ROYAL MASONIC INSTITUTION FOR BOYS .

YESTERDAY , the Quarterly Court of the supporters of the Royal Masonio Institution for Boys was held at Messrs . Sp iers and Pond , Freemasons' Tavern , Great Queen Street . Brother Richard Eve P . G . Treasurer , Patron of the Institution and Chairman of the Committee

of Management , presided . Bros . J . E . Le Feuvre , G . Everett P . G . T ., C . E . Keyser , and others supported , and iu tho body of the hall were , among others , Brothers J . Bodenham , Col . Radcliff , James Stevens , James Brett , J . Glass , J . S . Cnmberland , J . G . Stevens , W . H . Saunders .

H . Pritchard , Henry Smith D . P . G . M . West Yorkshire , T . Bateman Fox , 0 . E . Money , and George Fairchild . Bro . McLeod ( Secretary ) read the minutes of the last Quarterl y Court , which were confirmed , and then Bro . Le Feuvre called attention to the fact that since the last Court the

Sustentation Fund had been merged in tbe general funds of the Institntion , and consequently that the trustees of that Fund had been obliterated . He thought , therefore , that a vote of thanks should be passed to those brethren for their services . The brethren were Bros , the Earl of

Lathom , Lord Leigh , John Clabon , and Richard Eve . He therefore moved such vote of thanks . The motion was seconded by Bro . Everett P . G . Treasurer , and carried . Afterwards the Chairman informed the brethren of tbe loss by death of Brother William Roebuck , one of the

Trustees of the Institution , and when he had passed a high eulogism on the deceased Brother for his services to the Institution in which he was most closely identified , moved a vote of sincere sympathy and condolence with Mrs . Roebuck and family in their breavement . The

motion , which was seconded by Bro . Homfray P . A . G . D . C . Deputy Prov . Grand Master Monmouth , was therefore put and carried . Bro . John Glass moved the election of V . W . Bro . Richard Eve P . G . Treasurer , as Trustee in place of the late Bro . Roebuck , and said that all the brethren so well knew Bro . Eve ' s virtues that he need not

occupy time by recommending them . He was in constant touch with the Council , the Quarterly Court , aud the Board of Management , and a short time ago was elected a Trustee , with all the honours attaching to that office

of the late Sustentation Fund . Bro . Pritchard seconded the motion , and on its being carried nem con , the Chairman returned thanka for this renewed proof of the brethren ' s confidence . Bro . J . S . Cumberland

moved—That Law xlviii . be altered as follows : — * ' Tho Council shall meet at the office of the Institution on the last Friday of every monih ( except when that day shall fall on tho Friday immediately before a Bank Holiday , when the meeting

shall be held on the noxt following Friday ) , Angnst excepted , at five o ' clock iu the afternoon , elect a Chairman , bein ? a Frcemasou , at each meeting , and may adjourn from time to time . Five shall form a quorum . "

In doing so he said , however , that he did not bind himself to the hour of five , if the brethren thought another hour more convenient . Bro . James Brett seconded , and Bro . H . Smith supported , as the country brethren could attend and get home by Saturday . Brother Le Feuvre suggested

four o ' clock , the hoar of three having been mentioned . Bro . James Stevens seconded four o ' clock . This was adopted , and the motion in that form was carried . One brother suggested that the country brethren very rarely came to these meetings . Bro . Richard Eve P . G . Treas ., Patron , Chairman Board of Management , proposed the following motion : —

( 1 ) That in recognition of tho eminent services rendered to the Institution during tbe past 30 years as Honorary Surgeon Oculist , the rank of Honorary Vice-President be conferred upon the W . Bro . Juber . Hogs . F . L . S ., M . B . C . S ., & c , P . G . Deacon , in accordance with Law XI . " ( 2 ) "That in recognition of the eminont services rendered to the Institution during the past 25 years as Honorary Medical Officer , the rank of Honorary Vice-President be conforred upon Brother Wharton P . Hood , M . D ., in accordance with Law XI . " ( 3 ) " That tho distinction of an Honorary Vice-Presidency be conferred

upon the W . Bro . Raymond H . Thrupp , P . A . G . D . of 0 ., D . P . G . M . for Middlesex , as an acknowledgment of the sarrices rendered by him in his gift of 130 guineas to found Prizes for HiBtory lor

deserving pupils in the Institution . " ( 4 ) "That W . Bro . Stanley James Attenborough , Vice-Patron and Member of the Board of Management , be appointed Honorary Solicitor to the Institution . "

