entitled . We consider it little short of a scandal that these amounts outstanding , which are set forth in the Report of the Audit , should include such sums as £ 319 5 s . for " 18 9 8 Subscriptions " and £ 104 2 s . 6 d . for "Back Subscriptions . " We trust

the accounts f n the present year , when they come to be examined and audited , will be found to offer a substantial improvement in respect of these arrear subscriptions . As for the part p layed b y the Secretary , Bro . G . W . SPETH , as the Editor of the

Transactions , we ' cannot speak too hig hl y of the ability with which from the very outset he has prepared successive volumes for the press , and this ability is as noticeable in the Part which has just been issued as in those that have preceded it , while the

contributions to this Part for which he is personall y responsible , demonstrate that his ability as a writer and his judgment as a critic are as conspicuous as ever . The paper he read at the January meeting on " The English Lodge of Bordeaux , " is

among the best for which we are indebted to him , and it has the further advantage of being supplemented b y " A Monograph of the Dillons , " which Bro . W . J . CllETWODE CRAWLEY has been at the pains of compiling in illustration of the Bro . TALBOT

After Grand Chapter had been opened in ancient and solemn form , and the minutes of the Febiuaiy Convrcation had been read and confirmed , the appointment and investiture of the new Grand Officers was proceeded with .

Karl AMHERST first said that he had to acquaint Grand Chapter that his Royal H'ghness ihe First Principal had been pleased to re-appoint him Pro Grand Z . ( Apphuse . ) He next said he had to inform Grand Chapter that his Rojal Highness had also bsen pleased to re-appoint the

Earl of Warwick , Second Grand Principal , and he had further to inform Grand Chapter that his Royal Highness had been pleased to appoint Comp . William Wither Bramston Beach , M . P ., G . J . The Brent Chapter , No . 1284 , from the Masonic Hall , Topsham , to the Freemasons' Hall , Exeter , Devon .

The Savage Club Chapter , No . 2190 , from 33 , Golden-square , to Mark Masons' Hall , London . The Prince Edwin Chapter , No . 128 , from the Bridge Inn , to the Royal Hotel , Silver-street , Bury , Lancashire . The Montefiore Chapter , No . 1017 , from the Trocadero Restaurant , to the Holborn Restaurant , London , W . C . A charter of confirmation was granted to the Somerset House and

Inverness Chapter , No . 4 , London , the original charter having been lost . Comp . FRANK RICHARDSON next brought forward the motion , of which notice had been given" That Rules 94 , 95 , and 96 , Royal Arch Regulations be altered to read as follows : Rule 94 . The jewel of office of Present Grand Officers of the Supreme Grand Chapter shall be suspended from a chain of gold or metal gilt of

the prescribed pattern , or fiom a collar four inches broad of three colours , viz . —purple , crimson , and pale blue—such last named collar to be worn on all occasions , except in Supreme Grand Chapter , and at Ceremonials and Festivals where the Grand Officers appear in their official capacities , when chains are to be worn . The jewel of office of Past Grand Officers of the Supreme Grand Chapter is to be suspended from a collar of the same width and coloucs as that before described .

Rule 95 . Grand Superintendents wear chains or collars similar to those of Officers of the Supreme Grand Chapters other Present and Past Officers of Provincial and District Grand Chapters also wear collars similar to those worn by the Officers of the Supreme Grand Chapter ; but such collars are not to exceed two inches in width .

Rule 96 . The jewel of office worn by the Principals and Officers is suspended from a crimson collar four inches broad . Past First Principals , so long as they continue to subscribe to some Royal Arch Chapter , may be entitled to wear on all occasions when Ro . yal Arch clothing may be worn , crim-on collars four inches wide , with gold braid a quirter of an inch wide in the centre .

Comp . Richardson said the object of the motion was virtually to bring Grand-Chapter into exact line with Grand Lodge . At the present time , as the companions knew , there was no difference between those companions in Grand Office or Past Grand Office and those who were not . In Grand Lodge those brethren who were in office for the year wore a chain instead of a collar , and he thought it would be for the dignity of Grand Chapter if the same rule were adopted by Grand Chapter . The notice of motion was

divided into three pans . The second part related to Grand Superintendents . At the present time Grand Superintendents , even in their Provinces or Districts , were not distinguished in any way whatever from the rest of the companions , and he thought they would agree with him that a companion who had had such distinguished rank as to preside over his province should be in some way marked from those under his rule . Then there was no distinction between Principals and Past Principals , and he thought that the same rule would very well apply to them as was applied to Masters and

Past Masters in Grand Lodge . A Past Master wore a silver braid on his collar . Now , his suggestion was that that rule should apply to the Royal Arch , and that all Past Principals of chapters should be entitled to wear a s ' . ripe down the collar . This matter had been before the Committee of General Purposes , and the Committee of General Purposes unanimously approved of the alterations he now proposed in the Royal Arch Regulations , and in consequence of that this notice of motion was given . Now that the Committee had passed and approved of these suggestions , he hoped he should have Grand Chapter with him , and see their way to support him .

Comp . RICHARD HORTON SMITH , Q . C , P . G . Reg ., seconded the motion . By the Committee ol General Purposes it was thought to be acceptable , and that it was right and proper to be done . The alterations were then put separately , and adopted ,

Grand Superintendents wear chains or collars similar to those of Officers of the Supreme Grand Chapters other Present and Past Officers of Provincial and District Grand Chapters also wear collars similar to those worn by the Officers of the Supreme Grand Chapter ; but such collars are not to exceed two inches in width .

Rule 96 . The jewel of office worn by the Principals and Officers is suspended from a crimson collar four inches broad . Past First Principals , so long as they continue to subscribe to some Royal Arch Chapter , may be entitled to wear on all occasions when Ro . yal Arch clothing may be worn , crim-on collars four inches wide , with gold braid a quirter of an inch wide in the centre .

Comp . Richardson said the object of the motion was virtually to bring Grand-Chapter into exact line with Grand Lodge . At the present time , as the companions knew , there was no difference between those companions in Grand Office or Past Grand Office and those who were not . In Grand Lodge those brethren who were in office for the year wore a chain instead of a collar , and he thought it would be for the dignity of Grand Chapter if the same rule were adopted by Grand Chapter . The notice of motion was

divided into three pans . The second part related to Grand Superintendents . At the present time Grand Superintendents , even in their Provinces or Districts , were not distinguished in any way whatever from the rest of the companions , and he thought they would agree with him that a companion who had had such distinguished rank as to preside over his province should be in some way marked from those under his rule . Then there was no distinction between Principals and Past Principals , and he thought that the same rule would very well apply to them as was applied to Masters and

Past Masters in Grand Lodge . A Past Master wore a silver braid on his collar . Now , his suggestion was that that rule should apply to the Royal Arch , and that all Past Principals of chapters should be entitled to wear a s ' . ripe down the collar . This matter had been before the Committee of General Purposes , and the Committee of General Purposes unanimously approved of the alterations he now proposed in the Royal Arch Regulations , and in consequence of that this notice of motion was given . Now that the Committee had passed and approved of these suggestions , he hoped he should have Grand Chapter with him , and see their way to support him .

Comp . RICHARD HORTON SMITH , Q . C , P . G . Reg ., seconded the motion . By the Committee ol General Purposes it was thought to be acceptable , and that it was right and proper to be done . The alterations were then put separately , and adopted ,
