So the deadlock remains . Elsewhere the IICAVS IS the reverse of encouraging . Russia , it is believed , has sent an ultimatum to Rounmuia , demanding an offensive and defensive alliance , or threatening to occupy the country and disarm her troops . There is a Mussulman outbreak in

Roumalia , and 20 , 000 Russians havo been despatched to the scene of the outbreak . The Turkish irregulars at Batoum refuse to lay down their arms , and the Sultan ' s government delays the surrender of Shumla and Varna , though pressed to do so by the Grand Duke Nicholas .

There is , too , a new Turkish Ministry , Avith Sadyk Pasha as President , arid ifc is believed , in tho event of Avar breaking out between Russia and England , that Turkey Avill try to remain neutral . At the same time , Mr . Layard is daily receiving oilers from Turks to enter the English Service should Avar come .

Wo have great pleasure in announcing that the City Press , which for years past has been a recognised organ of the CITY proper , and Avhich during the whole of its carcei has been admirably conducted , so that now it enjoys a

reputation second to no other journal of a like character , Avill after the 1 st of May be issued twice instead of once a week . This speaks well for the enterprise of the proprietors , Messrs . W .
