Grand Lodge having been formal )}' opened , the minutes of the Quarterl y Communication of December 7 th , 1892 , were read by the GRAND SECRETARY , put by the G RAND MASTER in the chair , and confirmed . The Earl of MOUNT EDGCUMBE then said he was deputed by the Pro Grand Master to move the two resolutions which stood under head No . 2 on the agenda paper . Before doing so he would say that the Pro Grand Master
would not be present that day because he was on a holiday tour abroad . He hoped he was enjoying a cruise in the Mediterranean — a holiday which he did not often award to himself . The brethren would see the first resolution referred to a vote of a sum of 200 guineas from the Fund of General Purposes in alleviation of the distress ol Masonic brethren in St . John ' s , Newfoundland . They would remember that at the Quarterly
Communication of September 7 th , 1892 , on the motion of the M . W . G . M . a sum of 300 guineas was voted by Grand Lodge for the alleviation of the general distress of the inhabitants of Newfoundland in consequence of the great fire , that sum to be handed to the Lord Mayor for the Mansion House Fund . At the time that motion was brought forward there was a question in the minds of brethren whether that sum ought to
have been for the general alleviation of the inhabitants or for the benefit only of brethren in Masonry ; but it was voted , and he thought rightly , to be given to the general fund ; but at the same time he was authorised on behalf of the M . W . G . M . to say that probably on some future occasion , if circumstances offered to justify it , he would ask Grand
Lodge to give a further sum for the alleviation of distress caused specially among the Masonic brethren in St . John ' s , who , they knew , suffered great losses during the lire . In fulfilment of that promise he now , by the authority of the M . W . G . M ., moved the resolution which he would read , and which he hoped would commend itself to Grand Lodge .
That this Grand Lodge do vote the sum of two hundred guineas , from the Fund of General Purposes , in alleviation of the distress of Masonic brethren in St . John ' s , Newfoundland , occasioned by the disastrous fire in that town , and the above sum be paid to his Excellency Sir Terence O'Brien , K . C . M . G ., Past Grand Deacon , Governor of Newfoundland , for distribution at the discretion of the District Grand Master .
Bro . W . BEACH , Acting D . G . M ., said he had great pleasure in seconding the motion . The motion was carried unanimously . The EARF , of MOUNT EDGCUMBE said he now came to the second resolution on behalf of his Royal Highness , the M . W . G . M ., who proposed a vote for the alleviation of the distress occasioned by the recent
earthquakes in the Island of Zante . The Island of Zante was no longer a Dependency of the British Crown . The Ionian Islands , as thc brethren would remember , were ceded to Greece in , he thought , the year 1864 ; while these islands were still under the British Hag , a lodge called the Star in the East was established in the Island of Zante , and , as he had been told , was a still flourishing and excellent lodge . And when these terrible earthquakes
took p lace an appeal came from that lodge by telegram , and it was in response to that appeal that he now asked Grand Lodge to agree to this vote . The telegram was on 31 st January and it was on behalf of the inhabitants to the Grand Lodge of England stating that in consequence of the earthquakes half the inhabitants were houseless . Although that was sent off in the first panic of distress he believed that it did not exaggerate
the facts . But ten days after a letter was read from the Secretary of the lodge who stated that it was in consequence of the continuous nervousness they had been placed in that the delay occurred , and the repeated shocks which succeeded each other that they had neglected to confirm the telegram . He might say that he had no doubt that that was perfectly correct , and that the brethren svould now carry out the suggestion of his Royal Highness the M . W . G . M .
Bro . BEACH said he begged to second it . The Earl of MOUNT EDGCUMBE said he would read it out—That this Grand Lodge , sympathising with the sufferings caused by the recent earthquakes in the Island of Zante , do vote the sum of one hundred guineas , from the Fund of General Purposes , in alleviation of the distress occasioned thereby , and that the above sum be paid to the Consul-General of Greece to the credit of the Fund now being raised by him for the relief of the distress in the Island .
The Consul General of Greece in London had been interviewed on the subject , and he was perfectly willing to take charge of this money and see that it was properly distributed . The motion was unanimously carried . Bro . THOMAS L EAN WILKINSON , P . M . 92 , then rose to propose the reelection of H . R . H . thc Prince of Wales as M . W . G . M . He said : M . W . Grand Master in the Chair and Brethren , —I have now the honour to
propose that his Royal Highness Albert Edward , Prince of Wales , he elected Grand Master for thc ensuing year . Brethren , it has long been the custom amongst what have been called " the free nations of the North " to select for high officers in the Craft members of the reigning houses . It has been so in Germany , in Holland , in Denmark , in Sweden , and more especially here in England . It is now just n 1 years since the Grand Master's chair was first filled by a Prince of the Blood , and during 79 years

that chair has been occupied bya son ofthe Kingor Queen of England . Brethren , this result is not alone due to the feeling of loyalty which is so strongly the characteristic of English Freemasons , it is due also to the unflagging skill , zeal , and tact with which the Royal occupants of the chair have ever brought to the fulfilment of the duties of their hi gh office . His Royal Highness the Prince of Wales has in all these high' qualities been pre-eminent . In
the transaction of the business of the offices which he has held now for 18 years he has more than satisfied the great traditions of his illustrious house , and therefore it is , brethren , that I feel that I am onl y feebly giving voice to the unanimous wish of the Craft when I propose for the 19 th year that you should elect his Royal Highness , and I utter the prayer that he may long live to rule over us . H .. as our M . W . G . M . of the greatest Craft in the world . During the time H . R . H . has been the Grand Master , Freemasonry has gone by leaps and bounds , and the last few years have shown what Freemasonry can do to assist the Charities of the Order . The cloud which unfortunately overshadowed the Royal House has prevented his
Royal Highness coming among us as much as he would have desired , but we have seen a silver lining to that cloud , and we trust that he and his family may have every blessing , and that he may preside over Freemasonry with the same benefit to the Craft for many , many years to come . The motion was carried amidst enthusiastic applause , and Bro . THOMAS FENN , President of the Board of General Purposes , in the absence of Sir Albert W . Woods ( Garter ) , G . D . C , proclaimed his Royal Highness as duly elected .

REPORT OF THE BOARD OF GENERAL PURPOSES . To the United Grand Lodge of Ancient Free and Accepted Masons of England . The Board have to report that it has appeared from the return made by a country lodge that a bi other had been passed on the 16 th May , 1892 , who had been initiated on the 19 th April , 1892—the 18 th April , the day of regular meeting , being a Bank Holiday—contrary to Rule 195 ot the Book of Constitutions . The Board decided that the brother irregularly advanced must be re-obligated in the Second and Third Degree before a certificate can be granted .
The following presentations have been made to the library and museum during the year ending 31 st December , 1892 :
