OUR WEEKLY BUDGET .

THERE have been evidences this week that the enforced activity of the House of Lords which always marks the early portion of tho Session is drawing to a close . Necessarily the War Question has occupied a leading place in the consideration of their lordships , and on each occasion of the House sitting , either some question relating thereto

has been asked and answered , or the Foreign Secretary of State has voluntarily furnished some important information . In addition , a question was raised as to the service of Hobart Pasha in the Turkish Navy , the gallant Admiral being likewise borne on our own Navy List . This , of

course , was duly explained by the official representative of the Admiralty . On Monday , the South African Bill received a second reading , the Earl of Carnarvon , who moved the question , and the Earl of Kimberley and Earl Grey , both

ex-Colonial Secretaries , taking part in the debate . The same evening the Mutiny and Marine Mutiny Bills were read a second time , and , the Standing Orders having been suspended , were then read a third time and passed .

In the House of Commons , the War in the East has received its due share of attention , and Mr . E . Jenkins has been urgent as to certain atrocities in Bulgaria . Great progress , however , has been made with the real business of the year . On Friday , a motion was brought forward by

Mr . Hanbury-Tracy , on the subject of Parliamentary Reporting . A long debate ensued , and , in the result , Mr . Hanbury-Tracy was defeated by 152 to 128 votes . On Monday , tbe debate on the second reading of the Customs and Inland Revenue Bill afforded the House an opportunity

of criticising the financial measures of the Government . Mr . Childers led the way , and Mr . Smith , the Financial Secretary to the Treasury , and the Chancellor of the Exchequer defended the measures of Ministers . The Bill was ultimately read a second time . A Public Works Loan

( Consolidated Fund ) Bill was introduced by Mr . Sclater-Booth , and discusser ! at some length , and , in the end , received its first reading . On Tuesday , Mr . Shaw introduced a motion on the Home Rule question , w Inch engaged the attention of the House for the greater part of the

evening . A considerable number of English and Irish members took part in the debute , among them being Mr . I . Butt , Mr . Fawcett , Sir M . Hicks Beach , Chief Secretary for Ireland , and Mr . Gladstone . On a division , the motion was emphatically rejected by 417 to 6 / votes .

the latter being composed of thirteen English liberalsand fifty-four Irish members . On Wednesday , Mr . Hopvvoou moved the second reading of the Summary Prosecutions-Bill . An attempt to adjourn the debate was defeated b } 21 i ) to 165 , and , on the main question , the numbers wen 228 for and 164 against the second reading . The Bill was therefore lost .

Tho Queen , with the Princess Beatrice and Prince Leopold , returned to Windsor on Saturday . On Sunday , the Prime Minister , the Earl of Beaconsfield , left his residence in Whitehall-gardens for Windsor . On reaching the station a royal carriage was in waiting to convey his

lordship to the Castle , where he had a very lengthened interview with Her Majesty , after which he left and returned to town . On Tuesday , the Duchess of Edinburgh reached Windsor Castle on a visit to Her Majesty . The Prince of Wales and the Duke have reached Naples , while the

Princess of Wales is at Athens on a visit to her brother , King George of Greece . The rescue of five of the miners imprisoned in the colliery near Pontypridd has been achieved . The men and boy were utterly exhausted , and were carried to bank . They have

since been most kindly attended , and , it is reported , are gradually regaining their strength . The Queen graciousl y telegraphed to have all the news communicated to her , and has since expressed her wish that the Albert medal , which was instituted some years since for the

purpose of rewarding those who save life at sea , should now be extended to those who have saved life on land , and that the gallant fellows to whose exertions the unfortunate five who were imprisoned owe , under Providence , their lives , should be the first recipients under the new regulations .

Her Majesty has also contributed £ 50 towards the fund now being raised to remunerate the rescuers , and relieve the rescued . This fund is now attaining proportions worthy

of the case , over £ 1000 having already been received at the Mansion House alone , while other funds are being raised ; so there is no doubt , the poor and the gallant fellows together will be well remunerated—in the one case for their

sufferings , in the other for their daring and successful courage . On Saturday Lord Bury presided at the sixty-eighth anniversary festival of the Artists' Benevolent Fund , which was held , as usual , at the Freemasons' Tavern . In the

course of his speech , proposing the toast of the evening , the chairman stated that there were fifty-three widows and fourteen orphans on the fund , who received among them the sura of £ 1 , 125 in annuities , and that since its establishment there had beeu distributed among the widows and

orphans of deceased artists no less a sum than £ 38 , 182 10 s . Subsequently the Secretary announced that tbe list of subscriptions amounted to £ 600 , including one hundred guineas from tbe Queen . The same day , at Willis ' s Rooms , St . James ' s , Sir J . M .

Hogg , M . P ., Chairman of the Metropolitan Board of Works , gave hia annual dinner to the members and officers of the Board . A number of distinguished guests were invited to be present , among them being Mr . Gathorne Hardy ( Secretary of State for War ) , the Lord Chancellor ,

the Marquis of Hertford , Lord Chamberlain , Lord John Manners , the Lord Mayor , Mr . Sheriff East , Admiral Sir John Hay , and Colonel Lloyd-Lindsay , M . P . The Lord

Chancellor , in an eloquent speech , proposed the health of the Chairman , who responded very cordially , while the toast of the officers of the Board was acknowledged by Sir Joseph Bazalgette , C . B .

On Tuesday the Lord Mayor and Lady Mayoress gave a banquet , at the Mansion House , to the bankers and merchants of the City of London . About 250 ladies and gentlemen -were present , including the Earl of Jersey , Viscount Midleton , Mr . G . J . Goschen , M . P . and

Mrs . Goschen , Mr . Childers , M . P . and Mrs . Childers , the Deputy-Governor of the Bank of England and Mrs . Birch , Sir H . Havelock , M . P ., Mr . Ashbury , M . P ., and others . The Earl of Jeisey responded for the House of Lords ,

Mr . Goschen for the House of Commons , and Mr . Birch , Deputy Governor of the Bank of England , for the merchants and bankers of London . An excellent selection of vocal and instrumental music was performed during the evening .

On Wednesday next , the First Great Summer Show at the Eoyal Horticultural Gardens , South Kensington , will be graced by the presence of Her Majesty , and it is expected that the Princess Louise ( Marchioness of Lome ) , the Princess Beatrice , the Duke and Duchess of Teck , and the

Marquis of Lome will accompany her . Lord Aberdare , the President of the Society , the Vice-Presidents , and other officials , will receive the Royal party , and will conduct

hem round the exhibition . The Council , in commemoraion of this auspicious event , will present gold , silver , and bronze medals to tbe different exhibitors , according to their respective merits .
