WHAT CONSTITUTES A REGULAR GRAND LODGE ?
IN order to complete tho vindication of his own Giand Lodge , and to submit to the Craft universal his readings of the constitution , tho jurisprudence nnd procedure of the fraternity in re the first Grand Master of Quebec , in his ninth annual address ( 1883 ) , made , inter alia , the following
statement of laws govern ing the establishment , relations and procedure of Grand Lodges . As the position of our Grand Lodge is similar to that of Quebec , inasmuch as neither is at present recognised by England , AVO reprint " The Twelve Tables " for the information of those Avho may not previously have seen them : —
1 . At least three duly represented private Lodges must unite in the establishment of a Grand Lodge , and a number of Lodges thus cooperating should constitutea majority of all the regular private Lodges existing within the territory for whioh the Sovereign Grand Lodge is formed . The union nnd co-operation of all the Lodges so situated is
supremely desirable where practicable . 2 . It is tbe duty of every private Lodge situated within the territorial jurisdiction of a regularly formed Grand Lodge , but which , through any cause , was not represented at its organisation , to become , at an early day thereafter , of allegiance to the new Grand Body , and be
enrolled on its registry ; or upon its refusal it may be deemed and declared to be an irregular Lodge in not submitting to the lawfully constituted Masonio sovereignty of the country . 3 . At the formation of a Grand Lodge , it is uot required to issue new warrants to the Lodges which united in its establishment , or to those
whioh subsequently became of its allegiance ; but an endorsement of the transference of allegiance may be made on the margin of the charter of the adhering Lodge or Lodges . 4 . At the formation of a Grand Lodge , in the absence of a Grand Master or Past Grand Master of another Grand Lodge , the oldest
Past Master of a private Lodge present , may instal the Grand Master elect . 5 . From the formation , every regularly constituted Grand Lodge , as to its privileges , prerogatives , and duties , and as to whatever else of right pei tains to a Grand Lodge of Freemasons , is the peer of every
other regular Grand Lodge , and no other Grand Body can lawfully exercise Masonio authority within its territorial jurisdiction . 6 . Upon the consensus of a majority of sister Grand Lodges as to the right of existence , and the regularity of the formation of a new Grand Lodge , tbe remaining regular Grand Lodges should deem
themselves to be bound by the award , dnly pronounced , of their sister Masonio Sovei eignties , and seek the establishment of interjurisdictional relations with the new territorially Supreme Grand Body . 7 . Any Grand Lodge may charter private Lodges in any territory
unoccupied by a local Sovereign Grand Lodge ; bnt the exercise of this right is with propriety restricted to unoccupied territories belonging to the countty within whose domain the chattering Grand Lodge is situated , cr to exterior countries within whose limits a Grand Lodge does not exist .
8 . A Grand Lodge cannot rightfully constitute a new Lodge , or continue to exercise jurisdiction over any Lodge formerly chartered by it , after tho regular formation of a Grand Lodge within the territory in which said private Lodge is situated . 9 . A Gr . ind Lodge cannot rightfully extend to , or receive from
another Grand Lodge , qualified or conditional recognition , or lawfully establish inteijuris'lietional relations based thereon . 10 . A Graud Lodge violating any of the essential Landmarks of the Order should be deemed and declared to be an irregular body so long as such violation of the Constitutions of the Fraternity is persisted in .
11 . Any order or organisation allied to Ancient Craft Masonry , by requiring candidates for admission thereto to be Freemasons , should be deemed and declared to have forfeited said alliance , shonld they wilfully violate , or endeavour to annul the Landmarks , Laws , and Constitutions of At cient Freemasonry .
12 . The several Federal Provinces constituting the Dominion of Canada , and the Colonies throughout the British Empire , having local constitutional governments , are severally as much entitled to form and to have Grand Lodges , possessing and exercising exclnsive ¦ overeign jurisdiction within their respective geographical and
legislative boundaries , as are England , Scotland , and Ireland , as component parts of tbe United Kingdom of Great Britain and Ireland ; or as are the several federal states and organised territories of the United States of America ; or as are any separate and distinct kingdoms , or the like .
The Grand Master of Quebec pnngently remarks , that an "imperial Masonio policy" on the parfc of England , which is nofc in accord with her own Constitutions , and which is not , as has been so often manifest , promotive of the peace , harmony , and prosperity of fche Craft , ought to be changed without delay . —New Zealand Craftsman .

The first movement in the direction of peace , love and unity wonld be tbe disbanding of the huge armies now beheld on tbe continent and whioh exist as a perpetual menace to
each other . A congress of nations could be called and the metes and bonnds of each nationality be clearly defined and then let the dis . armament of eaoh take place . Look at the drain npon the producers of eaoh of these nations . Behold the mighty expenditure of wealth required to maintain thi * immense armament . Note the perfect nae . lessness of snob vast masses of idle humanity and then say that there
is no place for peace , love and unity . We have often cogitated as to tbe final mission and purpose of Masonry , and we are fast coming to believe that it is the great advanced guard of tbe Prince of Peace . How this mighty ruler will come or what will be the sign of hia coming is not for ns to predict , bnt when we look around us on the beautiful habitation God has created for man we firmly believe that
it will not always cootiune to be a slaughter house for humanity , bnt that under tbe blue-vaulted royal arch of Heaven the sons of men , in one universal Brotherhood , will rest in peace , love and unity . There is room on earth for all this were the hnman family twice its present size , and there is a grand work in the prospective for the body of Masonry . We are banded to do good . The millenial day will come
when man desires it . We pray around our Masonio altar , " Thy Kingdom come , " and we rise entirely oblivious of the fact that to ns , as a world of humanity , has been entrusted the inaugurating of that kingdom . The kingdom we pray for is no theological figment , but a practical reality in which happiness will predominate over sorrow , and peace , love and unity reign supreme in the bosoms of men .
