npHE annual meeting of the East Lan shire Provincial JL Grand Lodge of Freemasons was hold on Thursday , at the Town Hall , Blackburn . Colonel Le Gendre N . Starkie Provincial Grand Master presided , and , in the absence of Brother George Mellor , Brother W . 0 . Walker P . G . D . of England acted as D . P . G . M . There were also

Hebden Directors of Ceremonies , and other present , and a large number of past Provincial Officers . The roll was called by the Provincial Grand Secretary , when it appeared that the whole of the Lodges in the Province , 102 in number , were represented . The minutes of the

last meeting , held in Manchester in November last , were conflrmed . The Provincial Grand Treasurer presented his financial statement for the year ending 31 st March . It showed that the year was commenced with a balance in hand of £ 316 . Contributions of Lodges amounted to

£ 491 , fees and other items to £ 73 , and dividends from investments to £ 83 , making the total receipts £ 965 . The expenditure side of the account showed that there had been devoted to charitable purposes £ 286 , and that after payment of Secretary ' s salary , expenses attending the

election of candidates to the various Masonic Benevolent and Educational Institutions , and other expenses , there remained a balance in hand of £ 248 . Upon the motion of Brother J . Booth ( Bolton ) , seconded by Brother Alcock ( Bnry ) , the accounts wero passed . The meeting then

proceeded with the election of a Provincial Grand Treasurer . Bro . R . Gornall ( Blackburn ) proposed , Bro . T . Preston ( Blackburn ) seconded , and Bro . W . Lamb P . P . G . O . supported , tho election of Bro . Joseph Pollard , of the Fidelity Lodge , No . 269 , Blackburn . No other

candidate being proposed , Bro . Pollard was declared unanimously elected , and he expressed his gratification at the distinction which had been conferred upon him . Tho Provincial Grand Secretary presented his annual report as to the condition of Freemasonry in the Province . The

document stated that the total number of Lodges was the same as last , year . The number of subscribing members was 4225 , being apparently 312 less than last year . In

past years , however , those in arrears had been calculated , but he had this year omitted them . They numbered 230 , so that , upon the basis of previous years , the number would be 4455 . There had been 85 deaths and 198

resignations . Recommendations were made with a view to tho more efficient working of tho Lodges , and tho report stated that letters had been received from the Prince of Wales and tbe widow of Colonel Shadwell H . Clerke , late Grand Secretary , in reply to addresses of condolence on the

death of tbe Dnke of Clarence and Colonel Clerke respectively . The Provincial Grand Master , in a brief address , said that it was a great plensurc to him to see around him the whole of the Lodges in the Province so well represented , and to hear tho satisfactory report of tho

Provincial Grand Secretary . 1 here were , of course , fluctuations in Masonry , and he was sorry to hear that there was a considerable number of non-subscribers . He trusted that great care would be exercised in the admission of members into the Order . The principles upon which it

was founded wore of tho best , and bo was certain that m both that Province and in other Provinces those principles were carried out to the benefit of society and for the relief of the distressed and oppressed . He urged that whilst they generously supported tho local Masonic iuati-
