United Grand Lodge.

Freemasons and Widows of Freemasons , dated 15 th November ls 94 will be laid before Grand Lodgo , in which tho following proposed addition to Rule 23 , then agreed to , is submitted for approval : — "A Lodge , Chapter , or Masonic Society , or any office therein , subscribing One Hundred Guineas in one sum or in sums of not less than Five Guineas each , shall during its existence be

entitled to thirty Votes for Annuitants on the particular Fund to which the Donation is paid , and tho Master , or First Principal , or other Officer of such Lodge or Chapter , for the time being , shall be a Vice-Patron of the Institution in right of such payment , and for every additional sum of Five Guineas thereafter subscribed , to four Votes at each election . A Lodge , Chapter , or Masonic Society , or any office therein , subscribing Two Hundred Guineas in one sum ,

or in sums of not less than Five Guineas each , shall during its existence be entitled to ninety Votes for Annuitants ou the particular Fund to which the donation is paid , and tho Master , or First Principal , or other Officer of such Lodgo or Chapter , for the timo being , shall be a Patron of the Institution in right of such payment , and for every additional sum of Five Guineas thereafter subscribed , to six Votes at each election . "

10 . APPEALBy Brother B . 0 . Reynolds , of Lodge Pitt Macdonald , No * -1198 , Madras , against the decision of tho Board of General Purposes in Madras , convicting him of un-Masonic conduct , and against the District Grand Master of Madras for having revoked a Provisional Warrant for a new Lodge in which he was nominated first Worshipful Master .

11 . Motion , pursuant to notice by v . W . Brother Richard Eve Past Grand Treasurer : — " What steps have been taken by the Grand Secretary or the Colonial Board to give effect to the Resolutions of Grand Lodge on the 7 th of Juno 1893 , in respect to the Cambrian Lodge of Australia , No . 050 , and , if found necessary , to move— ' That the

Colonial Board and the Grand Secretary be instructed to take prompt action to assist the loyal Brethren of the Cambrian Lodge of Australia , No . 650 , in upholding their rights , and that the Most Worshipful Grand Master be respectfully requested to use his gracious influence in inducing the United Grand Lodge of New South Wales to give the Cambrian Lodge , No . 656 , friendly and fraternal recognition . '"

THE following is the Agenda of Business to be transacted at the Quarterly Communication of the Grand Lodge of Mark Master Masons of England and Wales , & c , to be held in Mark Mason ' s Hall , Great Queen Street , Lincoln ' s Inn Fields , on Tuesday , 4 th inst .,

at 5 for 6 p . m . 1 . Read and , if approved , confirm Minutes of Quarterly Communication of 4 th September 1894 .

2 . REPORT OF THE GENERAL BOARD . During the three months ending 30 th September 1894 , thero have been issued : —Mark Certificates , 303 ; total number registered 33 , 365 .

Grand Mark Lodge.

Warrants for new Lodges , 4 , viz : — * No . 475 , Henry Byrdo , Kandy , Ceylon . No . 476 , Justicia , London . No . 477 , Fitzwilliam , Peterborough . No . 478 , Bootle , Bootle , Lancashire . Royal Ark Mariner Certificates , 63 ; total number registered 4290 .

Warrants for new Ark Mariner Lodges , 3 , viz : — Gladsmuir , to be attached to the Gladsmuir Lodge , No . 367 . Royal Albert , to be attached to the Royal Georgo Lodge , No . 450 . Antigua , to be attached to the Avondale Lodge , No . 460 .

His Royal Highness the M . W . Grand Master has been pleased to re-appoint for a further term of three

years—R . W . Bro . Sir Pryse Pryse , Bart . Provincial Grand Master for South Wales . R . W . Bro . Col . Georgo Singleton Tudor Provincial Grand Master for Staffordshire . R . W . Bro . Charles James Egan , M . D . District Grand Master for South Africa .

The Board havo to record with sincere regret the death of B . W . Bro . W . Kelly Provincial Grand Master for Leicestershire , Northamptonshire , Rutland and Derbyshire , who had ruled over that largo and important Province for 36 years , with the greatest benefit and advantage to the Order .

As the oldest Provincial Grand Master in tho Mark Degree , his loss will be most sincerely mourned , not only by the members of his Province , but also by the Executive and by the Order in

general . In consequence of tho great increase of Lodges and Brethren in this Province , His Royal Highness the M . W . Grand Master has been pleased to

direct—1 . That the existing Province of Leicestershire , Northamptonshire , Rutland , and Derbyshire , be , and is , hereby dissolved . 2 . That the Lodges in the Counties of Leicester and Rutland ho constituted a Province by the title of the Provincial Grand Lodge of Leicester and Rutland .

3 . That the Lodges in the County of Derby be constituted a Province by the title ol the Provincial Grand Lodge of Derbyshire . 4 . That the Lodges in the Counties of Northampton , Huntingdon , and Bedford , be constituted a Province under the title of the Provincial Grand Lodge of Northampton , Huntingdon , and Bedford .

His Royal Highness has been pleased to appoint—M . W . Bro . Right Honourable the Earl of Euston Pro Grand Master , to be Provincial Grand Master for Leicester and Rutland . R . W . Bro . Abraham Woodiwiss , J . P ., to be Provincial Grand Master for Derbyshire .

. M . W . Bro . Right Honourable the Earl of Euston Pro Grand Master , to be Provincial Grand Master for Northampton , Huntingdon , and Bedford . His Royal Highness has also been pleased to appoint—R . W . Bro . William Edward Brymer , M . P ., J . P . to be Provincial

. . . . Grand Master for Dorset , in succession to the R . W . Brother Rev . W . Mortimer Heath , M . A . resigned , who has ruled this Province since 1882 and to whom the thanks of Grand Lodge are duo for the zeal and ability with which he has discharged the duties of this important office .

The District Grand Secretary of Bengal having reported that Albert Lodge , No . 270 , Morar , Gwalior , and Behar Lodge , No . 335 , Somastipur , have not met for several years , and are practically extinct , the Board recommend that the last known Masters be summoned to attend in Grancl Lodge in March , to show cause why such Lodges should not be respectively erased .

The Board have completed the revision of tho Book of Constitutions , and havo sent a copy to every Provincial Grand Master and Provincial Grand Secretary , and to the W . Master of each Lodge in England and Wales .

The following amendments having been submitted , tho Board have carefully considered thc same , and recommend their adoption as follows : — By W . Bro . J . T . Williams W . M . 94 . Art . 30 . That the words " North and South , " bo substituted for " Right and Left . "

Art . 75 . That the words " during pleasure " be omitted . By Wor . Bro . John Strachan P . G . D . Art . 52 . To insert the words " The Grand Treasurer or , " at

the beginning . Art . 53 . That the Rule shall read , ' -The moneys of Grand Lodge shall be paid to the current account thereof , and all investments shall be made in the names of three Trustees , " & c , & c .

Art . 99 . To insert after the words " Craft Lodge ol Freemasons , " thc following Clause : "In Provinces and Districts petitions for such dispensations must be sent through thc
