SUPREME GRAND CHAPTER .

The Quarterly Convocation of Supreme Grand Chapter of Royal Arch Masons of England was holden on Wednesday evening , in the Temple , Freemasons' Hall , when a large number of companions attended .

The minutes of the last Quarterly Convocation having been read and confirmed , the following report of the Committee of General Purposes was , on the motion of Comp . ROBERT GREY , seconded by Comp . FRANK RICHARDSON , taken as read , and received and ordered to be entered on the minutes :

THE REPORT OF THE COMMITTEE OF GENERAL PURPOSES . To the Supreme Grand Chapter of Royal Arch Masons of England . The Committee of General Purposes beg to report that they have examined the accounts from the 16 th July to the 14 th

October , 18 90 , both inclusive , which they find to be as follows : — To Balance , Grand Chapter £ 455 16 9 By Disbursements during the „ » Unappropriated Quarter £ 307 18 1 Account 1 S 3 47 „ Balance 38 S 9 3 „ Subsequent Receipts ... 237 o 1 „ „ Unappropriated Account 179 14 1 £ 87 6 1 s £ 876 1 5

which balances are in the Bank of England , Western Branch . The Committee have also to report that they have received the following petitions : —

Vero William Taylor , as Z . ; Millner Jutsum , as H . ; Robert Guy Kellett , as J . ; and six others for a chapter to be attached to the Joshua Nunn Lodge , No . 2154 , Halstead , to be called the Colne Valley Chapter , and to meet at the George Hotel , Halstead , in the county of Essex .

2 nd . From Comps . Captain William Home Chisholme St . Clair , R . N ., as Z . John Brickwood , as H . ; William Dart , as J . ; and 19 others for a chapter to be attached to the St . Clair Lodge , No . 2074 , Landport , to be called the St . Clair Chapter , and to meet at the Freemasons' Hall , Commercial-road , Landport , Hampshire .

3 rd . From Comps . John George Dimock , as Z . ; the Rev . Oliver Carter Cockrem , as H . ; John Walker , as J . ; and seven others for a chapter to be attached to the Vernon Lodge , No . 1802 , East Retford , to be called the St . Stephen ' s Chapter , and to meet at the Criterion , Carolgate , East Retford , Nottinghamshire .

4 th . From Comps . Joseph Henry Price , as Z . ; William Barnes Fendick , as H . ; Henry Esling , as J . ; and seven others for a chapter to be attached to the Emblematic Lodge , No . 1321 , Southwark , to be called the Emblematic Chapter ,

and to meet at the Criterion , Piccadilly . The foregoing petitions being in every respect regular , the Committee recommend that the prayers thereof be respectively granted .

The Committee have likewise received memorials , with copies of minutes , for permission to remove the following chapters : — The West Kent Chapter , No . 1297 , from the Thicket Hotel , Anerley , to the Crystal Palace , Sydenham . The Welchpool Chapter , No . 998 , from the Railway Station , Welchpool , to the Masonic Temple , Newtown , North Wales .

The Committee recommend that the removal of these chapters be sanctioned .

The Committee have further to report that , in consequence of the formation and recognition of the Grand Lodge of Tasmania , there are no longer English Craft lodges in that colony to which the chapters meeting in Tasmania can be attached , as required by Article 45 , Royal Arch Regulations .

The Committee , therefore , recommend that the charters of the Chapters Nos . 53 6 and 618 be withdrawn and cancelled , and that the chapters be erased from the register of the Grand Chapter .

ROYAL MASONIC INSTITUTION FOR BOYS .

