Bro . LETCHWORTH , after tne opening ceremonies , in addressing the brethren , said that in view of the somewhat lengthy ceremony before them , he would not presume to occupy the time with many words of his own . He was there in obedience to the command of the M . W . G . M ., and as his humble representative for the purpose of undertaking a very interesting and , at the same time , a very solemn ceremony , the constitution of a new
lodge , and its dedication to the service of Almighty God ; and he felt sure that he was only giving utterance to the feelings of all present when he expressed a hope that this new lodge , which would thereafter be known as the Justicia Lodge , might have before it a career of great prosperity , and that it mig ht be the means of advancing the best interests of Freemasonry in the Metropolis .
Bro . the Rev . J . S . BROWNRIGG , P . G . C , delivered the oration , in which he denned justice , the title of this lodge , as comprehending Divine ^ and moral justice and human justice , Divine and moral justice being the higher , and requiring every man to discharge his duty . Every man had a duty to perform—to himself , to his brethren , and to the world , and to leave undone any part of his duty was a crime . He trusted that the following of the hig her—the Divine and moral justice—would be particularly carried out in that lodge till time should be no more .
After the consecration and dedication of the lodge , Bro . Letchworth , assisted by a Board of 50 Installed Masters , installed Bro . C . E . Keyser as W . M . The other officers were as follows : Bros . Lieut .-Col . Henry Daniell , P . P . G . Stwd . Herts ., W . M . 403 , acting I . P . M . ; Sir Simeon H . L . Stuart , Bart , P . M . 570 ( I . C ) , S . W . ; H . Thomson Lyon , J . W . ; J . S . Tamburini , P . M . 1719 , I . W . 33 , Treas . ; William Vincent , P . P . G . Std . Br . Middx .,
P . M . 1194 and 1624 , Sec . ; George Greenham , S . D . ; Col . Fred Keyser , C . B ., G . Stwd ., S . VV . 2 , J . D . ; F . Osmond Carr , Mus . Doc . Oxon ., P . P . J . G . W . Cam ., P . M . 859 , W . M . 2488 , Org . ; Will E . Chapman , P . P . S . G . W . Bucks , P . M . and Sec . 2190 and - ' 430 , and Sec . 2488 , D . C . ; George E . Smith , I . G . ; and Harry Wilson and John Smith , S . D . 2490 , Stwds . A Committee consisting of the W . M ., Wardens , Treasurer , and
Secretary , was appointed to frame the by-laws , and a vote of thanks to the Consecrating Ofiicers was passed together with the honorary membership of the lodge . A founder ' s jewel was also presented to each Consecrating Officer and to Bro . Henry Sadler , G . Tyler . Bro . LETCH WORTH acknowledged the gifts and the lodge was then closed . The brethren afterwards partook of a choice banquet at FYeemasons ' Tavern . The usual toasts followed .
Bro . Sir REGINALD HANSON , P . G . W ., responded for "The Grand Officers . " Bro . KEYSER W . M ., in proposing "The Consecrating Officers , " with which be coupled the name of Bro . Edward Letchworth , said that every brother who witnessed the ceremonies that evening must have been delighted with thc manner in which they were performed . He had personally assisted
Bro . Letchworth in consecrating lodges at various times , but he did not think Bro . I . etchwortli had ever performed the consecration ceremony better llian he hsd that day . In it he bad been ably assisted by Bros . Sir Reginald Hanson , Sir John Monckton , Brownrigg , Frank Richardson , ancl Major-General Hay . This was something like the Jooth time Bro . Richardson
linel efiicialed as D . C . at consecrations and his knowledge of the minutest details cf a consecration was uniquailed in the Craft . As for Major-General Hay , it was an act of great condescension on his part , holding so high a position as he did in the Craft to act as I . G . No lodge could have started under better auspices .