He laid before the brethren a statement of the great services the brethren above named had performed in connection with the Institution , and in the case of Bro . Thrupp said that the 130 guineas was voted to him as a testimonial from the brethren of Middlesex . Presenting

it in the form he did to the Institution , he would not be entitled to votes , and therefore to give him . that privilege the Council had proposed to make him an honorary Vice-President , and the rank would carry the votes . All the motions were carried , and the election of 24 boys out of a list of 37 was then taken .

AT Preaton , on Saturday afternoon , the 1 st instant , with fall Masonio ritnal , the Eight Hon . the Earl of Lathom Pro Grand Master of England and Provincial Grand Master West Lancashire , laid tbe fonndation-stone of the new Gross Deaf and Dumb School . Tbe members of tbe Provincial Grand Lodge met at tbe Town Hall , at three o ' clock . There was a large attendance of Present and Past

Grand Officers , and a goodly number of Masonio brethren . After th « Lodge bad been dnly opened , a prooession waB formed in Masonio order , beaded by tbe band oE tbe 5 th Lancashire Artillery Volunteers , which marched throngh the streets for abont a mile in the direction of the intended strnctnre , when a number of carriages and tramoars , whioh bad been engaged for the occasion , were filled by the brethren

and conveyed the remainder of the distance to the field in whioh the ceremony took place , whioh is jnst beyond the tram terminus on the Blaokbnrn Road , but within the borongb . Here , a large marquee had been wisely ereoted over the site , for during the proceedings tbe rain came down heavily . Indeed , the weather throughout was wet and gloomy . the Cross Deaf aud Dumb Schools , stepped forward , aud requested the Right Hon . the Earl of Lathom , Provincial Grand Master , to lay the foundation stone . In doing so , he said he had the honour of presenting his lordship with tbe trowel with whioh to assist him in performing the work . Iu giving a brief outline of the circumstances connected with the establishment of the schools , he said that

18 months a ? o , Miss Cross , of Brougbton , near Preston , generonsly promised £ 5 , 000 for tbe purpose of building tlie intended structure , on the condition that £ 2 , 500 should be olieoted within a year from the date of her noble offer . A committee was formed for that purpose , the members of which canvassed North and East Lancashire . The appeal was very liberally responded to , which he trusted was an

earnest of the continued support which would be given to the schools in the future . In six or seven months abont £ 2 , 500 wa * collected , so that they had a fund approaching £ 8 , 000 towards the building aud endowment of the schools . The site extended ovev five noves , plans had been prepared by Messrs . Sames and Green , of BUckburn , designing a building calculated to supply every requirement for the

education of 50 children , and capable of being enlarged , at any future time at comparatively small additional cost , for the accommodntion of 100 children . They Lamed from the last report of th « North and East Lancashire Deaf aud Dumb Society that the two missioners employed by the society had under their care 378 deaf and dumb , of whom 93 were children of school age . It had been

decided to stick to the oral system of training for the first year , in order to find ont by practical experience whether its continuance would be justifiable ; and after that , if necessary , to classify the pupile , and carry on the institution under the dual system . The religious instruction to be given would be on the same lines as at the Harris Orphanage .

Lord Lathom , after expressing his thanks for the trowel , said that often as he had been asked to lay fonndation stones for schools , churches , and public institutions ' , nothing had given him greater pleasure than to perform that ceremony in the present case , inasmuch as it was for the benefit of a class of people who were unable to help

themselves . The ceremony was then proceeded within regular Masonio order . The Grand Chaplain having offered prayer , the choir and brethren sang the anthem " Except the Lord build the house , their labour ia but lost that baild it . " The Provincial Grand Secretary next read
