Ba . 'kett was wrong in thinking the whole proposition should be rejected . It mig ht not be in accordance with the views of all . He thought a proposal ihould be brought forward , and the Board of General Purposes should have a Committee appointed specially to look after Colonial matters . Bro . L OVELAND LOVELAND said that was provided for by the proposed

rule . Bro . E VE wanted to get at it that a certain number of Colonial brethren should be brought on the Board . But this was not a matter which was very urgent—in fact , if they passed it they passed the rules with reference to the Colonial Board to-day , they would have elected a Colonial Board and struck out all the powers they wanted . He suggested that the matter should stand over for six months—not as six months was meant in another place

( laughter ) , because then it would be shelved , but let them tefer it back to the Board of General Purposes . That was a medium course , and no harm would be done . He was not unfavourable to the President of the Board of General Purposes ; he thought it desirable that the matter should be fully considered , and if they adjourned it till December the Colonies would have an opportunity of seeing what had been done , ar . d could make suggestions before the proposals became law .

Bro . Baskett ' s amendment was put and negatived , and Bro . Eve ' s proposition having been seconded by Bro . J . GLASS , P . M . 453 , was supported by Bro . W . F . LAMONBY , P . M . 656 , 13 6 7 , & c . Bro . LAMONBY suggested that the Grand Secretary should be empowered to send out the proposals to all districts in foreign parts as was done when the Book of Constitutions was revised in 1884 , so that the brethren in those districts might have an opportunity of expressing their opinion .

The motion that the consideration of the matter be deferred till the

Ouarterly Communication of December 4 th was put and carried . "" ' Bro . L OVELAND LOVELAND next moved the recomendation to alter Rule 130 , with regard to the election and installation of Master . The Rule reads " Every lodge shall annually , on the day named in its by-laws for that purpose , proceed to elect its Master by t allot from among those cf its members who have served for one year the ofiice of Master or Warden in a regular lodge warranted under the English Constitution , " & c , & c . The

alteration suggested was the insertion after the word " have " the words , " or previously to the installation of such Master shall have" " served for one year , " & c . It sometimes occurred that a Master or Warden was ineligible as Master because on the day he would be elected he might not have served the office of Master or Warden 12 months , whereas by the time when the installation period came round he might have served for a year . Bro . Dr . POCOCK seconded .

This motion was agreed to . On the motion of Bro . LOVELAND LOVELAND , seconded by Bro . Dr . POCOCK , Rule 212 was altered . The Rule runs— " If any member shall be excluded from his lodge , or shall withdraw himself from it , without having complied with its by-laws , or with the general regulations of the Craft , he shall not be eligible to join any other lodge until that lodge shall have been

made acquainted with his former neglect , so that the brethren may be enabled to exercise their discretion as to his admission , and any lodge failing to make due enquiry shall be liable to pay the arrears , if any , owing by such brother to the lodge from which he has been excluded . " The addition to this rule , which was adopted , was , after the last word , " or has withdrawn as aforesaid . "

Bro . J ALBERT FARNFIELD , P . A . G . D . C , moved "That the sum of £ 70 be given from the Fund of General Purposes ; that the money be placed in the hands of the Secretary of the ' Royal Masonic Benevolent Institution for Aged Freemasons and Widows of Freemasons , ' to supply the inmates of the Institution at Croydon with coats during the winter season . " The brethren had only to recollect the fact cf the very severe winter we had

last season to know how necessary it was that those old people should have warmth . He would net detain the brethien with any more words , because he was sure the proposition would commend itself to all of them . Bro . J ABEZ HOGG , P . G . D ., seconded the motion , which was carried unanimously . Bro . Dr . POCOCK desired to call attention to the fact that at the last meeting of the Board of General Purposes it was resolved unanimously

" That the members of the Board of General Purposes desired to place on record their high appreciation of the skill , courtesy , and ability displayed by the President , Bro . Loveland Loveland , in presiding over their deliberations during the past year . Bro . J . A . FARNFIELD said there had been omitted from the agenda paper , that the Report of the Board of Management of the Royal Masonic Benevolent Institution for Aged Freemasons and Widows of Freemasons

would be laid before Grand Lodge . The Grand Secretary laid the Report before Grand Lodge . Bro . BEACH called upon Bro . William Woodward , P . M . 1920 , to bring on his motion . That a circular be issued from Grand Lodge setting forth the scheme suggested by him , under which the Freemasons of England would contribute

to the Decoration Fund of St . Paul's Cathedral a sum sufficient for the completion of the Cupola and Transepts , that the opinion of the Craft be ascertained through such circular , and that such steps be taken thereafter to secure the end in view as may commend themselves to Grand Lodge . Bro . Woodward , however , did not respond . Bro . T . T . BUCKNILLQ . C . ( in the absence of liro . PhilbrickO . C )