Bro . LETCHWORTH , in acknowledging the toast , said the brethren were aware he had many great duties to discharge in connection with the Masonic Order , but he could assure them that no duty gave him so much pleasure as assisting as he had done lhat night in starting a new lodge . That pleasure , loo , was enhanced when hc felt , as he hael now the utmost confidence in feeling that under the able and genial rule of Bro . Keyser , assisted as he would be by Wardens like Bros . Sir Simeon Stuart and Lyon , the
lodge would be a great success . That it might be a great success was the earnest wish of the Consecrating Ofliccrs . He then proposed " The Health of the VV . M ., " than who he did not know a brother more zealous in the cause of Masonry . Bro . Keyser had devoted his time for many years to the furtherance of the interests of the Order . Whether it be in Hertfordshire or in London , or in Berkshire , wherever he went he brought an amount of zeal lo bear on what he did which could not but be to the great profit of any lodge with which he was connected . He asked the brethren to join

with him in wishing with all heartiness a very pleasant and prosperous year of ofh " ce to Bro . Keyser . Bro . KEYSER , W . M ., in responding to the toast , said , as far as his zeal for Masonry was concerned , Bro . Letchworth had spoken the truth , but whether that zeal had been so successful as Bro . Letchworth implied , he could not say . He felt a genuine interest in Masonry , both as to the work
in lodge , in which he hoped he was proficient , or in the great work of the Masonic Charities , in which he trusted the Justicia Lodge was embarked , and with which he was closel y identified . With regard to the position he held in the Justicia Lodge , as he had said on previous occasions in other lodges , hc had given the promoters of the Iodge a good deal of trouble . He was not one of those persons who went about changing their lodges , always
wishing to be in the chair , but still that was the third time he had had the honour of being the first Master of a new lodge . He appreciated the honour the brethren had done him . As he had said , he had g iven them a good deal of trouble ; the S . W . saw him several times before he got his answer to the question whether he could take the position of W . M . or not . However , he ( Bro . Keyser ) thought he could under the circumstances , because
the lodge was started with a good motive , and was likely to be of great service to the Order , and to a class of brethren who would find it difficult to attend the meetings of ordinary lodges , but who could attend a lodge like that which was to meet late in the evening . Although they would do great work they would curtail refreshment , and they hoped to get a good lodge together , which would be of great benefit to the Craft . All this had been put before him , and as the brethren had thought he had had experience as an old
Mason he was induced , aftera little pressure , to consent to be the first W . M . Having done so , he should try his best to promote the greatest interests of the lodge . As to the two other lodges of which he had been the first Master , they were now very prosperous indeed , and although he trusted that lodge would not be in a hurry to get great numbers , he hoped they would get good members of whom they would not be ashamed of having in the lodge which had been born that day .
Bro . C . E . BIRCH , Prov . J . G . W . Herts , responded to the toast of " The Visitors , " and regretted that the Dep . Prov . Grand Master of Hertfordshire , Bro . G . E . Lake , had been obliged to leave before this toast had been drunk .
Bro . Sir SIMEON STUART , S . W ., replied to the toast of " The Officers , " who , he said , had a very hard task to undertake to follow such a M aster as Bro . Keyser . It had been his very great privilege to be under Bro . Keyser when he was W . M . of the Lodge of Antiquity , and he hoped
that the way in which he had performed his task in that lodge would be continued in this lodge . The officers would do their level best to follow the lead he had given them , for Bro . Keyser was one of the very best workers of Freemasonry it had been his lot to meet . The officers would try to do credit to their commander . The Tyler ' s toast closed the proceedings .

It was interesting to himself as being the first lodge he would have the honour to consecrate , for it would lie the first original Middlesex lodge . He thanked the founders for increasing the number of lodges in the province , and hoped any shortcomings on his part in the ceremonial would be overlooked , as it was the first opportunity he had ever had of performing the consecration ceremony . An oration was delivered by Bro . the Rev . A . W . Oxford , P . G . Chap ., and the new lodge was afterwards dedicated and constituted .
