THB Quarterly Communication of United Grand Lodge was held on Wednesday evening , at Freemasons ' Hall . The Earl of Lathom Pro Grand Master presided . The Earl of Mount Edgcumbe D . G . M ., and Bro . W . W . Beach , M . P ., acting as Past G . M ., the Hon . W . T .

Orde-Powlett P . G . W . as G . S . W ., and Sir E . A . IngleBeld as G . J . W ., Sir Albert Woods G . D . C ., F . A . Philbrick , Q . C ., G . R ., Thos . 'Fenn President of the Board of General Purposes , E . Letchworth G . S ., and other Grand Officers

Avere m their respective places . There was an exceptionall y large attendance of brethren . After the minutes of the Quarterl y Communication of 7 th September having , with a small alteration urged by Bro . Richard Eve P . G . T ., been

read and confirmed , Bro . T . L . Wilkinson nominated the Prince of Wales for M . W . G . M . for the ensuing year . Bro . Davis nominated Bro . Samuel Cochrane P . M . 3 , 1056 , and 2345 , a member of tbe Board of General

Purposes , a Vice President of somo of the Charities , for the office of Grand Treasurer for the coming Masonic year . The Earl of Lathom inquired whether there

was any other nomination , and no response being given after his lordship had waited some short time , the nomination of Brother Cochrane was received with loud

applause . Before this the ballot papers for the election of the Board of Benevolence had been collected by tbe Scrutineers of votes , who were obligated to make : a truthful return to Lord Lathom , and they were carried out of

Grand Lodge to be counted . The Pro Gra : id Master informed the brethren that the Prince of Wales had again been pleased to appoint Bro . Robert Grey President of the Board of Benevolence , and that Bro . James Brett and

Bro . C . A . Cottebrune bad been elected respectively Senior and Junior Vice-President . Grand Lodgo afterwards passed the Report of the Board of Benevolence . This we published in our last issue .

United Grand Lodge.

The next business was the discussion of the following Report of the Board of General Purposes : — To the United Grand Lodge of Ancient Free and Accepted Masona of England .

The proposition of tbe Most Worshipfnl Grand Master , respecting the appointment of six additional Grand Officers , not having been accepted by Grand Lodge at the last Quarterly Communication , the President of the Board laid a report of the proceedings before the Most Worshipful Pro Grand Master , and requested his instructions . Tbe Most Worshipful Pro Grand Master , believing that Grand

Lodge mast have been acting nnder some misapprehension , desired the Board to snbmit the proposition again to Grand Lodge , with some modifications which his Lordship believes will be generally acceptable . Tbe proposition whioh the board now recommend for adoption is as follows : —

" That an addition be made to the Grand Officers appointed by the Most Worshipful Grand Master , by tbe appointment of a Dejuty Qrand Registrar , to rank immediately after the Grand Eegistrar , Two additional Grand Deacons , Two additional Assistant Grand Direct , rs of Ctremonies , and a Deputy Qrand Sword Bearer , and that the same take effect on and after tbe Grand Festival of 1893 . "

"That in Provinces and Districts numbering 40 Lodgea and upwards tbe Provincial and District Grand Masters shall be empowered to appoint annually Two additional Provincial or District Assistant Grand Directors of Ceremonies . In Provinces and Districts numbering 70 Lodges and upwards

the Provincial and District Grand Masters shall be empowered to appoint Two Additional Provincial or District Grand Deacons , and Two Addi ' . imal Provincial or District Assistant Grand Directors of Ceremonies . In Provinces and Districts numbering 100 Lodges and upwards , the Provincial and

District Grand Masters shall be empowered to appoint a Provincial or District Deputy Grand Registrar to take rank immediately after the Provincial or District Grand Eegistrar , Tivo additional Provincial or District Grand Deacons , Two additional Provincial or District Assistant Grand Directors of

Ceremonies , and a Provincial or District Deputy Grand Sword Bearer , and that tbe Provincial and District Grand Masters be empowered to appoint such additional Provincial or District Grand Officers at the first meeting for tbe annnal appointment of Officers for the several Provincial and District Graud Lodges after tbe confirmation of the Minutes of Grand Lodge . "

The amount of £ 25 per annum hitherto granted towards the expenses of the Library being found insufficient , the Board recommend Grand Lodge to increase tbe yearly grant to £ 50 . ( Signed ) THOMAS FENN , President .

FREEMASONS' HAM , , LONDON , W . O . 15 th November 1892 . Bro . Thomas Fenn explained , for the information of the numerous brethren who were not present on 7 th September

what took place on that occasion , when an amendment of Bro . Richard Eve P . G . T . was carried , which disagreed with the proposition to appoint a Grand Chancellor . The Board , not wishing to lessen the number of proposed new Grand Officers—which was evidently not the intention of

Grand Lodge , had dropped the Grand Chancellor , and proposed a Deputy Grand Registrar instead . As the Pro Grand Master was now present , from whose suggestion the former proposal was made , he would ask his lordship to move the altered recommendation . The Earl of Lathom

then moved the recommendation , and said the idea of increasing the number of Grand Officers originated with him , and the Grand Master and himself discussed it . It was with the Grand Master ' s approval that he wrote to the President of the Board of General Purposes . He was not

enamoured with the title of Grand Chancellor so long as he got the number of Officers . Some Provinces , like his own , had such a large number of Lodges that it was impossible to give Grand rank to worthy Masons in each of them ; at the same time there were Provinces with so

few Lodges that every one of them could be honoured each year . This did not seem fair . In his own Province it took eight years to select from a Lodge . Brother Fenn seconded the motion , and Bro . Lsmonby supported it . After a few words from the Earl of Mount Edgcumbe on

the posit : ) n he took at the last meeting , Brother Eve expressed limself in favour of theameodedrecommendation , which WR ^ subsequently carried unanimously . Bro . Fenn next proposed the Jast recommendation of the Board to increase t- ' je yearly grant of £ 25 towards the expenses of

the Library to £ o 0 , £ 25 being to'iud insufficient . He said that the Past Grand Chaplain , the Rev . J . -A . Lloyd , at tbe lust Communication suggested that

there shonld be a Grand Librarian . Although they had not a Grand Lib .-arian they had a very grand Sub-Librarian , who was much hampered in the purchase of valuable Masonic books and prints for the library by the
