RULE 210 . To the Editor of the " Freemason , " Dear Sir and Brother , I expected some brother would have replied to Bro . Hitchins' letter and pointed out that the manner in which he had met the difficulty of dealing with Ihe exclusion of brethren in arrear , under Rule 210 , was quite contrary to the Book of Constitutions , and , therefore , no solution at all . It is an axiom to say that no by-law of a private lodge can override the Book of Constitutions . Rule 210 is the Jaw for England and all District Grand Lodges , and since it provides that a member of a lodge shall receive due notice of a complaint made against him ( by which I understand that it can be proved that such notice has been sent to his last known address ) before he can be excluded , it follows that the by-laws in the lodges and chapters referred to are invalid unless it be understood that the word " may " pre-supposes that the " due notice " has been sent , in which case we are thrown back on the original difficulty . The by-law , No . 14 , to which Bro . Hitchins refers , under the word "liable , " presumes that the provisions of the Book of Constitutions have been complied with ; but if all " notice in writing be dispensed with , " the action of the lodge under it , if any , was quite illegal . I am glad to see that Bro . Woodward , P . P . G . Sec . of Middx ., guards himself against expressing approval of the Colonial way of cutting the "Gordian knot . " But Bro . Hitchins must remember that the Colonial lodges , as well as lodges at home , must submit their bylaws to the Grand Secretary for approval , and Rule 210 is the law all over the world for the English Constitution , and to strike a brother ' s name off the list of members , for any cause , without sending him previous notice , is an illegality , and would be reversed on appeal to Grand Lodge by the individual aggrieved . —I am , dear Sir and Brother , yours fraternally , Dec . 30 th . G . Robertson , Editor of the Mail ,
Wellington , New Zealand . The agnostic element want ' that liberty in thoughtcharacteristicof French lodges , 'and there is likely to be lively times in that distant Colony . This French invasion of occupied tercitory will prevent the harmonious formation of the proposed Grand Lodge , and scatter seeds of discord among the brethren . Belief in the G . A . O . T . The brethren invested as officers for the ensuing

' s jewel which had been voted by the lodge as a testimony to him of the appreciation of the brethren of the admirable manner in which he had discharged the duties of W . M . of the lodge during the year 1 S 88 .
The lodge was thereafter closed , and the brethren adjourned to the drawing room of Freemasons' Tavern , where a choice banquet was provided by Bro . Madell , the manager of Messrs . Spiers and Pond ( Limited ) . After the banquet was disposed of , grace was sung by the musical brethren under the direction of Bro . H . Schartau , who was assisted by Bros . E . Dalzell , P . M ., Prov . G . Org .
Middx ., VV . Coates , R . De Lacy , and Pritchard . The usual toasts followed . The W . M ., in proposing "The Queen and the Craft , " said the speeches that evening were going to be very short ; first , because he was unable to say much , and , secondly , because the brethren would be pleased to enjoy the beautiful musical programme which they had before
them . Speaking of the Queen , he might say they all , as Masons , adored her , and as a Queen they loved her . The toast having been followed by the National Anthem , The W . M . next proposed " The Prince of Wales , M . W . G . M ., " a brother he had seen preside on one occasion , and whose manner of conducting business struck him as
showing that the Prince of Wales made the best of Grand Masters . In giving " The Health of the Pro G . M ., the D . G . M ., and ihe rest of the Grand Officers , Present and Past , " the VV . M . said it was easy to understand that with a multitude of duties pressing upon the Grand Master , it was impossible that he should be always present at Grand Lodge ,
and the Craft were fortunate in the G . M . having such a Pro G . M . and D . G . M ., and other officers to assist him as the Earl of Carnarvon and the Earl of La' . hom and the other brethren named in the toast . There was no doubt those officers did a lot of work , and did it well . Bro . Bickerton , I . P . M ., in proposing "The W . M ., " said some amount of trouble must have been taken by their
Worshipful Past Master and Secretary Harvey in providing the excellent and apt quotations following each toast on the printed list . He thought the quotation attached to the toast he was now proposing was most lit— " It is an office of great worth . " Having filled that office himself , he could testify that the office was certainly one of great honour , and in the brother they had first elected and then installed as VV . M ., they knew they were all able to speak
in terms of the highest praise , as he himself ( Biu . Bickerton ) could personally speak . Following the cue set by the VV . M ., he should say but little in making a speech , because it would prevent the brethren enjoying the music , and at the same time getting home in decent time . The brethren having , in addition to the customary tire , sung " For he ' s a jolly good fellow , " The W . M ., in replying to the toast , said he thanked the

M ., afterwards delivered the addresses , and the new
W . M . then in splendid style initiated Mr . Sydney Herbert Meyers as an Entered Apprentice Freemason . He then presented Bro . Bickerton with a handsome P . M . ' s jewel which had been voted by the lodge as a testimony to him of the appreciation of the brethren of the admirable manner in which he had discharged the duties of W . M . of the lodge during the year 1 S 88 .
The lodge was thereafter closed , and the brethren adjourned to the drawing room of Freemasons' Tavern , where a choice banquet was provided by Bro . Madell , the manager of Messrs . Spiers and Pond ( Limited ) . After the banquet was disposed of , grace was sung by the musical brethren under the direction of Bro . H . Schartau , who was assisted by Bros . E . Dalzell , P . M ., Prov . G . Org .
Middx ., VV . Coates , R . De Lacy , and Pritchard . The usual toasts followed . The W . M ., in proposing "The Queen and the Craft , " said the speeches that evening were going to be very short ; first , because he was unable to say much , and , secondly , because the brethren would be pleased to enjoy the beautiful musical programme which they had before
them . Speaking of the Queen , he might say they all , as Masons , adored her , and as a Queen they loved her . The toast having been followed by the National Anthem , The W . M . next proposed " The Prince of Wales , M . W . G . M ., " a brother he had seen preside on one occasion , and whose manner of conducting business struck him as
showing that the Prince of Wales made the best of Grand Masters . In giving " The Health of the Pro G . M ., the D . G . M ., and ihe rest of the Grand Officers , Present and Past , " the VV . M . said it was easy to understand that with a multitude of duties pressing upon the Grand Master , it was impossible that he should be always present at Grand Lodge ,
and the Craft were fortunate in the G . M . having such a Pro G . M . and D . G . M ., and other officers to assist him as the Earl of Carnarvon and the Earl of La' . hom and the other brethren named in the toast . There was no doubt those officers did a lot of work , and did it well . Bro . Bickerton , I . P . M ., in proposing "The W . M ., " said some amount of trouble must have been taken by their
Worshipful Past Master and Secretary Harvey in providing the excellent and apt quotations following each toast on the printed list . He thought the quotation attached to the toast he was now proposing was most lit— " It is an office of great worth . " Having filled that office himself , he could testify that the office was certainly one of great honour , and in the brother they had first elected and then installed as VV . M ., they knew they were all able to speak
in terms of the highest praise , as he himself ( Biu . Bickerton ) could personally speak . Following the cue set by the VV . M ., he should say but little in making a speech , because it would prevent the brethren enjoying the music , and at the same time getting home in decent time . The brethren having , in addition to the customary tire , sung " For he ' s a jolly good fellow , " The W . M ., in replying to the toast , said he thanked the