The Quarterly Court of this Institution ' s Governors and Subscribers was held on Friday , the 31 st ult ., at Freemasons' Tavern . Bro . W . W . B . Beach , M . P ., Prov . Grand Master of Hants and the Isle of Wi ght , presided . He was supported ri ght and left b y Bros . R . Eve , Spaull , Le Feuvre , G . Everett , J . Glass , and S . J . Attenborough . The minutes having been read and confirmed ,

Bro . J GLASS moved " That the by-laws as amended by the Provisional Management and General Committees be submitted for approval . " In doing so he said that more than 12 months since , in response to an expressed opinion of a large numberof the supporters of the Institution , and at the desire of those to whom the management of the Institution had been for a time committed , a Sub-Committee was

appointed to revise the by-laws of the Institution . At the first meeting of this Committee it was resolved that lines on which such revision should proceed would be to frame the laws upon broader principles of administration than heretofore , and endeavour to prevent the management of the Institution degenerating into narrow channels and cliques . At the same time care was to be taken that the fundamental

principles of the Institution and its benefits should be in no way impaired . Every member of the Committee expressed in writing his views upon the several points that in his opinion required alteration ; in addition to which numerous suggestions were made by many brethren who took a warm interest in the affairs of the Institution , who were well qualified by their experience to offer valuable and important suggestions as to the future adminstration of the Institution . Bro . Philbrick

undertook to consolidate all the suggestions , & c , into a formal code of laws , this work requiring a great deal of patient labour and careful detail . The work was accomplished by the eminent brother named , and he was assisted in his task b y Bro . J . D . Langton , the Hon . Sec . of the Committee , and to both of these brethren the subscribers were much indebted . A draft of these laws was submitted to the Provisional Committee at a special meeting about last June . The meeting

was adjourned from time to time until the whole of the proposed laws had been discussed . The Provisional Committee , being a larger and more important representative body , were undoubtedly in a position to give expression to the requirements of the Craft upon many matters appertaining to the government of the Institution . It was also found that as the Provisional Management Committee had compiled a code of regulations for the guidance of the officers and servants of

the Institution , some of the proposed laws were unnecessary ; some also which had been framed in accordance with suggestions made to the Sub-Committee as to " last chance " cases , and certain advantages to be given to the children of deceased brothers who had during their lifetime been Life Governors of one or other of the Institutions , were rejected by theCommittee , after consideration , upon thegrounds that either they were unworkable or unfair . After several meeetings these laws

were as amended submitted to the General Committee for consideration . This was a still larger and more important body , with yet wider experience and more expansive views upon the subject . This Committee sat one day for six consecutive hours . There was at that meeting at first considerable divergence of opinion upon some essential points . There was much searching and sifting , and there was , of course , a rich harvest of academical discussion . All the brethren , however ,

exercised considerable self-denial , and generously met each other upon matters of detail , and the happy result of that meeting was the almost unanimous resolve that these laws as then amended should be submitted to the present Committeethe supreme governing body of the Institution—for approval . After referring to the most important points , Bro . Glass said that although the Committee were aware that the by-laws as submitted were not perfect in the estimation of every

brother , the Committee were strongly of opinion that they should be passed in their present form , and g iven at least a 12 months' trial . It would of course be necessary that they should be confirmed at the next Quarterly Court before they could become operative , and the Committee therefore asked the meeting to approve them that day . Most members of the Committee had had to sacrifice some pet theory upon the altar of expediency , and the Committee asked the brethren who were not quite satisfied with these laws to follow the

example set by the Committee . The Committee knew it was not by a code of laws alone that they could rely upon the Institution accomplishing its full and proper mission of charity and love towards the children committed to its care j but they believed that if those laws were administered in the same spirit in which they had been conceived , that School would take hig h rank amongst similar institutions in the country , and would receive that generous support of the Craft in the future which had been afforded to it in the past . For those

reasons the Committee asked for a unanimous vote . The motion was seconded , and agreed to . A long discussion then followed on different articles , and some alterations were made . Law 35 was altered from the last Friday to the second Friday in April and October for the elections , it being stated that the Girls' Institution would agree to alter their meeting from the last to the second Saturday . Law 9 6 was struck out , which authorised the payment of commission on subscriptions collected by local agents in large towns .

As Bro . Beach was obliged to leave before the election , he appointed Bro . Ri Eve to take his place , whereupon a vote of thanks to Bro . Beach , proposed by Bro . GEORGE EVERETT , and seconded by Bro . SCURRAH , was carried unanimousl y , and Bro . BEACH having replied , the meeting proceeded to elect 19 boys out of an approved list of 53 candidates . The list of successful candidates will be found in our advertising columns , and we append a list of those who were unsuccessful .