, , , brought up the * ~ Appeal of Bro . W . H . Harris , P . M . Prince Alfred Lodge , No . 956 , Pietermarit / . burg , dated igth April , against a decision of the District Board of General Purposes of Natal , confirmed by the District Grand Alaster , that a brother hailing from a foreign jurisdiction was entitled to be admitted as a

visitor to a lodge if he could prove himself a M . M . irrespective of papers . Bro . BUCKNILL read the opinion of the Grand Registrar , and moved in accordance therewith " That the appeal of Bro . Harris be allowed . " The result of this is that , irrespective of papers , a brother is not entitled to be admitted as a visitor to a lodge , although he can prove himself a Master Mason .

Rule 150 reads " No visitor shall be admitted into a lodge unless he be Personall y known to , or well vouched for , after due examination , by one of me brethren present , or until he has produced the certificate of the Grand tfc | i ? e to which he claims to belong , and has given satisfactory proof that he is tne brother named in the certificate , or other proper vouchers of his having been nitated

, ' in a regular lodge . " Bro . Bro . BUCKNILL : Most certainly ; it is of daily occurrence . It is one of those charming instances which show that you could not possibly do without lawyers . ( Loud and general laughter . ) Bro . ROBERT MANUEL : Then I think that settles the question that has been raised .

After some further observations from Bros . BASKETT and CUMBERLAND , Bro . BEACH said he thought the ruling of the Grand Registrar was entirely light . He thought a discretion mi ght be used . It was not obligatory in every case to require the production of a certificate or any document , if you could satisfy the W . M ., or a brother he had deputed , that you , hailing from a foreign jurisdiction , were a Mason . But there must be discretion in the matter , and he thought the Book of Constitutions was quite definite enough on the subject . He thought the ruling of the Grand Registrar was quite consonant with the general feeling on the subject .

The appeal was allowed , and the decision of the District Board of General Purposes reversed . The scrutineers not having returned at the close of the business , Bro . Beach said he would take their report in his private room . Grand Ledge was closed in form . GRAND MARK LODGE .

The Quarterly Communication of Grand Lodge of Mark Master Masons of England and Wales and the Colonies and Dependencies of the British Crown was held on Tuesday , at Mark Masons' Hall , London . Bro . the Earl of Euston , M . W . Pro G . Master , presided . Rear-Admiral Markham acted as G . S . W . ; Bro . Charles Belton , as G . J . W . ; and Col . A . B . Cook , as Deputy Grand Master . The attendance of Grand Officers and others was numerous . Grand Lodge having been opened in ample form , the minutes

of the previous quarterly meeting were read by Bro . C F . Matier , G . Sec , and confirmed . The Report of the General Board , as published in these columns last week was taken as read , and ordered to be received and entered on the minutes , on the motion ofthe President , Bro . R . LOVELANH LO \ ELAND , seconded by Bro . FRANK RICHARDSON . The recommendations arising out of the report were afterwards carried on the motion of Bro . LOVELAND LOVELAND , seconded by Bro . RICHARDSON .

The Earl of EUSTON then declared the Prince of Wales , who was unanimously elected at the last meeting as the M . W . G . AL , to be duly re-installed as M . W . G . M ., and Bro . Dr . BALFOUR COCKBURN , G . D . C , proclaimed his Royal Highness as Grand Master . The Earl of EUSTON announced that the Prince of Wales had been pleased to re-appoint him Pro Grand Master . Whereupon Bro . Dr . BALFOUR COCKBURN proclaimed the Earl of Euston as M . W . Pro Grand Master and he was duly saluted according to ancient custom .

The Earl of EUSTON informed the brethren that the Prince of Wales had also been pleased to re-appoint Viscount Dungarvan as Deputy Grand Master , and his lordship was duly proclaimed as such . The following were the other investitures :

RICHARDSON .

The Earl of EUSTON then declared the Prince of Wales , who was unanimously elected at the last meeting as the M . W . G . AL , to be duly re-installed as M . W . G . M ., and Bro . Dr . BALFOUR COCKBURN , G . D . C , proclaimed his Royal Highness as Grand Master . The Earl of EUSTON announced that the Prince of Wales had been pleased to re-appoint him Pro Grand Master . Whereupon Bro . Dr . BALFOUR COCKBURN proclaimed the Earl of Euston as M . W . Pro Grand Master and he was duly saluted according to ancient custom .

The Earl of EUSTON informed the brethren that the Prince of Wales had also been pleased to re-appoint Viscount Dungarvan as Deputy Grand Master , and his lordship was duly proclaimed as such . The following were the other investitures :
