We fully agree with him that the revival of such a practice by our lodges generally would be most beneficial . It is necessary that young brethren should be ' educated and enlightened as " early as possible on the tenets and principles of our profession , " and it is difficult to see how that can be done by the mere repetition , Iodge meeting after lodge meeting , of our appointed

ceremonies . The further the young brother advances in his pursuit ol Masonry , the more necessary becomes this " enlightenment , " and to him , therefore , the occasional exposition of their true meaning and import will be invaluable , to say nothing of the relief it will afford him from thc monotonous iteration of the same formulrc . Like Bro . RILEY we are convinced

that the adoption of this old by-law , especially by our country lodges , would be a great benefit , and that the brethren would exhibit greater readiness to attend the duties of the lodge if they knew that some competent instructor would occasionally guide them to a better understanding of our work . By thus spreading " a better knowledge of our whole system , " there cannot fail

to be called forth "a truer appreciation of our principles as handed down to us , " and we sincerely trust the wise counsels of Bro . RILEY will be taken to heart by such of our lodges as are ordinarily content with the mere " parrot-like repetition of our ceremonies . " We trust this will not be the last experience we shall have of our worthy brother in the character of a lecturer on " Modern Freemasonry . ''

Provincial Grand Lodge Of East Lancashire.

PROVINCIAL GRAND LODGE OF EAST LANCASHIRE .

The half-yearly meeting of the above Provincial Grand Lodge was held on the afternoon of the 23 rd ult ., in the Assembly Room of the Free Trade Hal ! , Manchester . Bro . Col . Le Gendre N . Starkie , R . W . P . G . M ., was in the

chair , and there was a large attendance of Provincial Officers , Present and Past . AU the lodges in the province , with the exception of five , were represented , those not answering to the call being Nos . 215 , 226 , 369 , 1519 , and 1634 .

The minutes of the annual meeting in May last were taken as read , and were confirmed .

Bro . J . L . HINE , P . P . S . G . W ., then said that he considered it his duty to call the attention of the Piovincial Grand Lodge to the fact that the minutes which had been taken as read , embodying the proceedings of the Charity Committee , contained a record of an attempt by that Committee to p lace upon the Royal Masonic Institution for Boys a son of a brother from

an adjoining province under the "Blair nomination , " and he begged to remind them they had no power to do any such thing . Unfortunately for him , as a member of that Committee , he was prevented by sickness from being present , not being at that time in England . The late Bro . Blair intended the nomination to be confined exclusively for the sons of brethren in the Province of East Lancashire , and he felt convinced that a Court of

Equity , if appealed to , would not sanction any such nomination , and so long as he ( Bro ; Hine ) lived , he should consider it his bounden duty ( in order to carry out the intention of the donor ) to oppose any future attempt that might be made to place a boy other than a son of a brother in the

Province of East Lancashire upon the Royal Masonic Institution for Boys . The RIGHT WORSHIPFUL PROV . GRAND MASTER said that Bro-Hine ' s remarks were most pertinent and that at the time the resolution for the nomination of a boy then alluded to was passed , he had grave doubts as to its legality ,

Nominations for the office of Prov . G . Treasurer next year was received , the following names being submitted : Bros . J . W . Edwards , P . M . Affability ; A . Williams , VV . M . Arthur Sullivan ; S . Warburton , P . M . Callender ; W . Bagnall , P . M . Caledonian ; J . W . Allison , P . M . Alexandra . VV . Livesay , Integrity ; W . Bagnall , Caledonian ; and C . D . Cheetham , jun ., Alexandravvere appointed Auditors of Prov . Grand Lodge accounts .

, The report of the proceedings of the Charity Committee was read by the Prov . Grand Secretary ( Bro . J . CHADWICK ) . Bro . J . A . BIRCH , P . Prov . G . W ., in proposing the adoption of the report , said that the elections in May last were extremely successful so far as East Lancashire was concerned . The province elected two old men and

three widows of deceased Freemasons to the Royal Masonic Benevolent Institution for Aged Freemasons and Widows . Great help in achieving this result was afforded by the funds obtained by donations promised by lodges in commemoration of the Jubilee year . Bro . G . P . BROCKBANK , P . G ., Std . Br ., seconded the motion .

The PROV . GRAND MASTER , in putting the motion , suggested that those lodges which had not yet paid the special Jubilee contributions should do so as soon as possible . He understood that the promises were given that the money should be paid during the present year , and he had no doubt that 1 would be so .

The motion was earned . , Bro . VV . NICHOLL , Prov . G . Treas ., had in his name upon the agenda a number of suggested amendments of Provincial Grand by-laws , but , after a brief discussion , he consented to his proposals being first submitted to Committee for consideration .

, The report of the proceedings of the Charity Committee was read by the Prov . Grand Secretary ( Bro . J . CHADWICK ) . Bro . J . A . BIRCH , P . Prov . G . W ., in proposing the adoption of the report , said that the elections in May last were extremely successful so far as East Lancashire was concerned . The province elected two old men and

three widows of deceased Freemasons to the Royal Masonic Benevolent Institution for Aged Freemasons and Widows . Great help in achieving this result was afforded by the funds obtained by donations promised by lodges in commemoration of the Jubilee year . Bro . G . P . BROCKBANK , P . G ., Std . Br ., seconded the motion .

The PROV . GRAND MASTER , in putting the motion , suggested that those lodges which had not yet paid the special Jubilee contributions should do so as soon as possible . He understood that the promises were given that the money should be paid during the present year , and he had no doubt that 1 would be so .

The motion was earned . , Bro . VV . NICHOLL , Prov . G . Treas ., had in his name upon the agenda a number of suggested amendments of Provincial Grand by-laws , but , after a brief discussion , he consented to his proposals being first submitted to Committee for consideration .
