OUR WEEKLY BUDGET .

THE Princo and Princess of Wales , -with their children , arrived in London from Abergeldie early on Sunday morning . Their Royal Highnesses left for Paris on Wednesday evening , arriving there on Thursday morning . On Wednesday the Princess Louise opened a new building in connection -with the Warehousemen and Clerks' Schools near Croydon .

In consequence of the unsettled state of affairs in India , the foreign leave of officers in the army and navy has been suspended . Nine batteries of Royal Artillery , with reinforcements for regiments already on service in India , left

Portsmouth for Bombay on board the Serapis on Tuesday . Tho Middlesex magistrates have refused , by a considerable majority , to renew the licence for dancing and music to the Argyll Rooms , a well known place of resort near the Haymarket .

A panic among the crowded audience of a music-hall in Liverpool occurred on Friday , in consequence of a cry of " Fire ! " In the pressure to escape from the building thirty-seven persons were killed , and many others were severely injured .

The Board of Trade inquiry into the collision on the Thames between the steamers Princess Alice and Bywell Castle was opened on Monday , and has been continued daily . The Judges of the Royal Court of Jersey have decided

that marriage with a deceased wife ' s sister is lawful in that island , Lord Lyndhurst's Act prohibitory of such unions not having been registered in the Royal Court . The Irish Sunday Closing Act came into operation on Sunday last , and was everywhere well observed .

Michael Heraghfcy , one of the men accused of the murder of the Earl of Leitrim , died on Saturday , in Lifford Gaol , from typhus fever . William Stafford , a clerk in the Liverpool branch of the

Bank of England , who absconded with £ 15 , 000 in notes , was captured at Jersey on board a yacht , which he had hired with a view of reaching Spain . Nearly £ 7 , 000 was found in his possession , and he states that he has been defrauded of the remainder .

It is announced from India that the Native Envoy despatched to Cabul by the Viceroy has been permitted to leave that city , bearing a reply from the Ameev . The nature of the reply is , of course , as yet unknown ; but , as there is little hope of its proving to be of a satisfactory

character , military preparations have been continued with - out intermission . Very considerable forces have been drawn from the central districts , and preparations have been made for an advance across the frontier . In the meantime negotiations are being carried on with the border

tribes , who appear to be not entirely opposed to British interests . The Indian difficulty has not been without influence upon affairs in Europe . The Russian Government has sent a circular to tho other Powers declaring a desire to conclude a definite Treaty of Peare with Turkey , and

justifying the continued occupation of certain districts by the alleged impotence of the Porte to prevent ill-treatment of tho Christian population . The Turkish Government , on the olher hand , blame the Russian authorities for any excesses that may have occurred through their refusal to

permit a Turkish occupation of the evacuated districts . The Austrian occupation of Bosnia is so far complete , and resistance overcome , that a reduction of the mobilised force has been ordered from Vienna , and about 70 , 000 men will be immediately withdrawn from active service .

The Austrian Government has replied to the Turkish Circular attributing barbarous excesses to the occupying forces in Bosnia , denvinp * the charp-es , aud clairaino" credit for extreme moderation in carrying out the decisions of the Berlin Conference A Turkish newspaper , published at Constantinople , sfcroDgly condemns the conduct of the
