National Skating Palace . —Another sign that winter is upon us is the announcement of Fancy Dress Balls . The management of this popular place of amusement Look " Time by the Forelock , " and so getting ahead of its rival at Covent Garden by a week , gave a Fancy Dress Carnival on Lord Mayor's night , which was very fully attended . A dozen handsome and useful prizes wero offered for the best costumes for ladies and gentlemen , ancl the competition thus evoked must have caused hard work to the judges .

The i > lain evening dvess of the men was not too conspicuous , and many of the garments worn were admirably suited to the occasion . But the ladies naturally carried off the palm in this direction , by their charming and tasteful costumes , several being fanciful in the extreme , and all being much admired . The ice was in splendid condition , and lovers of the art availed themselves to the fullest extent of the privilege afforded them . Round and round they went , an endless throng , cutting all sorts of figures and enjoying

themselves to their heart's content , while the excellent orchestra played the liveliest of dance music . It was indeed a brilliant scene and strongly contrasted with tho November gloom and fog outside . The Palace as a rule is open all day long , and the entrance fee entitles thc visitor to half-an-hour ' s instruction should he or she desire it . Besides the skating there is a mysterious performance twice a day hy Monsieur De Kolta , which is decidedly clever .
