Son of liro . "WILLIAM SIIUKV , of Myland , Colchester , who died on tho 25 th of February last , after two years of great suffering , in his 75 th year . Jiro . Siruiiv was formerly engaged in the Circulation Department of the I ' ost Office , but , owing to severe attacks of neuralgia in the head , and defective vision , consequent upon cataract , ho was compelled to resign his position when at tho age of 51 years . His only permanent income since that time had been a pension of I'll a year , to which he was entitled on account , of his service , and he had to encroach continually upon his savi gs , till they were quite exhausted . Consequently he had been unable to provide for the boy ' s education , as ho did for his children by his first marriage , and his declining davs were comforted with the thought that the lad would eventually be elected into the Institution . When in the full possession of health iiro , Buuuy was si most active Mason . Ho was initiated iu the Saint John ' s Lodge , Hampstead , No . 19 ti ( now 107 ) , in 1 S 13 , and , alter passing through the intermediate oifices , eventually became W . M . When , in 18 ( 11 , the state of his health compelled him to remove from tho District , he tendered his resignation , and the brethren at once elected him mi honorary member , iu recognition of his valuable services to his Mother Lodge . I 5 ro . SHCHV afterwards joined the Wellington , 5 iS , as a country member and became a member of the Angel Lodge , Colchester , No . 51 , iu lti ( H . He was exalted m the Domatic Chapter , No . 177 , in laiU , and was elected to the Third Chair , but tho lontimicd unsatisfactory state of his health compelled him to resign He was also one of the founders of tho Mount Lebanon Chapter , No . 73 . ° When the present applicant was a child in arras , liro . THERE lias been little dono in tho House of Lords Avhicli appears to call for any comment . In ansAVcr to a question of Earl Granville ' s , tho Foreign Secretary announced that the preliminary treaty of peace was expected to reach London this day ( Saturday ) , ifc having

been despatched by special courier after its ratification by the Czar . The subject of continuous railway brakes , and enlistment in and desertion from our army , Avere also

referred to , but in a conversational manner . Two bills have likeAvise been introduced , one for the erection of four neAv bishoprics—Liverpool , Newcastle , Wakefield , and South-Avell—and the other for tho amendment of the Medical

Acts noAv in force . The second reading of the former is fixed for the 26 th instant , and of the latter for the 15 th April .

In the House of Commons , a great deal of business has been got through , especially in Committee of Supply . The Inflexible debate Avas closed on Thursday , and then Sir "Robert Peel rose and drew the attention of the House

to the proposed representation of this country at the Berlin Congress . In Sir Robert ' s opinion , the Earl of Derby , and not Lord Lyons , should act for England , and he urged that the other poAvers , as far as Avas yet known , would be represented by their Chancellors , and that the presence of the

Earl of Clarendon as our representative at the Paris Congress in 1856 , and of Earl Granville at the London Conference in 1871 , were precedents Avhich should be followed in this instance likeAvise . This led to a lon g debate , in which Lord R . Montagu , Sir H . D . Wolff , Sir W . Yernon

Harcourfc , and the Chancellor of the Exchequer , took a part ; so long , indeed , AY ; IS tho discussion , that when it was over , there Avas no time to think of going into Committee of Supply , and accordingly the House adjourned at

twoo / clock . On Friday , however , onthe appealof Ministers , the House almost immediately after meeting , resolved itself into Committee of Supply , when Mr . W . H . Smith , who , on rising , Avas greeted Avith cheers from all parts of the House , submitted , in a business-like manner , the Navy

Estimates for 1878-79 . After the usual amount of criticism , certain votes for the number of men , their wages , & o ., were agreed to . Ou Monday and Tuesday , the House was again in Committee of Supply on the Supplementary Civil Service and Army Estimates . A feAV divisions took place , but

tho Government carried the day in every case by overwhelming majorities . On the latter of these days the report of Supply was brought up , and agreed to . Tin ' s happened at the morning sitting . In the evening , Mr .

Anderson moved a resolution , condemnatory of the action of the Postmaster General in reverting to the practice of subsidies for the conveyance of mails to America , but on a division ho "was beaten by 117 to 92 . A motion of Mr . Brown ' s in relation to Endowed Schools at Leeds was

defeated by 101 to 55 . On Wednesday , the second reading of the Tenants' Improvements ( Ireland ) Bill Avas moved by Mr . R . Martin , but only 17 members supported his motion , Avhile 258 opposed it . After this , the Money Laws ( Ireland ) Bill AVP . S talked out , and the House rose .

On Tuesday , the Queen and tho Princess Beatrice left Windsor Castle for London via tho Great Western , and on reaching Pad ding ton , drove under escort to Buckingham Palace . In tho afternoon , Her Majesty held a levee , afc which their Royal Highnesses the Prince of Wales , the

Duko of Cambridge , and Prince Christian , Avitli Prince Edward of Saxo-Weimar , the Prince of Leiningcn , and the Duke of Teck attended . In the Diplomatic Circles , the Turkish , Russian , German , and French Ambassadors were

present , and the General Circle was numerousl y represented . A large number of presentations Avere made , the names having been previously submitted for Her Majesty ' s approval . On Thursday , there was a Drawing Room , at which were present all the members of tho Royal Family
