . Stradling , Past G . Chap ., the Deputy P . G . Master , will be invited to represent the Province as Steward at the Festival in February next of the Royal Masonic Benevolent Institution . The Province has only 10 lodges on its roll , but we dare say they will zealously support their respected Deputy P . G . M . in his efforts on behalf of that Charity .
On the same day our Cheshire brethren will hold the annual meeting of the Provincial Grand Lodge , at Nantwich , under the banner of the King ' s Friends Lodge , No . 293 . No doubt Bro . Lord Egerton of Tatton , P . G . M ., will preside , and in all probability the report of the proceedings will show that Cheshire has been doing good and useful work during the past 12 months .

We publish elsewhere the full text of the appeal which has been addressed by the Master , oflicers , and members of the Worthing Lodge of Friendship , No 851 , to the Worshipful Masters of our lodges throughout England in behalf of the Worthing Relief Fund . It is undoubtedly a case of widespread distress which
cannot fail to attract the sympathy of all sections of the community , and we earnestly hope that the appeal so feelingly urged by the members of the lodge will meet with a generous response from those to whom it has been addressed . Already much has been done to mitigate
the severity of the suffering with which this popular seaside resort has been afflicted . But typhoid fever is a terrible enemy to cope with , all the more terrible because so long a time elapses ere those who have been attacked by it recover their full strength .
But in the case of this particular outbreak at Worthing , those whom it has laid low are to be numbered by hundreds , while the proportion ot deaths has been very large . Moreover , the patients have been mostly among the poorer class of inhabitants , and though the
town itself and the County of Sussex have rendered valuable aid towards alleviating the distress of the poor sufferers , there is urgent need for outside help . We need hardly say that the appeal has our entire sympathy , and that we shall gladly do what lies in our power to promote its success .
' * Bro . J . Bagot Scriven , whose death occurred at Dover quite unexpectedly on Sunday last , after only two days' illness , was a member of the well-known firm of Barclay , Perkins , and Co ., and , though only 53 years of age . had won considerable distinction in the
ranks of Masonry . He was originally a member of the St . George and Corner Stone Lodge , No . 5 , of which he was a P . M . Thence he joined thc Bishop ' s Stortford Lodge , No . 409—of which his uncle , the late Bro . Algernon Perkins , P . G . W . of England , and for ai few years Treasurer of the Boys' School , had been a
very prominent member—and in due course was elected W . M . ( in 1880 ) . He was also a founder and first M . E . Z . of the Stortford Chapter , and in the Province a P . P . S . G . W . and P . P . G . H . He was a strong supporter of our Institutions , by which , as well as by the lodges and chapters of which he was a member , his loss will be deeply felt .
A well-deserved compliment has just been paid to our respected Bro . W . J . Hughan , P . G . D . As we announced a few weeks ago , the Masonic Congress . at Chicago was opened on Monday , the 14 th August , and the very first paper to which the attention of its members was called
was from his pen . In accordance with Bro . Hughan ' s suggestion , Bro . 'Judge Speed followed up the reading of this paper by proposing that " Grand Lodges have and retain sovereignty over lodges . chartered by them , notwithstanding the subsequent establishment of a Grand Lodge in territory occupied by such lodges . "
• * * It does not derogate from the merit of Bro . Hughan ' s paper that an alternative proposition by Bro . Dr . Robbins , Past G . Master , to the effect " That a Grand Lodge duly organised in a State or other autonomous territory is rightly possessed of absolute sovereignty
therein " was preferred . American and English ideas as to the rights of private lodges differ very widely , and it could hardly have been expected that American Masons should sacrifice their own views out of respect for Bro . Hughan . But we hold that , as our law now stands , Bro . Hughan ' s proposition is undeniably right ,
and that , until the law is altered , there is no power extant which can sever the connection once established between an English private lodge and our Grand Lodge , so long as the former fulfils the conditions prescribed in the warrant and is determined on maintaining that connection .
